ISO and GRC certification in Suriname at a glance
Demand for management system certification in Suriname follows its regulators and its energy and export buyers more than any single national mandate. Banks answer to the Centrale Bank van Suriname under the Wet Toezicht Bank- en Kredietwezen 2023, meat businesses to the Veterinary Service under the Wet Inspectie Vlees en overige Dierlijke Producten, plant exporters to the Dienst Plantenbescherming en Kwaliteitskeuringen, and projects to the Nationale Milieu Autoriteit under the Milieu Raamwet. Suppliers to the oil and gas sector register through Staatsolie or the Suriname Supplier Registration Portal, and tourism operators work under the Toerisme Raamwet. The Suriname Standards Bureau develops national standards and serves as National Accreditation Focal Point, an administrative link to accreditation bodies elsewhere, so certificates usually carry accreditation from another economy. Sterling's New York office serves Surinamese organisations on site where the work needs it and remotely otherwise, with 8,100+ client engagements in 60+ countries, 20+ years of practice, and Effivity and Sterling Academy included with the engagement. Accredited certification bodies issue the certificates, not Sterling.

Regulators and laws that drive certification in Suriname (10)
| Law or regulator | What it asks for | Standards it cites |
|---|---|---|
| Centrale Bank van Suriname Banks and credit institutions | Wet Toezicht Bank- en Kredietwezen 2023, an Act of 4 January 2024 published as Staatsblad 2024 No. 4. Its preamble speaks of sharper prudential, integrity and structural supervision. The Bank gives credit institutions guidelines on administrative and governance organisation, including financial administration and internal control, and licence applicants describe the intended administrative organisation, financial administration and internal control and include a money-laundering risk analysis. The Act does not name ISO standards. | |
| Veterinary Service (the Head of the Veterinary Service grants veterinary permits) Meat and other products of animal origin | Wet Inspectie Vlees en overige Dierlijke Producten, Staatsblad 2017 No. 17, which replaced a 1961 meat inspection law. It regulates slaughter, ante-mortem and post-mortem inspection and establishments that process, store, sell, import or export meat and animal products. The permit is granted once the establishment meets the technical and hygiene rules, has a self-control system that meets the requirements and has suitably skilled staff. The explanatory note says operators must add a system based on Hazard Analysis Critical Control Points (HACCP) where technical and hygiene rules alone cannot secure food safety, and that the competent authority assesses it. | |
| Dienst Plantenbescherming en Kwaliteitskeuringen (the National Plant Protection Organisation of Suriname) Plants, plant products and regulated goods in trade | Plantenbeschermingswet 2020, an Act of 31 March 2020 published as Staatsblad 2020 No. 78. The Service issues phytosanitary certificates, and the Act prohibits exporting or re-exporting regulated goods unless the consignment has been inspected, a phytosanitary certificate has been issued and the required documents are present. The Act does not name HACCP, GAP schemes or ISO standards as certification routes. | |
| Nationale Milieu Autoriteit (NMA) Environmental permitting and audits | Milieu Raamwet, an Act of 7 May 2020 published as Staatsblad 2020 No. 97. It creates the NMA for the whole of Suriname, absorbs the former NIMOS, and gives the NMA the power to require an environmental impact analysis, to issue environmental permits under general environmental conditions, and to set guidelines and procedures for environmental audits whose results are reported to it. The explanatory note says that audit is separate from certification under international standards and is an additional check by the NMA. | |
| Labour Inspectorate (the Arbeidsinspektie service named in the Act) Workplace safety | Act of 8 September 1947 on safety at work (G.B. 1947 No. 142), in the text on the National Assembly site as amended by G.B. 1962 No. 109 and S.B. 1980 No. 116. Rules may be issued on preventing accidents and fire, hygiene, temperature, harmful fumes and dust, health damage from work and electrical installations; the head of an undertaking must ensure those rules are met, and designated machinery, vessels and tools need a permit after inspection by the Labour Inspectorate. The Act does not name ISO 45001. | |
| Telecommunicatie Autoriteit Suriname (TAS) Telecommunications | Wet Telecommunicatievoorzieningen, an Act of 11 November 2004 published as Staatsblad 2004 No. 151, which establishes the TAS. Licence holders must secure certain emergency-call and lawful-request data against access by unauthorised persons and keep it confidential. The Act does not name ISO/IEC 27001. | |
| Energie Autoriteit Suriname (EAS) Electricity and energy efficiency | Elektriciteitswet 2016, an Act of 10 March 2016 published as Staatsblad 2016 No. 42, with the Wet Energie Autoriteit Suriname (Staatsblad 2016 No. 41). The EAS can carry out management and engineering audits of the electricity company and producers, and can give binding directions to subsidised customers on applying the energy-efficiency guidelines in the Electricity Sector Plan. The Act does not name ISO 50001. | |
