Is ISO 27701 evidence of PDPL compliance in Jeddah?

Not by itself. It structures privacy controls and evidence, which helps, but legal compliance depends on the law and the regulator's requirements, set out on the Saudi Arabia page. Confirm your obligations with your own counsel. That distinction matters when a customer asks about privacy compliance.

Do we need ISO 27001 before ISO 27701?

In practice, yes: ISO 27701 is built as an extension to an information security management system, so it is normally implemented with or after ISO 27001. A Jeddah organisation starting from scratch can build both together and be assessed in one programme.
