In short

SOC 1 attestation in Washington DC at a glance

Behind many District organisations' accounts is an outsourced provider: a payroll processor, benefits administrator, grants manager or accounting service. Their clients' auditors need comfort that those processes work, and testing each provider every year would be impractical. SOC 1 solves it. A CPA firm examines the provider's description of its system and the design, and for a Type 2 report the operating effectiveness, of controls relevant to the user entities' financial reporting. It is an attestation, not a certificate, and Sterling does not issue it. Sterling's New York office helps the provider define control objectives, document and test controls, close gaps and prepare people for the CPA firm's fieldwork, with evidence tracked in Effivity. Local questions follow.

SOC 1 in Washington DC: questions clients ask

What kinds of DC providers need a SOC 1 report?

Providers whose services affect their clients' financial statements: outsourced accounting, payroll, benefits administration, grants management or payment processing. Their clients' auditors request a report from a CPA firm so they can rely on the provider's controls without testing them directly.

Is a SOC 1 report the same as a SOC 2 report?

No. SOC 1 addresses controls relevant to a client's financial reporting, while SOC 2 reports on security and related criteria. A provider may need both, depending on whether the reader is the client's auditor or its security team. Each is issued by an independent CPA firm.