| Suriname Toerisme Autoriteit (STA) Tourism and hospitality | Toerisme Raamwet (Staatsblad 2023 No. 88) and Wet Suriname Toerisme Autoriteit (Staatsblad 2023 No. 87), both Acts of 1 June 2023. The STA develops standards and guidelines for the tourism sector together with the Suriname Standards Bureau, and every tourism service provider must follow the standards and guidelines that apply. The Acts do not name ISO standards. | |
| Centrale Bank van Suriname for financial service providers; FIU Suriname for other non-financial service providers; the gaming supervisor for gambling providers (as the Act's explanatory note states) Financial-crime compliance | Wet ter voorkoming en bestrijding van Money laundering en Terrorismefinanciering, an Act of 19 November 2022 published as Staatsblad 2022 No. 138. Service providers must set up an independent and effective compliance function proportionate to the size and activities of the organisation. The Act does not name ISO/IEC 37301 or ISO 37001. | |
| Anti-corruptie Commissie Integrity in the public sector | Anti-corruptiewet, an Act of 24 September 2017 published as Staatsblad 2017 No. 85, which sets up the Commission with preventive tasks, a register of reports of abuses and written declarations of income and assets by public officials. It is aimed at the public sector and does not name ISO 37001. |
Accreditation and recognition
- Suriname Standards Bureau (SSB): National standards body, established under the Act on the Surinaams Bureau voor Standaarden (Staatsblad 2006 No. 30, as amended by Staatsblad 2012 No. 42, as its site states) and responsible under the Standards Act (Staatsblad 2004 No. 121) for developing, maintaining and promoting standards and technical regulations; it is also the WTO/TBT information point and the National Accreditation Focal Point.
Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.
Tenders and procurement
- Staatsolie supplier registration for the oil and gas sector (Staatsolie Maatschappij Suriname N.V., the state-owned national energy, oil and gas company): Staatsolie's local content page gives two registration routes: SAP Ariba for goods and services supplied to Staatsolie, and the Suriname Supplier Registration Portal for goods and services supplied to offshore oil and gas companies. It says Staatsolie and the offshore companies look for committed suppliers with high standards in quality, compliance, on-time delivery and cost efficiency, and it does not list specific management system certificates, so each buyer's questionnaire decides which ISO evidence is useful.

Questions Suriname clients ask
Which authority supervises banks in Suriname?
The Centrale Bank van Suriname. The Wet Toezicht Bank- en Kredietwezen 2023, an Act of 4 January 2024 published as Staatsblad 2024 No. 4, speaks of prudential, integrity and structural supervision, and the Bank gives credit institutions guidelines on administrative organisation, financial administration and internal control. A bank's quality or security system is therefore judged first against those guidelines. Confirm current guidance with the Bank.
Is there a Surinamese accreditation body for ISO certification bodies?
None appears on the IAAC or ILAC lists. The Suriname Standards Bureau is the National Accreditation Focal Point at level one, which its site describes as receiving applications, supplying information and informing a partner accreditation body. Certificates for Surinamese organisations usually carry accreditation from another economy, so ask your customer which accreditation it accepts before choosing a certification body.
Does the Milieu Raamwet require ISO 14001?
No. The Act creates the Nationale Milieu Autoriteit, which can require an environmental impact analysis and issues environmental permits. Its explanatory note says the audit the Authority regulates is separate from certification under international standards and is an extra check by the Authority. ISO 14001 can organise permit conditions and audit findings, but it never replaces the permit.
Do meat processors in Suriname need a HACCP system?
Where hygiene rules alone are not enough to secure safety, yes: the explanatory note to the Wet Inspectie Vlees en overige Dierlijke Producten tells operators to introduce a self-control system built on Hazard Analysis Critical Control Points, which the competent authority assesses. The permit also turns on a compliant self-control system. Ask the Veterinary Service how your plant is categorised.
How do suppliers register to serve Suriname's oil and gas sector?
Staatsolie's site describes two routes: SAP Ariba for goods and services supplied to Staatsolie, and the Suriname Supplier Registration Portal for offshore oil and gas companies. It says buyers look for high standards in quality, compliance, on-time delivery and cost efficiency, and it lists no particular certificates. An ISO system helps evidence those points, but each buyer sets its own questions.
Are certification audits in Suriname conducted in English?
Frequently in part. Legislation is published in Dutch, whereas the Standards Bureau and Staatsolie also write English pages for business readers, so many audits mix the two languages. Settle the audit language and the language of controlled documents with the certification body when you apply, and flag early any site interviews that need another language.
