In short

ISO 13485 certification in Ireland at a glance

INAB management systems certification accreditation refers to ISO 13485, yet none of the Irish instruments checked makes it compulsory. Buyers in Ireland ask for it anyway.

Medical technology is one of the sectors IDA Ireland highlights, with manufacturers clustered around Limerick, Shannon and Cork. For them the Health Products Regulatory Authority is the reference point: it publishes MDR and IVDR guidance, registers Irish-based manufacturers and authorised representatives through Eudamed, and states that a quality management system under Article 10(9) of the MDR is needed. The HPRA pages do not name ISO 13485, but INAB lists it among the management systems an accredited certification body can certify, and many manufacturers use it as the structure for that system. Notified body assessment under the MDR is separate from ISO 13485 certification. Sterling's London office supports Irish device companies with gap analysis, risk management, documentation and internal audit, with Effivity and Sterling Academy included in the engagement.

The need

Who needs ISO 13485 in Ireland, and what happens without it

In Ireland the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Medical device manufacturers placing devices on the EU marketThe MDR requires a quality management system; the HPRA's MDR guidance for manufacturers refers to Article 10(9) in that context.
  • Contract manufacturers and component suppliers to device makersDevice manufacturers pass quality management expectations down the supply chain.
  • Authorised representatives, importers and distributorsThe HPRA registers these actors and checks their obligations under the MDR and IVDR.
  • Medtech firms around Limerick, Shannon and CorkIDA Ireland describes the Mid-West and Southwest regions as home to medical technology manufacturers.
  • In vitro diagnostic device companiesThe IVDR and the In Vitro Diagnostic Medical Devices Regulations 2022 set parallel requirements.

Requirements

ISO 13485 requirements in Ireland

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Ireland these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets an Irish company certified

Time

How long does ISO 13485 certification take in Ireland?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Ireland these are the factors that set the timeline.

  • Device classes and whether a notified body is also involved
  • Scope of design, production and distribution activities
  • Maturity of risk management and post-market surveillance
  • Alignment with MDR technical documentation

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Ireland?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Ireland these factors move both.

  • Number of sites and products in scope
  • Outsourced processes and suppliers
  • Clinical and technical documentation workload
  • Certification body audit fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Ireland

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Ireland are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Regulation (EU) 2017/745 (MDR) and Medical Devices Regulations 2021 (S.I. No. 261 of 2021)Does not name the standard
The HPRA publishes MDR guidance and states that manufacturers need a quality management system in accordance with Article 10(9).
INAB management systems certification accreditationRefers to / expects
INAB lists ISO 13485 among the systems an accredited certification body can certify.

Accreditation, audit language and remote audits in Ireland

Use a certification body accredited for this standard by INAB, the Irish National Accreditation Board, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Notified body designation under the MDR is a separate regime, run through the HPRA, and an ISO 13485 certificate does not replace it. Edition and transition details: ISO 13485 hub →

    Audit language

English is the working language of Irish business, so audits and controlled documents are normally in English; agree the language with the certification body at application and follow any requirement in a tender or contract.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 13485 in Ireland: questions clients ask

Does the MDR require ISO 13485 in Ireland?

The HPRA pages do not name ISO 13485. They state that manufacturers need a quality management system in accordance with Article 10(9) of the MDR. Many manufacturers certify to ISO 13485 as a recognised route, but whether it satisfies a given MDR obligation is for the manufacturer and its notified body to settle, so confirm with the HPRA or your notified body.

Is an ISO 13485 certificate the same as CE marking?

No. An ISO 13485 certificate shows that a quality management system was audited by an accredited certification body. CE marking under the MDR is a separate step, and for certain device classes a designated notified body must also assess the device. Treat the two as different processes and ask the HPRA or the notified body what applies to yours.

Who regulates medical devices in Ireland?

The Health Products Regulatory Authority. It publishes guidance on the MDR and IVDR, registers Irish-based manufacturers, authorised representatives and importers through Eudamed, and carries out inspections. The Medical Devices Regulations 2021 (S.I. No. 261 of 2021) are the principal national instrument listed on its legislation page, alongside the EU regulations.

Which certification bodies can certify ISO 13485 for an Irish manufacturer?

Pick a certification body whose accreditation covers ISO 13485. INAB lists the standard among the management systems an accredited body can certify, and a body accredited within the international recognition arrangements is also acceptable. Read the scope in the accreditation directory, and ask the body about experience with your device sector before applying.
