SOC 2 in Singapore and South East Asia: who issues the report, the PDPA and regional teams
What is different about SOC 2 readiness in Singapore and South East Asia: who can issue the report, your duties as a PDPA data intermediary, CSA's marks beside the report and one control set across regional teams.
Key points
- SOC 2 in Singapore is driven mostly by overseas enterprise clients, above all in North America, whose vendor risk teams ask for the report before they share data with a Singapore or regional provider.
- No Singapore regulator issues or registers SOC 2 reports. The report comes from a licensed CPA firm examining under the AICPA attestation standards, or from an equivalent practitioner reporting under ISAE 3000, so the question is which firm signs and under which standard.
- Singapore's Personal Data Protection Act 2012 treats many service organisations as data intermediaries, with protection, retention and breach-notification duties that a SOC 2 control set can evidence but does not replace.
- Regional teams in Kuala Lumpur, Jakarta or Ho Chi Minh City can sit inside one Singapore-led report, provided the system description names them and their controls run the same way.
Why organisations in Singapore and South East Asia pursue SOC 2
Singapore is where many regional SaaS, fintech, cloud and managed service providers put their headquarters, and it is usually the entity that signs the enterprise contract. When the buyer is a US or multinational company, its security questionnaire rarely stops at policies: it asks for a current SOC 2 Type 2 report. The request now reaches regional teams in Malaysia, Indonesia and Vietnam too.
Local demand can look different. Some Singapore buyers ask instead for ISO/IEC 27001 or for the Cyber Security Agency of Singapore's Cyber Essentials and Cyber Trust marks, which CSA positions for smaller and larger organisations respectively. Financial institutions follow the Monetary Authority of Singapore's Technology Risk Management Guidelines when they review technology risk. Treat a SOC 2 report as evidence for these buyers, not as a substitute for what each of them asks for. Plan the report around the client who asked for it, and read the SOC 2 vs ISO/IEC 27001 guide if both are on the table.
Who can issue a SOC 2 report for a Singapore company
SOC 2 is an attestation, so there is no accreditation body, national register or government approval behind it in Singapore or anywhere else in the region. The report is issued by an independent, licensed CPA firm under the AICPA attestation standards, or by an equivalent practitioner reporting under ISAE 3000. Sterling does not issue SOC 2 reports; the firm examines your controls and gives its own opinion.
For a Singapore service organisation, the practical questions are three. Which firm will sign the report, and under which licence? Will it be a SOC 2 under the AICPA standards or an ISAE 3000 report on the same criteria? And will your US and European clients accept that form? Some buyers name the AICPA SOC 2 specifically, so confirm with the client, in writing, before you engage a firm. The guide to choosing a SOC 2 service auditor lists what to ask, including licence and peer review status.
Local practice that changes the project
PDPA and your role as a data intermediary
The Personal Data Protection Act 2012, administered by the Personal Data Protection Commission, applies to organisations that collect personal data in Singapore, whether or not they are registered or present there. A provider processing personal data for a client under a written contract is a data intermediary, carrying the protection and retention limitation obligations and a duty to notify the client of a data breach. PDPC's breach guide expects the client to notify the Commission no later than three calendar days after deciding a breach is notifiable, so your incident procedure and client contracts must move faster than that. If privacy or confidentiality is in scope, map those criteria to the PDPA once.
Cyber Trust, ISO/IEC 27001 and SOC 2 together
CSA publishes a mapping between its Cyber Trust mark and ISO/IEC 27001:2022, not SOC 2. Holding either still leaves SOC 2 evidence to run through an examination period: policies carry over, dated records do not.
Multi-country teams
Each location in scope must follow the same access, change and incident controls, and the CPA firm may sample any of them. Local law adds its own duties: Malaysia's Cyber Security Act 2024 (Act 854) places obligations on national critical information infrastructure entities, and Indonesia's Law No. 27 of 2022 on Personal Data Protection governs personal data processed there. The Philippines has its own SOC 2 readiness in the Philippines guide.
Local items to check, and where
| Local item | What it means for your project | Where to verify it |
|---|---|---|
| The firm issuing the report | Only a licensed CPA firm, or an ISAE 3000 practitioner, can give the opinion | The firm's licensing authority and the AICPA Peer Review Public File |
| The report form your client accepts | Decides whether you need an AICPA SOC 2 or an ISAE 3000 report | The client's vendor security requirements or master services agreement |
| PDPA data intermediary duties | Protection, retention and breach-notification controls belong in scope | The Personal Data Protection Commission's guidance on the Act |
| CSA Cyber Trust or Cyber Essentials | A local mark some Singapore buyers ask for beside the report | The Cyber Security Agency of Singapore's certification pages |
| Regional laws for offshore teams | Malaysian and Indonesian obligations may apply to sites in scope | Malaysia's National Cyber Security Agency and Indonesia's BPK regulations database |

Book a free discovery callSOC 2 in Singapore: questions buyers ask
Can a Singapore audit firm issue our SOC 2 report?
Yes, if it is licensed to issue it: the report must come from a licensed CPA firm under the AICPA standards, or a practitioner reporting under ISAE 3000. Ask the firm who signs, under which licence, and confirm your client accepts that form.
Does a SOC 2 report make us PDPA compliant?
No. A SOC 2 report is evidence about your controls, not a finding of PDPA compliance, which the Personal Data Protection Commission enforces. Privacy and confidentiality criteria can cover much of the same ground if you scope them in.
Do Singapore clients ask for SOC 2 or Cyber Trust?
It depends on the client: overseas enterprise clients typically ask for SOC 2, while some local buyers ask for ISO/IEC 27001 or CSA's marks. Ask each client which it accepts before committing to more than one.
Can one SOC 2 report cover our Malaysia and Vietnam teams?
Yes, if the system description includes those locations and they operate the same controls. The CPA firm may sample evidence from any site in scope, so a weaker office becomes a source of exceptions.
