In short

ISO 14001 certification in Ireland at a glance

S.I. No. 284 of 2016, regulation 62(4) refers to ISO 14001, yet none of the Irish instruments checked makes it compulsory. Buyers in Ireland ask for it anyway.

Environmental management reaches Irish businesses through procurement and energy regulation as much as through licences. Regulation 62 of S.I. No. 284 of 2016 tells contracting authorities that, when they ask for environmental management certificates, they must refer to EMAS or to standards certified by accredited bodies. SEAI's Energy Auditing Compliance Scheme accepts a valid certified environmental or energy management system, such as ISO 14001, as the basis of an alternative compliance route, though certification does not exempt an organisation. The EPA licenses specified industrial and agricultural activities separately. ISO 14001 certification is voluntary and is issued by a body accredited by INAB or another recognised accreditation body. Sterling's London office helps Irish organisations with aspects and impacts, the legal register, operational controls and internal audit, with Effivity and Sterling Academy included in the engagement.

The need

Who needs ISO 14001 in Ireland, and what happens without it

In Ireland the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Large companies and public bodies in SEAI's Energy Auditing Compliance SchemeA valid certified environmental management system can support the alternative compliance route that SEAI describes.
  • Suppliers to public bodiesRegulation 62 of S.I. No. 284 of 2016 refers to EMAS and environmental management standards certified by accredited bodies.
  • Manufacturers and processors with industrial licencesThe EPA licenses specified industrial and agricultural activities, and a licence covers a facility's environmental management.
  • Pharma, medtech and food producersCustomers and licence holders look for a documented system for managing environmental aspects.
  • Construction and facilities service firmsPublic clients may ask for environmental management evidence in tenders.

Requirements

ISO 14001 requirements in Ireland

Strip away the vocabulary and ISO 14001 requires a company to prove six things about how its activities affect the environment.

You know your environmental impactsYou have identified how your activities, products and services interact with the environment and which of those impacts are significant.
You know the rules that applyEnvironmental laws, permits and other commitments that apply to you are identified, and you check regularly that you meet them.
Leadership commits to protecting the environmentTop management sets an environmental policy that commits to preventing pollution and meeting obligations, with objectives to deliver it.
Significant impacts are under controlOperations linked to significant impacts are planned and controlled, taking a life-cycle view of what you buy, make and deliver.
You are ready for an incidentPotential environmental emergencies such as spills or releases are identified, and the response is planned and tested where practicable.
You track performance and improveEnvironmental performance is monitored, compliance is evaluated, and the system is audited and reviewed by management to improve.

In Ireland these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 14001 explained →

Time

How long does ISO 14001 certification take in Ireland?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Ireland these are the factors that set the timeline.

  • Significant environmental aspects and legal register
  • Number of sites and licences in scope
  • Maturity of monitoring and emergency preparedness
  • Tender deadlines

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 14001 certification cost in Ireland?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Ireland these factors move both.

  • Number of sites and activities in scope
  • Complexity of environmental aspects and permits
  • Certification body audit fees quoted separately from consulting
  • Integration with ISO 45001 or ISO 50001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 14001 consultants and certification bodies in Ireland

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 14001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Ireland are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Ireland

Use a certification body accredited for this standard by INAB, the Irish National Accreditation Board, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Audit language

English is the working language of Irish business, so audits and controlled documents are normally in English; agree the language with the certification body at application and follow any requirement in a tender or contract.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 14001 in Ireland: questions clients ask

Does ISO 14001 exempt a company from SEAI's energy audits?

No. SEAI says certification does not exempt an organisation from the scheme. An organisation with a valid certified energy or environmental management system, such as ISO 14001 or ISO 50001, can ask a Registered Energy Auditor to confirm in writing that the system meets the audit requirement. Check your obligation against SEAI's criteria.

Do public tenders in Ireland ask for ISO 14001?

Only where the authority chooses to ask. If it requires environmental management certificates, regulation 62 of S.I. No. 284 of 2016 says it must refer to EMAS, equivalent recognised systems or standards certified by accredited bodies, and accept equivalent certificates from other Member States. The tender documents set the actual requirement.

Is ISO 14001 the same as an EPA licence?

No. An EPA licence is a legal permission to carry on a specified industrial or agricultural activity, and it is an offence to carry one on without it. ISO 14001 is a voluntary management system certified by an accredited body. A certified system can help manage licence conditions but does not replace the licence.

Which bodies certify ISO 14001 in Ireland?

Appoint a certification body accredited by INAB, which lists ISO 14001 among the systems an accredited body can certify, or one accredited within the international recognition arrangements. Confirm that its scope covers your sector and sites. Sterling prepares the management system and does not issue the certificate.
