In short

ISO 27701 certification in Oman at a glance

In Oman, ISO/IEC 27701 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Oman's Personal Data Protection Law has no certificate, so organisations that want independent assurance on privacy look to ISO/IEC 27701. The law, issued under Royal Decree 6/2022 and amended in part by Royal Decree 68/2026, is administered by the Ministry of Transport, Communications and Information Technology, whose department decides permit applications for sensitive data and handles complaints. ISO/IEC 27701 extends an information security management system with privacy controls for controllers and processors: records of processing, consent, data subject requests, breach handling and supplier contracts. It helps a processor show customers and the ministry a disciplined programme, but it is not a certificate of legal compliance. An accredited certification body issues it, never Sterling. Sterling's Dubai office builds the privacy information management system alongside ISO/IEC 27001, trains staff through Sterling Academy and maps controls to the law, with Effivity included with the engagement.

The need

Who needs ISO 27701 in Oman, and what happens without it

In Oman the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Processors and outsourcersThe Personal Data Protection Law reaches processors as well as controllers, and a privacy information management system structures processor controls.
  • Controllers holding health or biometric dataMinistry permits are needed for these categories, and a managed privacy system helps keep the evidence in order.
  • Groups serving customers under several privacy regimesRegional groups map Omani duties alongside those of other jurisdictions.

Requirements

ISO 27701 requirements in Oman

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In Oman these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How Sterling gets an Omani company certified

How to get ISO 27701 certified in Oman

One team from the Dubai office carries the work from scoping to certificate. Clients in Oman are served from Sterling's Dubai office (GCC), on site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27701 and the Omani requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 27701 certification take in Oman?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Oman these are the factors that set the timeline.

  • Number of processing activities and systems to map
  • Alignment with the ISO/IEC 27001 scope
  • Processor contracts and supplier review
  • Data subject request and breach procedures to test

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in Oman?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Oman these factors move both.

  • Number of legal entities and systems in scope
  • Volume of sensitive data
  • Privacy control remediation
  • Certification body fees, separate from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in Oman

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Oman are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

    InstrumentHow it treats the standard
Personal Data Protection Law (Royal Decree No. 6/2022)Related
Duties of controllers and processors; the law has no certificate and ISO/IEC 27701 is an optional benchmark.
Executive Regulation (Ministerial Decision No. 34/2024)Related
Issued by the ministry under the law and named as its executive regulation.
Royal Decree (68/2026) amending some provisions of the lawAmendment
Listed in the ministry's law library as published on 6 September 2026; privacy controls should be mapped to the amended text.

Accreditation, audit language and remote audits in Oman

ISO/IEC 27701 certification is an optional extension of an information security management system, issued by an accredited certification body, usually alongside ISO/IEC 27001. It is not a certificate of compliance with Omani law. Check the body's accreditation to ISO/IEC 17021-1 and whether its scope names privacy information management. Audit language

Agree the audit language with the certification body at application; Arabic and English are both workable, and controlled documents are commonly kept in English for international clients.

    Remote and on-site

Stage 1 and stage 2 assessments can combine on-site visits with remote review where the certification body allows it; sites in several governorates add travel.

ISO 27701 in Oman: questions clients ask

Does ISO 27701 certification prove PDPL compliance?

No. The law sets its own duties, such as consent, protection policies, processing records, a data protection officer and permits for sensitive categories, and the ministry's page describes no certificate. ISO/IEC 27701 helps organise the programme and gives customers an independent signal. Ask your counsel whether the controls map to every duty that applies to you.

Do we need ISO 27001 first?

ISO/IEC 27701 is an extension to an information security management system, so it is normally assessed together with ISO/IEC 27001 or on top of an existing certificate. Plan the two scopes to match, because a privacy scope broader than the security scope creates gaps that the certification body will find.

Does the 2026 amendment change the ISO 27701 route?

The amendment, Royal Decree 68/2026, changes some provisions of the law, not the standard. Where your privacy controls were mapped to the earlier text, map them again against the amended law and keep that mapping in your documented information. Ask counsel or the ministry about any provision whose effect on your processing is unclear.

Who certifies a company against ISO 27701 in Oman?

Accredited certification bodies assess it, usually in the same audit as ISO/IEC 27001; Sterling does not certify. Ask shortlisted bodies whether their accreditation scope names privacy information management, since scope wording varies, and keep the accreditation certificate on file. The GCC Accreditation Center and the Oman Accreditation Centre are the regional and national bodies to check.
