In short

ISO 37301 certification in the Philippines at a glance

In the Philippines, ISO 37301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Compliance officers at Philippine banks, insurers and listed companies already keep registers of regulatory obligations; ISO 37301 turns that work into a certifiable compliance management system. For BSP-supervised institutions alone, Circular No. 808 on IT risk management, Circular No. 951 on business continuity and Circular No. 982 on information security create a dense set of obligations that change through amendments, and the Data Privacy Act adds another layer for anyone handling personal information. The standard requires the organisation to identify compliance obligations, assess compliance risk, assign responsibility, train, monitor and report, and to keep the compliance function independent. No Philippine regulator mandates it. Certification is granted by a certification body accredited for ISO 37301; check its accreditation scope, since the Philippine Accreditation Bureau's published IAF MLA scopes do not list it. Sterling builds the obligations register and controls from its Manila office, with Effivity carrying the register and Sterling Academy the training.

The need

Who needs ISO 37301 in the Philippines, and what happens without it

In the Philippines the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks, e-money issuers and fintechsBSP circulars on IT risk, information security and continuity create obligations that need tracking.
  • Organisations processing personal data at scaleData Privacy Act obligations need ownership and monitoring.

Requirements

ISO 37301 requirements in the Philippines

Strip away the vocabulary and ISO 37301 requires a company to prove six things about how it meets its legal and other obligations.

You know your obligationsObligations from laws, regulators, contracts and voluntary commitments are identified and kept current.
The governing body and management leadThe governing body and top management set the compliance policy and support a culture in which compliance is expected.
A compliance function has authorityA compliance function is resourced, independent enough to act and has direct access to the governing body.
Compliance risks are assessedRisks of failing to meet obligations are assessed, and controls are designed in proportion to them.
Concerns are raised and handledPeople can raise concerns without fear of retaliation, and suspected breaches are investigated and corrected.
You monitor and reportCompliance performance is monitored, reported to leadership, audited and reviewed so the system improves.

In the Philippines these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37301 explained →

      Time

How long does ISO 37301 certification take in the Philippines?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the Philippines these are the factors that set the timeline.

      • Number of regulators and obligation sources in scope
      • State of the obligations register
      • Independence and resourcing of the compliance function
      • Certification body scheduling around Holy Week, the year-end holidays and weather-related work suspensions

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does ISO 37301 certification cost in the Philippines?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Philippines these factors move both.

      • Number of business units and obligations to map
      • Certification body audit fees quoted separately from consulting
      • Monitoring and reporting tooling

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

ISO 37301 consultants and certification bodies in the Philippines

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers ISO 37301 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in the Philippines are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accredited certification is available through the national accreditation body or bodies within the international arrangements; PAB's published IAF MLA scopes do not list this standard.

Accreditation, audit language and remote audits in the Philippines

Use a certification body accredited for this standard by the Philippine Accreditation Bureau (PAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PAB's published IAF MLA scopes list QMS, EMS and FSMS only, so confirm that the chosen body's accreditation covers this standard. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 37301 hub →

          Audit language

Audits in the Philippines are normally conducted in English; agree the audit and document language with the certification body at application and plan interpretation for interviews in Filipino or a regional language.

          Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 37301 in the Philippines: questions clients ask

Does any Philippine regulator require ISO 37301?

No. The regulators checked set obligations without citing ISO 37301. Certification is voluntary, so ask your regulator what it expects.

How does ISO 37301 help a BSP-supervised institution?

It gives one system to register, assign and monitor the obligations in BSP Circulars No. 808, 951 and 982. Instead of tracking each circular separately, a compliance management system holds them together with owners and monitoring. It does not replace supervisory obligations, which remain with the institution.

Which accreditation should our certification body have?

Compliance management system certification should rest on a scope that names ISO 37301. A PAB-accredited body is not automatically covered, since PAB's published IAF MLA scopes stop at QMS, EMS and FSMS. Ask for proof from PAB or another accreditation body within the international mutual recognition arrangements, and keep a copy for your records.
