In short

ISO 13485 certification in South Africa at a glance

Regulations relating to medical devices and IVDs (Government Notice 1515, Government Gazette 40480) refers to ISO 13485, yet none of the South African instruments checked makes it compulsory. Buyers in South Africa ask for it anyway.

Licensing is the trigger for most ISO 13485 projects here. South Africa's regulations relating to medical devices and in vitro diagnostic medical devices, published under the Medicines and Related Substances Act, require a licence application to include acceptable documentary proof of certification to a quality management system for medical devices and IVDs as determined by the Council, and they apply to manufacturers, distributors and wholesalers alike. The regulations do not name ISO 13485, so confirm the accepted standard with the regulator, but it is the system device companies and their overseas partners recognise. Certification is issued by an accredited certification body, and SANAS holds an ISO 13485 sub-scope under the international recognition arrangements, so accredited certification is available locally. The work covers risk management, design controls, supplier controls, traceability, complaint handling and post-market processes. Sterling's Johannesburg office builds the system around the client's device range and licence category, with Sterling Academy training for the quality team. The route and common questions follow.

The need

Who needs ISO 13485 in South Africa, and what happens without it

In South Africa the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Medical device and IVD manufacturers applying for a licenceLicence applications require documentary proof of certification to a QMS for medical devices and IVDs as determined by the Council.
  • Distributors and wholesalers of medical devicesLicence applications under the same regulations require QMS certification proof.
  • Contract manufacturers and component suppliersDevice makers extend QMS requirements to critical suppliers.

Requirements

ISO 13485 requirements in South Africa

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In South Africa these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets a South African company certified

Time

How long does ISO 13485 certification take in South Africa?

There is no standard duration: it depends on your scope and on how much of the system already runs. In South Africa these are the factors that set the timeline.

  • Device classification and product range
  • Design and development records and technical documentation
  • Supplier controls and sterilisation or special processes
  • Regulatory licence timing

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in South Africa?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In South Africa these factors move both.

  • Number of sites and device families
  • Outsourced processes (sterilisation, contract manufacture)
  • Certification body audit fees quoted separately from consulting
  • Regulatory documentation alongside the QMS

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in South Africa

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in South Africa are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

ISO 13485 in South Africa: questions clients ask

Do South African medical device licences require ISO 13485?

The regulations ask for proof of certification, but they do not name ISO 13485. Government Notice 1515 requires a licence application to include documentary proof of certification to a quality management system for medical devices and IVDs as determined by the Council. Confirm with the regulator which standard it accepts before you commit to a certification route.

Does SANAS accredit ISO 13485 certification bodies?

Yes. The IAF legacy listing shows an ISO 13485 sub-scope for SANAS, so accredited certification is available through South Africa's only accreditation body. A certification body accredited elsewhere within the mutual recognition arrangements may also be used. In either case, check that the accreditation covers ISO 13485 and your type of device.

Do distributors need ISO 13485 too?

Probably, since the same regulations cover them. Licence applications from distributors and wholesalers of medical devices also need documentary proof of quality management system certification, as the Council determines. Confirm the accepted standard and the exact requirement for your licence category with the regulator before you apply.
