NIS2 compliance in Ireland at a glance

Directive (EU) 2022/2555 (NIS 2 Directive) is the instrument itself, and its transposition into Irish law is still pending; buyers and partners in Ireland already ask for evidence that you meet its measures.

Ireland has not yet put NIS2 into national law. The National Cyber Security Bill, listed in the Government's Autumn 2026 legislation programme for priority publication with the status 'Work is ongoing', will transpose Directive (EU) 2022/2555 and place the National Cyber Security Centre on a statutory footing. The draft National Cyber Security Strategy names the NCSC as competent authority for public administration entities and most Annex II important entities, and the Central Bank says it will act for financial entities, with ComReg responsible for digital infrastructure. Where DORA applies, it takes priority over NIS2's risk and reporting measures. There is no NIS2 certificate. Sterling's London office runs the applicability check, gap analysis and documentation, so that Irish organisations are ready for the final text; the NCSC and the other competent authorities decide how the law is applied.

The need

Who needs NIS2 in Ireland, and what happens without it

These are the organisations in Ireland that most often need to show NIS2.

  • Entities expecting to be essential or important under NIS2The directive sets duties for entities in the sectors it lists; the Irish Bill that transposes it is still being prepared, so scope and detail will follow its publication.
  • Public administration bodiesThe draft National Cyber Security Strategy states that the NCSC will be the competent authority for public administration entities.
  • Digital infrastructure and cloud providersThe Central Bank describes ComReg as the competent authority for digital infrastructure.
  • Financial entities already under DORADORA applies instead of the NIS2 risk management and incident reporting measures, and the Central Bank will be a competent authority under both.
  • Suppliers to NIS2 entitiesSupply-chain security is part of the directive, so customers pass expectations to suppliers.

Requirements

NIS2 requirements in Ireland

Strip away the vocabulary and NIS2 asks essential and important entities to comply in six areas of cyber risk management.

Management is accountableManagement bodies approve cyber risk measures, oversee them, take training and can be held liable for failures.
Risk measures cover the fundamentalsRisk analysis, security policies, incident handling, business continuity and secure acquisition and development are in place.
Supply chain security is managedThe security of suppliers and service providers, including their development practices, is assessed and written into contracts.
Access, cryptography and authentication are controlledAccess control, asset management, cryptography and multi-factor authentication are applied where appropriate.
Significant incidents are reportedSignificant incidents are notified to the national authority or CSIRT in stages, within the deadlines the law sets.
Effectiveness is assessedPolicies test whether the measures work, and staff receive basic cyber hygiene practices and training.

In Ireland these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: NIS2 explained →

How Sterling gets an Irish company compliant with NIS2

How to achieve NIS2 compliance in Ireland

One team from the London office carries the work from scoping to sign-off. Clients in Ireland are served from Sterling's London office, on-site where the work needs it and remotely otherwise.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against NIS2 and the Irish requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before any external review.
    5. Reviews by regulators, customers and auditorsSterling supports the reviews your regulators, customers and auditors run.
    Included in every engagement

      Time

How long does NIS2 compliance take in Ireland?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Ireland these are the factors that set the timeline.

      • Whether the entity will be essential, important or outside scope
      • Existing ISMS or security framework
      • Board and management accountability arrangements
      • Supplier and supply-chain review

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does NIS2 compliance cost in Ireland?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Ireland these factors move both.

      • Size and number of entities in scope
      • Control remediation across the whole entity
      • Incident reporting and monitoring arrangements
      • External assurance chosen by the entity

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

NIS2 consultants and assessors in Ireland

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers NIS2 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Ireland are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

DORA applies as the more specific regime for financial entities; the Central Bank states it will be a competent authority under both, with ComReg responsible for digital infrastructure.

Accreditation, audit language and remote audits in Ireland

Compliance, not certification: there is no NIS2 certificate. Entities will document the measures the Irish law requires, register and report incidents through the portals the NCSC says will open once the legislation is implemented. ISO/IEC 27001 certification by an accredited body can support a security programme but is not named in the directive's Irish transposition, which is not yet published. Edition and transition details: NIS2 hub →

          Audit language

NCSC guidance is published in English; registration and incident reporting will use its portals once they open. Internal documentation can be kept in English.

          Remote and on-site

Gap assessment and documentation can be done remotely or on-site; there is no prescribed external audit until the Irish law is published.

NIS2 in Ireland: questions clients ask

When will the Irish NIS2 law take effect?

No date is fixed. The Government's Autumn 2026 legislation programme lists the National Cyber Security Bill for priority publication, Department of Justice, Home Affairs and Migration, with the status 'Work is ongoing'. The NCSC says its NIS2 portals will open once the legislation is implemented. Follow the Oireachtas and the NCSC, and check timing with your counsel.

Which authority will supervise NIS2 in Ireland?

Several authorities, with the NCSC as lead. The draft National Cyber Security Strategy gives the NCSC the competent authority role for public administration entities and most Annex II important entities. The Central Bank says it will be a competent authority for financial entities and that ComReg will supervise digital infrastructure. The final allocation depends on the Bill, so confirm it with the NCSC.

How does DORA relate to NIS2 for Irish financial firms?

DORA takes priority. The Central Bank explains that DORA operates as the more specific regime, so NIS2 risk management and incident reporting measures do not apply to financial entities in DORA's scope, while the Central Bank is a competent authority under both. Whether your firm is in DORA's scope is a legal question for your counsel or the Central Bank.

Is there a NIS2 certificate in Ireland?

No. NIS2 is a directive, so there is no certificate for it. The NCSC describes a forthcoming national certification scheme with NIS2-aligned measures, but it has not been published as a legal route to compliance. Until the Irish law is in force, keep your evidence of risk management measures and check the scheme's status with the NCSC.
