ISO and GRC certification in Greece at a glance

Greek demand for ISO and GRC certification runs through food and drink exports, tourism, marine and industrial suppliers, IT-enabled services and a regulated financial sector. The Hellenic Data Protection Authority supervises the GDPR under Law 4624/2019 and holds a central role under Law 5321/2026 for the EU AI Act. The National Cybersecurity Authority runs the NIS2 register under Law 5160/2024 and the national requirements framework in joint ministerial decision 1689/2025. The Bank of Greece supervises credit institutions and insurers, where DORA applies, EFET inspects food businesses against the HACCP duty in EU hygiene law, and the EOF website covers medical devices. Certificates come from certification bodies accredited by ESYD, the Hellenic national accreditation body and an EA MLA signatory, while ELOT develops national standards. Sterling does not certify. Sterling serves Greek clients from its Frankfurt office, on site where the work needs it and remotely otherwise, drawing on 8,100+ client engagements in 60+ countries and 20+ years of experience, with Effivity and Sterling Academy included with the engagement.

Regulators and laws that drive certification in Greece (10)

Law or regulatorWhat it asks forStandards it cites
General Data Protection Regulation (GDPR) and the Greek Law 4624/2019
Hellenic Data Protection Authority (HDPA) — the HDPA describes itself as a constitutionally established independent public authority that supervises the GDPR, Laws 4624/2019 and 3471/2006 and other rules on protecting individuals in the processing of personal data; the Law places its seat in Athens
The Law replaces the framework for the Authority, adopts measures implementing the GDPR and transposes the EU data protection directive for criminal-law authorities. It adds national rules for public bodies, for processing in the context of employment (including a rule that workplace CCTV is permitted only where necessary for the protection of persons and goods and cannot be used to assess employee performance), for special categories of data and for administrative enforcement and remedies.
Law 3471/2006 (electronic communications privacy)
Hellenic Data Protection Authority (HDPA)
The HDPA's own page lists Law 3471/2006 next to the GDPR and Law 4624/2019 as part of the framework it supervises; check the Law's text for the electronic communications rules that apply to a given service.
Εθνική Αρχή Κυβερνοασφάλειας (ΕΑΚ, the National Cybersecurity Authority) — a public-law entity created by Law 5086/2024 (Government Gazette A' 23/2024), supervised by the Minister of Digital Governance, and the competent supervisory authority and CSIRT under the NIS2 law
Essential and important entities in the sectors the Greek NIS2 law covers (health, energy, transport, banking, financial market infrastructure, drinking water, digital infrastructure, public administration, ICT service management, space, waste water, and further sectors such as digital providers, postal services, waste, food, chemicals, construction and research)
Law 5160/2024 (Government Gazette A' 195/27.11.2024), the Greek law incorporating Directive (EU) 2022/2555; joint ministerial decision 1689/2025 (Government Gazette B' 2186/06.05.2025), the 'National Framework of Cybersecurity Requirements for Essential and Important Entities', which the Authority says contains 22 requirements and took account of international standards, best practice and NIS Cooperation Group guidance; the Authority runs a digital register on which entities must register.ISO/IEC 27001, ISO 22301
Bank of Greece — its supervision page says it exercises prudential supervision over credit institutions, certain financial institutions, insurance and reinsurance undertakings and insurance distributors, and it carries a page on DORA for the financial sector
Financial entities (credit institutions, insurers and others in DORA's scope)
Regulation (EU) 2022/2554 (DORA), which requires financial entities to have a sound, comprehensive and well-documented ICT risk management framework and which applies from 17 January 2025.
EFET (the Hellenic Food Authority), established by Law 2741/1999 (Government Gazette 199, 28 September 1999); it inspects food businesses after primary production for hygiene and consumer protection and keeps a register of food businesses
Food businesses
Regulation (EC) No 852/2004 requires food business operators to put in place, implement and maintain a permanent procedure or procedures based on the HACCP principles.HACCP
ΕΟΦ (EOF) — its website carries separate sections for medicines, nutritional products and medical devices, including manufacturing and distribution licences, procedures and recalls for medical devices
Medical device and pharmaceutical manufacturers and distributors
Regulation (EU) 2017/745 (Medical Devices Regulation), under which manufacturers of devices must establish, document, implement, maintain, keep up to date and continually improve a quality management system proportionate to the risk class and device type.ISO 13485
Hellenic Data Protection Authority — Law 5321/2026 designates it, among other roles, as market surveillance authority for prohibited-practice, Annex III high-risk and Article 50 transparency cases, as single point of contact for Greece and as complaints authority; it shares the national AI regulatory sandbox role with the Hellenic Telecommunications and Post Commission (EETT)
Providers and deployers of AI systems
Law 5321/2026, measures for the implementation of Regulation (EU) 2024/1689 (Artificial Intelligence Act); the HDPA states that the Act's prohibited-practice provisions have applied since 2 February 2026 and the Article 50 transparency obligations since 2 August 2026.ISO/IEC 42001
Greek authorities responsible for the national measures that implement the Energy Efficiency Directive

