ISO 13485 certification in the Philippines at a glance
One Philippine instrument bears on ISO 13485. It does not name the standard. So why do buyers in the Philippines keep asking for the certificate?
Philippine market access for medical devices runs through the Food and Drug Administration, which applies Administrative Order No. 2018-0002 on authorising medical devices based on the ASEAN harmonised technical requirements. The documents checked for this page do not make ISO 13485 a Philippine authorisation condition, so the certificate's value comes mainly from export markets and from manufacturers' customers, who expect a certified quality management system from device makers and from suppliers of components and sterile packaging. ISO 13485 certification is issued by an accredited certification body; the Philippine Accreditation Bureau's published IAF MLA scopes do not list it, so the body's accreditation should be checked directly, and regulators abroad may run their own audits as well. Sterling prepares the system from its Manila office, covering design and development controls, risk management to ISO 14971, sterilisation and cleanroom records, and complaint handling, with Effivity and Sterling Academy included in the engagement.
Who needs ISO 13485 in the Philippines, and what happens without it
In the Philippines the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Medical device manufacturers exporting from the PhilippinesExport markets and customers expect a certified quality management system.
- Contract manufacturers of device components and sterile packagingBrand owners require suppliers to work within an ISO 13485 system.
- Importers and distributors seeking FDA authorisationFDA authorises medical devices under AO No. 2018-0002; a QMS supports the technical documentation.

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.
In the Philippines these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How long does ISO 13485 certification take in the Philippines?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the Philippines these are the factors that set the timeline.
- Device classification and design responsibility
- Sterilisation, cleanroom and validation records
- Supplier controls and complaint handling maturity
- Certification body scheduling around Holy Week, the year-end holidays and weather-related work suspensions
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 13485 certification cost in the Philippines?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Philippines these factors move both.
- Number of sites and device families
- Certification body audit fees quoted separately from consulting
- Process validation and testing
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 13485 consultants and certification bodies in the Philippines
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the Philippines are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 13485 in the Philippines (2)
| Instrument | How it treats the standard |
|---|---|
| FDA Administrative Order No. 2018-0002 — authorisation of medical devices based on the ASEAN Harmonized Technical Requirements | Expected in practice Device authorisation regime; ISO 13485 not named in the documents checked. |
| Philippine Accreditation Bureau (PAB) — national accreditation body accrediting management system certification bodies (ISO/IEC 17021) | Market driver Accredited certification is available through the national accreditation body or bodies within the international arrangements; PAB's published IAF MLA scopes do not list this standard. |
"Expected in practice" means the instrument asks for the outcomes ISO 13485 covers without naming a standard, and ISO 13485 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in the Philippines
Use a certification body accredited for this standard by the Philippine Accreditation Bureau (PAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PAB's published IAF MLA scopes list QMS, EMS and FSMS only, so confirm that the chosen body's accreditation covers this standard. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 13485 hub →
Audit language
Audits in the Philippines are normally conducted in English; agree the audit and document language with the certification body at application and plan interpretation for interviews in Filipino or a regional language.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 13485 in the Philippines: questions clients ask
Does the Philippine FDA require ISO 13485?
Not on the documents checked. FDA Administrative Order No. 2018-0002 governs medical device authorisation on the ASEAN Harmonized Technical Requirements, and it does not name ISO 13485 in those documents. Requirements differ by device class, so confirm the current FDA position for yours with your regulatory counsel or the FDA.
Is ISO 13485 the same as FDA registration?
No. ISO 13485 certification comes from an accredited certification body against a quality management standard, while device authorisation is granted by the FDA. One does not stand in for the other, though a quality management system can support the technical documentation an application needs. Plan for both routes separately.
Which accreditation should our certification body have?
For a medical device quality system, ask the prospective body to show that ISO 13485 appears in its accreditation, granted by PAB or by a body within the international mutual recognition arrangements. A listing for other standards will not do. PAB's published IAF MLA scopes cover QMS, EMS and FSMS only, so the device sector needs its own confirmation.
