ISO and GRC certification in Uruguay at a glance

Uruguayan exporters answer to buyers abroad, and that pressure shapes most of the demand for ISO and GRC work. The Ministerio de Ganadería, Agricultura y Pesca is charged with food safety and with the health and quality of animal and plant products, and it runs the export procedures. Hospitals, laboratories and device firms deal with the Ministerio de Salud Pública, which registers and licenses health products and companies. Data handlers answer to the Unidad Reguladora y de Control de Datos Personales under Law 18.331, while AGESIC publishes the cybersecurity framework and administers the national incident registry created by Law 20.212. The Organismo Uruguayo de Acreditación accredits conformity assessment bodies, and Global ACI shows it recognised for ISO 9001 and ISO 14001 certification. Suppliers to the State register in RUPE, run by the Agencia Reguladora de Compras Estatales. Sterling's New York office serves Uruguayan clients, drawing on 8,100+ client engagements in 60+ countries and 20+ years of practice, with Effivity and Sterling Academy included in every engagement. Certificates come from accredited certification bodies, never from Sterling.

Regulators and laws that drive certification in Uruguay (10)

Law or regulatorWhat it asks forStandards it cites
Ley N° 18331, LEY DE PROTECCION DE DATOS PERSONALES (Law 18.331 on personal data protection and the habeas data action)
Unidad Reguladora y de Control de Datos Personales (URCDP), created by article 31 of the Law as a body de-concentrated from AGESIC (the Agency for the Development of Electronic Government and the Information and Knowledge Society), with technical autonomy and a Council of three members.
Applies to personal data recorded in any medium, in the public and private sectors, and extends to legal persons where appropriate; it excludes personal or domestic use, databases for public security, defence and criminal investigation, and databases created by special laws. Article 5 sets the principles of legality, accuracy, purpose, prior informed consent, security, confidentiality and accountability. Consent must be free, prior, express, informed and documented, with listed exceptions, and sensitive data needs express written consent. Controllers must take the measures needed to keep data secure and confidential, and under article 12 as amended by Law 19.670 they must act proactively through privacy by design, privacy by default and data protection impact assessments. Decreto 64/020 requires a security breach to be communicated to the URCDP within 72 hours of becoming known and regulates the data protection delegate. People have rights of information, access, rectification, updating, inclusion and deletion, a right to challenge significant decisions based only on automated processing, and a court habeas data action. Databases must be registered with the URCDP, transfers to countries without adequate protection are prohibited unless an exception applies or the URCDP authorises them with sufficient safeguards, and penalties run from observation and warning to fines, suspension and closure; amounts are set in the Law and are not restated here. The Law cites no ISO standard and creates no certificate of compliance.
Ministerio de Ganadería, Agricultura y Pesca (MGAP), through its Dirección General de Servicios Ganaderos (with a División Industria Animal), Dirección General de Servicios Agrícolas (with a División Inocuidad y Calidad de Alimentos), Dirección Nacional de Recursos Acuáticos and Dirección General de Bioseguridad e Inocuidad Alimentaria
Food, agricultural, forestry and fishery producers and exporters
MGAP states that it organises the protection of the health and quality of production processes for plant and animal products, works to secure food safety and promotes access to external markets. Its export pages group procedures for agricultural, beekeeping, forestry, livestock (sheep, cattle, pigs), citrus and horticultural, and fishery exports, including requests for inspection of plant-origin products for export and for export of live animals and animal by-products, and a list of markets that are open with export precedents.
Ministerio de Salud Pública (MSP)
Medicines, medical devices and other health products and the firms that make or import them
MSP lists among its functions to regulate medical technology, including medicines, and keep national registries, to register and license institutions, companies, products and professionals in the health sector, and to monitor compliance by providers, professionals, companies and health products.
AGESIC, through its Área Seguridad de la Información and CERTuy (Centro Nacional de Respuesta a Incidentes de Seguridad Informática)
Public entities and private entities linked to critical services or sectors (cybersecurity)
CERTuy's normative page lists Law 20.212 articles 78 to 84, which deal with obligations of public entities and of private entities linked to critical services or sectors, the National Registry of Cybersecurity Incidents administered by AGESIC, and a committee for the National Cybersecurity Strategy; Decreto 66/025 of 20 February 2025 regulates those articles. AGESIC's mandate includes developing the regulatory and technical framework on information security and monitoring compliance. AGESIC also publishes the Marco de ciberseguridad 5.0, a reference framework organised around six functions (govern, identify, protect, detect, respond, recover) with basic, standard and advanced profiles; its page does not name ISO/IEC 27001.
Ministerio de Trabajo y Seguridad Social (MTSS) and its Inspección General del Trabajo y de la Seguridad Social
Employers: occupational safety and health
MTSS publishes occupational safety and health guidance under Decreto 291/007 and its complementary Decreto 244/016, which cover bipartite safety and health committees, together with guides on prevention plans, notes on the functions of prevention and health services at work, and a report on workplace accidents in Uruguay between 2014 and 2024.
Ministerio de Ambiente (Dirección Nacional de Calidad y Evaluación Ambiental among its units)
Industry and projects with environmental impact
The Ministry states that it promotes adequate environmental performance by the productive and service sector and runs the environmental impact assessment procedure and the Autorización Ambiental Previa (AAP) application, with public hearings on projects under assessment.
Ministerio de Industria, Energía y Minería (MIEM), Dirección Nacional de Energía
Industrial energy users
MIEM's energy-efficiency page lists the Plan Nacional de Eficiencia Energética 2025-2035, an assistance line for energy efficiency (2026 call), energy efficiency certificates for standardised measures (2026 call), a national energy efficiency award, a register of energy service companies and an energy-efficiency labelling programme. A MIEM energy page reports a survey of energy consumption in industry for 2025, which found record consumption in the manufacturing sector.
Junta de Transparencia y Ética Pública (JUTEP)
Public bodies, public contracts and anti-corruption compliance
JUTEP is the autonomous body that promotes transparency policy, advises on the fight against corruption, receives asset declarations of public officials under articles 10 onward of Law 17.060 of 23 December 1998 and follows the regularity and impartiality with which public contracts for goods, works and services are prepared and carried out.
Secretaría Nacional para la Lucha contra el Lavado de Activos y el Financiamiento del Terrorismo
Non-financial entities covered by anti-money-laundering rules
A body attached to the Presidency that controls compliance with money-laundering and terrorism-financing prevention rules by non-financial obliged entities and issues general binding resolutions and instructions to them.
AGESIC
Organisations developing or using artificial intelligence
AGESIC runs an Artificial Intelligence Observatory that aims to encourage ethical, responsible and safe use of AI in Uruguay, publishes the national Artificial Intelligence Strategy and a guide to algorithmic impact assessment, and trains public administration staff. Neither page makes certification to an AI management standard a condition.