Accreditation and recognition

  • ΕΣΥΔ (ESYD, the Hellenic Accreditation System): National accreditation body — established by Law 4468/2017 as a non-profit private-law entity supervised by the Minister of Development and Investments, and designated as Greece's national accreditation body under Regulation (EC) No 765/2008; it assesses the technical competence, independence and impartiality of certification, inspection and verification bodies and of testing and calibration laboratories.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Public procurement under Directive 2014/24/EU (Contracting authorities): Each contracting authority sets its own conditions. Where it asks for certificates on quality assurance standards, the Directive directs it to quality assurance systems based on the relevant European standards series certified by accredited bodies; for environmental management it refers to EMAS, other recognised systems or standards based on European or international standards, certified by accredited bodies. Equivalent certificates from bodies in other Member States must be recognised.

Economic zones

  • Greek food and agriculture export base: food and beverage, agricultural products
  • Tourism and hospitality: hotels and resorts, tourism services
  • ICT and global business services: IT services, shared-service and back-office centres
  • Life sciences: pharmaceuticals, medical technology, research
  • Energy and logistics: energy, transport and logistics
  • Marine equipment, industrial and building materials: marine equipment and supplies, industrial and building materials, consumer products

Questions Greece clients ask

Are certification audits in Greece conducted in Greek or English?

Often both. Greek is the official language, English is widely used in business, and the certification body settles the working language with you when you apply. State early what language your procedures, records and staff interviews use, and check whether a customer contract or regulator imposes a language of its own.

Which authority supervises the GDPR in Greece?

The Hellenic Data Protection Authority, which describes itself as a constitutionally established independent public authority. It supervises the GDPR and Law 4624/2019, which adds national rules including conditions for workplace CCTV. For how a specific processing activity is treated, ask the Authority or your counsel.

Who runs NIS2 in Greece?

The National Cybersecurity Authority supervises it as the competent authority and CSIRT, and entities enrol on its digital register. The Greek law is Law 5160/2024, with a 22-requirement national framework in decision 1689/2025. Whether you count as an essential or important entity is a question for the Authority's scoping test or your counsel.

Which body accredits certification bodies in Greece?

ESYD, the Hellenic Accreditation System, established by Law 4468/2017 and designated under Regulation (EC) No 765/2008. Its pages say it is an EA founding member and a full member of the mutual recognition arrangements; certification body accreditation entered the EA MLA in March 2005. Ask any certification body for its accreditation certificate and scope.

Do Greek food businesses need a certificate to meet the hygiene rules?

No certificate is named in the Regulation. Regulation (EC) No 852/2004 requires a permanent procedure based on the HACCP principles, and EFET inspects food businesses after primary production for hygiene and consumer protection. Third-party schemes such as ISO 22000 are voluntary and usually come from customers. Confirm statutory duties with EFET or your counsel.

Is ISO 27001 enough to show NIS2 compliance in Greece?

Not by itself. The Authority says its 22-requirement framework took account of international standards, yet being compliant means registering, applying that framework and reporting incidents. A certified ISO/IEC 27001 system supplies much of the evidence. Check scope with the National Cybersecurity Authority or counsel.
