In short

ISO 37301 certification in Malaysia at a glance

Two Malaysian instruments bear on ISO 37301. Not one of them names it. So why do buyers in Malaysia keep asking for the certificate?

Compliance functions in Malaysian banks, insurers, listed companies and critical infrastructure operators carry an expanding list of obligations: Bank Negara Malaysia's technology and business continuity requirements, the amended Personal Data Protection Act, the Cyber Security Act 2024 for designated entities and corporate liability for corruption. ISO 37301 provides a certifiable compliance management system for identifying those obligations, assessing compliance risk, assigning ownership, monitoring and reporting to the board. It does not replace any regulator's rules; it gives the organisation one structure for meeting them and evidence that the structure works. It often sits alongside ISO 37001, which CIDB will require of G7 construction contractors for government works procurement. Certification is granted by a certification body; check that its accreditation scope covers ISO 37301. Sterling's Kuala Lumpur team builds the obligations register and compliance controls with the client's legal and risk teams, and internal auditors are trained through Sterling Academy. Questions Malaysian clients ask are answered below.

The need

Who needs ISO 37301 in Malaysia, and what happens without it

In Malaysia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks, insurers and payment institutionsBNM technology and continuity requirements add to a long obligations register.
  • NCII entitiesThe Cyber Security Act 2024 adds duties for designated entities.
  • Data users and processorsThe amended PDPA adds DPO and breach notification duties.
  • Construction groups holding ISO 37001ISO 37301 extends anti-bribery controls into wider compliance management.

ISO 37301 requirements in Malaysia

Strip away the vocabulary and ISO 37301 requires a company to prove six things about how it meets its legal and other obligations.

You know your obligationsObligations from laws, regulators, contracts and voluntary commitments are identified and kept current.
The governing body and management leadThe governing body and top management set the compliance policy and support a culture in which compliance is expected.
A compliance function has authorityA compliance function is resourced, independent enough to act and has direct access to the governing body.
Compliance risks are assessedRisks of failing to meet obligations are assessed, and controls are designed in proportion to them.
Concerns are raised and handledPeople can raise concerns without fear of retaliation, and suspected breaches are investigated and corrected.
You monitor and reportCompliance performance is monitored, reported to leadership, audited and reviewed so the system improves.

In Malaysia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37301 explained →

How Sterling gets a Malaysian company certified

How to get ISO 37301 certified in Malaysia

One team from the Kuala Lumpur office carries the work from scoping to certificate. Kuala Lumpur and the Klang Valley on-site; other states, Sabah, Sarawak and Labuan on-site or remote as the engagement requires.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against ISO 37301 and the Malaysian requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
    5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

      Time

How long does ISO 37301 certification take in Malaysia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Malaysia these are the factors that set the timeline.

      • Number of regulatory regimes and obligations in scope
      • Maturity of the obligations register and compliance risk assessment
      • Reporting lines to the board
      • Integration with ISO 37001

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does ISO 37301 certification cost in Malaysia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Malaysia these factors move both.

      • Number of entities and regulated activities
      • Compliance tooling
      • Certification body audit fees quoted separately from consulting
      • Training across functions

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

ISO 37301 consultants and certification bodies in Malaysia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers ISO 37301 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Malaysia are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 37301 in Malaysia (2)

          InstrumentHow it treats the standard
Policy Document on Risk Management in Technology (RMiT)Expected in practice
Compliance obligations for financial institutions; ISO 37301 not named.
Personal Data Protection (Amendment) Act 2024 [Act A1727]Expected in practice
New obligations to manage; no standard cited.

"Expected in practice" means the instrument asks for the outcomes ISO 37301 covers without naming a standard, and ISO 37301 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Malaysia

Use a certification body accredited for this standard by the Department of Standards Malaysia (Standards Malaysia) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its Malaysian accreditation scope has been verified. ISO 37301 is not among the IAF MLA scopes Standards Malaysia lists, so check the body's accreditation for this standard. Edition and transition details: ISO 37301 hub →

          Audit language

English audits are the norm; agree the audit and document language (English or Malay) with the certification body at application.

          Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 37301 in Malaysia: questions clients ask

Does any Malaysian regulator require ISO 37301?

None is recorded. No Malaysian regulator is shown as requiring ISO 37301. It gives an organisation a structure for meeting regulators' rules rather than replacing them, so confirm with your own regulator what evidence it expects of you. The standard is a way of organising your compliance work, and any requirement to use it would have to come from a customer or contract.

How does ISO 37301 relate to ISO 37001?

ISO 37001 deals with bribery, while ISO 37301 deals with all of an organisation's compliance obligations. Many organisations treat the first as a focused system and the second as the wider frame. ISO 27001 and the PDPA also appear alongside them as related topics in Malaysia.

          Who certifies ISO 37301?

A certification body whose accreditation covers ISO 37301. Standards Malaysia's IAF MLA list does not include this standard, so check the body's accreditation for it specifically, whether it comes from Standards Malaysia or from another body inside the international mutual recognition arrangements.
