In short

ISO and GRC certification in Samoa at a glance

Samoa's fish exporters face the clearest certification pressure: the Competent Authority in the Fisheries Division of the Ministry of Agriculture and Fisheries verifies licensed processing establishments and issues certification for seafood exports under the Fisheries Management Act 2016. Food standards sit with the Ministry of Health under the Food Safety Act 2015 and the Food (Safety and Quality) Regulations 2017, workplace safety with the Ministry of Commerce, Industry and Labour under the Occupational Safety and Health Act 2002, and banking and payments with the Central Bank of Samoa under the Financial Institutions Act 1996 and the National Payment System Act 2014. The Samoa National Quality Policy 2025–2030 records that Samoa has no accreditation body of its own, so certificates usually carry accreditation from another economy. Demand comes from seafood and food processing, tourism, banking, ICT and public suppliers that bid through the Government Tenders Board. Certificates come from accredited certification bodies, never from Sterling. Sterling's Sydney office serves Samoan clients on-site where the work needs it and remotely otherwise, bringing 8,100+ client engagements in 60+ countries, 20+ years of practice, and Effivity and Sterling Academy with every engagement.

Regulators and laws that drive certification in Samoa (11)

Law or regulatorWhat it asks forStandards it cites
the Competent Authority within the Fisheries Division of the Ministry of Agriculture and Fisheries (MAF), which MAF describes as the independent government agency responsible for the verification and certification of fish exports
fish and seafood exports
Fisheries Management Act 2016. The Competent Authority verifies licensed fish processing establishments and registered fishing vessels (including landing sites and cold stores), advises the Minister on licensing under the Act, issues certification for seafood exports, gives official assurance of seafood safety to importing-country authorities and issues corrective actions for non-compliances to Industry Agreed Standards. MAF's page does not name HACCP or ISO 22000.
the Samoa Quarantine Service, part of MAF, mandated by the Biosecurity Act 2005 (MAF's Acts page lists it as the Quarantine (Biosecurity) Act 2005)
agricultural exports, quarantine and pesticides
The Service issues phytosanitary and sanitary certificates after inspection and necessary treatment, assists exporters of primary produce with market access and government-to-government certification, inspects and audits approved pack-house and export facilities, and runs the pesticide registration system under the Pesticides Regulation 2011. MAF's Acts page also lists the Slaughter and Meat Supply Act 2015 and the Export of Meat Act 1977. None is recorded as naming an ISO standard.
the Ministry of Health (MOH), which the National Quality Policy says is responsible for issuing and enforcing food standards; the Samoa National Codex Committee is administered through the Ministry of Commerce, Industry and Labour (MCIL)
food safety and quality
Food Safety Act 2015 and the Food (Safety and Quality) Regulations 2017. The Regulations contain most of Samoa's food standards in their schedules and make Codex standards mandatory by reference; MOH inspects food establishments and may inspect imported food. The Agriculture and Fisheries Sector Plan 2022–2027, as the National Quality Policy quotes it, includes an action to enhance HACCP and ISO certification for agriculture and fisheries products.HACCP, ISO 22000
MCIL, which enforces the occupational safety and health regime and chairs the National OSH Taskforce of employer and employee representatives
workplace safety and health
Occupational Safety and Health Act 2002 and the Occupational Safety and Health Regulations 2017. MCIL inspects workplaces, investigates accidents, issues enforcement notices and trains employers; work at heights, with hazardous chemicals, in confined spaces or in scheduled industries needs prior notification or registration, and workplace accidents are reported to MCIL on OSH Form 3. The Labour and Employment Relations Act 2013 is the principal employment law MCIL administers. None is recorded as naming ISO 45001.
the Central Bank of Samoa (CBS), which regulates, licenses and supervises financial institutions through its Financial Supervision and Regulation Department
banking, insurance and payments
Central Bank of Samoa Act 2015, Financial Institutions Act 1996 (consolidated version as at 31 December 2022), Insurance Act 2007 and National Payment System Act 2014, with Commercial Banks Prudential Statements 2021 among the prudential standards. CBS is also the primary supervisor under the Money Laundering Prevention Act 2007. None of these is recorded as naming ISO/IEC 27001 or another ISO standard.
the Samoa Tourism Authority (STA), which the National Quality Policy says inspects tourism establishments
tourism and hospitality
Tourism Development Act 2012: under section 30 STA has the authority to approve standards, and it has issued two Samoa accommodation standards, one on hotels (four categories) and one on beach fales (two categories), with compulsory and discretionary requirements for each category. They are not recorded as naming ISO standards.
MCIL, which houses the National Standards Body and the legal metrology section; the Samoa Competition and Consumer Commission (SCCC) is an independent statutory body under the Competition and Consumer Act 2016
standards, legal metrology and consumer protection
The National Quality Policy 2025–2030 records that Cabinet tasked MCIL's Fair Trading, Codex Alimentarius, Consumer Protection and Metrology Division with the standardisation role in 2020. The Metrology Act 2015 requires trade measuring instruments to be tested and stamped by MCIL's metrology inspectors before use. The Competition and Consumer Act 2016 governs fair trading and price control; the Price Control Order 2026 covers essential food items.
the Ministry of Natural Resources and Environment (MNRE), whose Waste Management and Pollution Control work includes enforcing the plastic ban regulation and the waste legislation on illegal dumping; the Planning and Urban Management Agency sits within the Ministry of Works, Transport and Infrastructure
environment, waste and planning
MNRE's Division of Environment and Conservation implements the sustainable management of biological resources and the environment, including waste management. The National Quality Policy also notes planning policy on noise standards and urban design standards for Apia issued by the Planning and Urban Management Agency. No instrument recorded here names ISO 14001.
MCIL, through its Investment Unit and Industry Development Unit
investment, manufacturing and industry development
Foreign Investment Act 2000 with its Regulations 2011, under which foreign investment is registered subject to Reserved and Restricted Lists. MCIL names Tourism, Fisheries and Agriculture, ICT, Manufacturing and Renewable Energy as priority investment sectors, and runs the Duty Concession Scheme for eligible businesses in manufacturing, tourism, agriculture and fisheries, with Cabinet approval of applications. None of these instruments names an ISO standard.
the Ministry of Finance, whose legislation page lists the Energy Management Act 2020
energy
Energy Management Act 2020, listed among the legislation on the Ministry of Finance's legislation page. MCIL lists renewable energy among Samoa's priority investment sectors. No ISO 50001 requirement is recorded here.
MCIL, which stewards the Samoa E-commerce Strategy and Roadmap (2022) with the Pacific Islands Forum Secretariat
digital economy, e-commerce and electronic payments
The Strategy targets a digital-friendly economy by 2027 and directs work across seven priority areas, including ICT infrastructure, legal and regulatory framework, electronic payments, skills development and access to finance, coordinated by a National E-commerce Committee with a private-sector sub-committee. The National Quality Policy describes information security as vital for any country's digital economy and as a priority for Samoa.ISO/IEC 27001

