ISO 42001 certification in Singapore and South East Asia: SAC scope, AIMS accreditation and PDPA data records
Clause by clause: ISO/IEC 42001:2023 requirements: every clause explained →
What changes for ISO/IEC 42001 in Singapore and South East Asia: why AI buyers ask for it, how to check that a certification body is accredited for AI management systems, how the PDPA meets your data records, and one AIMS across several countries.
Key points
- SAC's published recognition covers quality management systems. Before relying on a SAC-accredited body, confirm in SAC's search that its scope includes AI management systems.
- Accredited AIMS certification is new everywhere. Ask which accreditation body covers the certification body for ISO/IEC 42001 under ISO/IEC 17021-1 and ISO/IEC 42006:2025, and check that body on the Global ACI list.
- Personal data collected in Singapore falls under the PDPA even when the model is trained or hosted elsewhere, so data provenance records have to answer the PDPA and Annex A at once.
- Malaysia, Vietnam and Indonesia run their own accreditation bodies. A regional AIMS needs one certification body able to audit in every country where an in-scope system is built or run.
Why organisations in Singapore and South East Asia pursue ISO/IEC 42001
The question usually arrives in a vendor due diligence pack. A regional headquarters, a bank's third-party risk team or an enterprise procurement desk asks a software house or BPO how its AI features are governed and who owns each model. An accredited certificate gives the buyer something to look up rather than a policy page to take on trust.
Government work differs. The Singapore Government Procurement Regime on GeBIZ rests on fairness, openness and competitiveness and awards on best value for money; it sets no standing ISO/IEC 42001 condition, so read each tender's own requirements.
NIST also publishes a crosswalk between its AI Risk Management Framework and IMDA's AI Verify. Neither is an ISO/IEC 42001 certificate or a substitute when a questionnaire names the standard. The standard itself is covered in the ISO/IEC 42001 requirements guide.
SAC accreditation and checking an ISO/IEC 42001 certificate
The Singapore Accreditation Council operates 26 accreditation programmes for management system certification bodies, with its requirements for them in SAC CT 01, and publishes an online search of the organisations it has accredited. Its own page names APAC and IAF recognition for quality management systems. It says nothing about AI management systems, so no Singapore AIMS position is claimed here: search SAC for an AIMS scope against the body you are considering.
ISO/IEC 42006:2025, published in July 2025, adds AIMS requirements to ISO/IEC 17021-1 for certification bodies, and accreditation bodies assess them against both. The first AIMS accreditations were announced from September 2025, so a body without a local AIMS scope may hold one from abroad. Since 1 January 2026, international recognition runs through the Global ACI arrangement; check that accreditation body on the Global ACI list. Choosing an ISO/IEC 42001 certification body lists the questions to ask.
After issue, check the certificate in the issuing body's register and IAF CertSearch, treating a missing entry as a question for the issuer; see how to verify an ISO/IEC 42001 certificate.

ISO/IEC 42001 certification in Malaysia
The Department of Standards Malaysia accredits management system certification bodies to MS ISO/IEC 17021-1:2015, requires the IAF Mandatory Documents and keeps a public directory of accredited bodies. Before a Malaysian bank or group company is asked to accept your certificate, look for an AIMS scope in that directory, or be ready to show the foreign accreditation behind it.
Indonesia and Vietnam
Vietnam's National Accreditation Bureau (BoA) operates the Vietnam Certification Accreditation Scheme (VICAS) and states that it belongs to IAF and APAC and signed the IAF MLA. For Indonesian operations, ask Indonesia's national accreditation body directly whether it has accredited any body for ISO/IEC 42001. Philippine delivery centres are covered in ISO/IEC 42001 certification in the Philippines.

PDPA and the data behind each model
The PDPA, administered by the PDPC, applies to organisations collecting personal data in Singapore whether or not they are present or registered there. Where Singapore customer or employee data trains or feeds an AI system, the provenance and preparation records Annex A expects should also show the PDPA basis for that use. IMDA's Data Protection Trustmark is a separate, voluntary data protection certification; it does not answer AIMS controls.
Systems built in one country and run in another
A model built in Singapore, operated from Kuala Lumpur and used across the region is still one AI system with one owner. Scope it that way, name the sites and your role at each, and keep one impact assessment for it. Agree early which languages the auditors can read, since logs and incident reports often mix English with Bahasa or Vietnamese.
| Local item | What it means for your project | Where to verify it |
|---|---|---|
| SAC accreditation scope | A SAC-accredited body is only useful if its scope includes AI management systems | SAC's search of accredited organisations |
| Foreign accreditation for AIMS | A body without a local AIMS scope may be accredited abroad against ISO/IEC 17021-1 and ISO/IEC 42006 | The accreditation body's register and the Global ACI list of recognised bodies |
| Malaysian accreditation | Matters where Malaysian clients or group policy name a locally accredited body | The Standards Malaysia directory of certification bodies |
| Vietnamese accreditation | Matters where Vietnamese customers expect VICAS | The National Accreditation Bureau's VICAS pages |
| PDPA | Training and input data from Singapore needs a lawful basis recorded beside its provenance | The PDPC's guidance on the Act |
| Government tenders | No standing ISO/IEC 42001 condition; each tender sets its own | The tender documents on GeBIZ |

Does an ISO 42001 certification body in Singapore have to be SAC-accredited?
No. It must be accredited for ISO/IEC 42001 by a recognised accreditation body. If a customer specifies SAC, confirm in SAC's search that the body's scope includes AI management systems.
Does ISO 42001 certification prove PDPA compliance?
No. The certificate shows your AI management system conforms to ISO/IEC 42001. PDPA obligations stand on their own, although the same data records can serve both.
Can one ISO 42001 certificate cover our Singapore and Malaysia operations?
Yes, if one accredited body covers the whole scope and can audit in both countries. Name each site and your role for each AI system in the scope statement.
How do I check an ISO 42001 certificate held by a Singapore AI vendor?
Look it up in the issuing body's register and IAF CertSearch, then confirm the accreditation behind it covers ISO/IEC 42001 and that the scope names the system you are buying.