Accreditation and recognition

  • Organismo Uruguayo de Acreditación (OUA): National accreditation body: its own site says the accreditation function in Uruguay is delegated to the OUA, a non-profit entity linked to the system created by Decreto 089/010 (the Sistema Uruguayo de Normalización, Acreditación, Metrología y Evaluación de la Conformidad); it accredits testing, calibration and clinical analysis laboratories, management system, product and personnel certification bodies, inspection bodies and proficiency testing providers.
  • Instituto Uruguayo de Normas Técnicas (UNIT): Standards body: UNIT's site describes standards development through technical committees, a standardisation plan and public consultation of draft standards, the publication of national standards and of management system standards adopted from ISO, such as UNIT-ISO 9000 and UNIT-ISO 14000, and membership of ISO, IEC, the Mercosur standardisation association and COPANT.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Registro Único de Proveedores del Estado (RUPE) and public purchasing (Agencia Reguladora de Compras Estatales (ARCE), which develops and maintains RUPE and advises on public purchasing policy): Registration in RUPE is mandatory for the state administrations and a bidder must be registered in the state 'en ingreso' or 'activo', while the winning supplier must be 'activo'; the page lists exceptions under article 46 of the TOCAF, including low-value purchases and certain foreign suppliers. RUPE is meant to spare suppliers from presenting certificates at every bid. The registry page sets no general ISO certification condition, so read the quality and technical requirements of each tender.

Economic zones

  • Zonas Francas (free zones) under the Ministerio de Economía y Finanzas: industrial activity, commerce and logistics, services including shared-service and regional hub operations
  • Investment promotion regime and free port and airport regime: manufacturing, trading and distribution, global services

Questions Uruguay clients ask

Does Uruguay have a data protection law?

Yes. Law 18.331 on personal data protection, promulgated on 11 August 2008 and amended since, is supervised by the Unidad Reguladora y de Control de Datos Personales, which sits within AGESIC. Decreto 64/020 requires a security breach to be communicated to that unit within 72 hours of becoming known. Confirm how the Law applies to your processing with your counsel or the regulator.

Which body accredits certification bodies in Uruguay?

The Organismo Uruguayo de Acreditación is the national accreditation body. Its own site lists management system, product and personnel certification bodies among the entities it accredits, alongside laboratories and inspection bodies. Global ACI shows it recognised for ISO 9001 and ISO 14001 certification since September 2011. Check any certification body's accreditation scope before you contract it.

Who controls food and animal-product exports from Uruguay?

The Ministerio de Ganadería, Agricultura y Pesca does. It states that it protects the health and quality of plant and animal production, works for food safety and promotes access to foreign markets. Its export pages cover agricultural, livestock, fishery and forestry procedures and list the markets that are open. Ask the ministry which procedures apply to your product and destination.

Do Uruguayan public tenders require ISO certificates?

Not as a blanket rule. Suppliers to state administrations must be registered in RUPE, which is run by the Agencia Reguladora de Compras Estatales and is intended to spare bidders from presenting certificates at every tender. The registry page sets no general ISO condition, so each tender's technical and quality requirements decide whether a certificate helps.

Are there cybersecurity obligations for Uruguayan companies?

Yes for public entities and for private entities linked to critical services or sectors. Law 20.212 articles 78 to 84 deal with those obligations and create a national registry of cybersecurity incidents run by AGESIC, and Decreto 66/025 regulates them. AGESIC also publishes the Marco de ciberseguridad 5.0 as a reference framework. Ask AGESIC whether your organisation counts as critical.

What do free zones mean for audits in Uruguay?

Free-zone users operate under the Ministerio de Economía y Finanzas, which supervises all free zones and exempts users from national taxes. The tax regime does not change a management system standard, but access rules, shared services and shipping schedules affect audit planning. Tell your certification body early if your operations sit inside a free zone.