Accreditation and recognition

  • Ministry of Commerce, Industry and Labour (MCIL), Fair Trading, Codex Alimentarius, Consumer Protection and Metrology Division: National standards body function (standards role only): the National Quality Policy 2025–2030 says Cabinet tasked the Division with the standardisation role in 2020.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Government procurement under the Ministry of Finance (the Procurement and Monitoring Services Division of the Ministry of Finance, which advises the Government Tenders Board): The Division advises the Government Tenders Board on procurement policy and contract management, keeps procurement records, runs the Procurement Independent Complaints Review Mechanism and administers tender advertisements on the e-Tendering Portal. The Public Finance Management Act 2001 is listed on the Ministry's legislation page. The Division's page sets no general ISO certificate requirement, so each tender document states its own qualification criteria.

Questions Samoa clients ask

Who certifies fish exports from Samoa?

The Competent Authority in the Fisheries Division of the Ministry of Agriculture and Fisheries does. MAF describes it as the independent government agency responsible for verifying and certifying fish exports. It verifies licensed processing establishments and registered vessels, issues certification for seafood exports and gives importing-country authorities official assurance of safety. Ask the Authority which requirements your target market sets.

Does Samoa have its own accreditation body?

No. The Samoa National Quality Policy 2025–2030, published by MCIL, records that there is no accreditation body in Samoa and that establishing one is not viable. It proposes partnerships with bodies in nearby countries, potentially in Australia or New Zealand. Samoan certificates therefore usually carry accreditation from another economy; ask any certification body you shortlist for its accreditation scope.

Who sets food standards in Samoa?

The Ministry of Health issues and enforces them. The Food (Safety and Quality) Regulations 2017, made under the Food Safety Act 2015, hold most Samoan food standards in their schedules and make Codex standards mandatory by reference. MCIL administers the Samoa National Codex Committee. Check with the Ministry which standards apply to your product and premises.

What does Samoa's workplace safety regime ask of employers?

MCIL enforces the Occupational Safety and Health Act 2002 and its 2017 Regulations by inspecting workplaces, investigating accidents and issuing enforcement notices. High-risk work such as working at heights, with hazardous chemicals or in confined spaces needs prior notification or registration, and workplace accidents are reported to MCIL on OSH Form 3. Confirm current schedules with MCIL's OSH team.

Where are Samoan government tenders advertised?

On the e-Tendering Portal, which the Ministry of Finance's Procurement and Monitoring Services Division administers. The Division advises the Government Tenders Board and runs the Procurement Independent Complaints Review Mechanism. It sets no general ISO certificate requirement, so read the qualification criteria in each tender document before you bid.

In what language are certification audits run in Samoa?

English in most cases. Government standards and the Legislative Assembly's English Act texts make it the working language of controlled documents, and staff interviews can switch to Samoan when that helps people speak freely. Settle the audit language and any interpreter with your certification body when you apply, because the body decides which auditors it can field.
