ISO and GRC certification in Saint Lucia at a glance
Certification demand in Saint Lucia is shaped by a handful of statutes and by overseas buyers rather than by one national scheme. The Financial Services Regulatory Authority supervises insurance, international banking and money services, and the Payment System Act names the Eastern Caribbean Central Bank as the Central Bank. The Data Protection Act (Act 11 of 2011) is in force in part, covering collection, consent, security and destruction of personal data. The Public Health (Foods) Regulations and the licensing of fish processing establishments under the Fisheries Act frame food safety, while Part 4 of the Labour Act covers occupational safety and health. The Saint Lucia Bureau of Standards develops standards and runs the National Metrology Service. No Saint Lucian accreditation body appears in the IAAC member lists, so certificates usually carry accreditation from another economy within the international arrangements. Invest Saint Lucia promotes tourism, global business outsourcing and manufacturing. Saint Lucian clients are served from Sterling's New York office, on site where the work needs it and remotely otherwise, backed by 8,100+ client engagements in 60+ countries, 20+ years of practice, and Effivity and Sterling Academy included. Any certificate comes from an accredited certification body, never from Sterling.

Accreditation and recognition
- Saint Lucia Bureau of Standards (SLBS): National standards body, a statutory body under the Standards Act (Act 14 of 1990), which develops and publishes Saint Lucia Standards, administers the Metrology Act (Act 17 of 2000) through the National Metrology Service, and serves as the National Enquiry Point for the WTO Agreement on Technical Barriers to Trade.
- Jamaica National Agency for Accreditation (JANAAC): Accreditation body in Jamaica, listed among the full members of the Inter American Accreditation Cooperation (IAAC); the Saint Lucia Bureau of Standards names it as the body that accredited its Metrology Laboratory.
- CARICOM Regional Organisation for Standards and Quality (CROSQ): Regional standards and quality-infrastructure organisation of which the Saint Lucia Bureau of Standards is a member; IAAC lists it among its associate members and its site describes laboratory accreditation as the formal recognition of technical competency to perform specific tests or calibrations.
Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.
Tenders and procurement
- Public procurement of goods, works and services (Public Procurement Act (Act 19 of 2015, amended by Act 13 of 2020), with a Central Public Procurement Board that receives and opens tenders for procurement of major value): Section 63 lets a procuring entity require tenderers to meet the qualification criteria it considers appropriate to a particular requirement, to show that the tenderer has the capability and resources to perform the contract. Qualifications are assessed as met or not met, not scored with a point system. The Act's arrangement of sections also lists a pre-qualification procedure and post-qualification, so each tender sets its own evidence.
Economic zones
- Free zone at Cul-de-Sac, Castries, designated under the Free Zone Act (Cap. 15.17) by Statutory Instrument 24/2018: free zone businesses licensed by the Free Zone Management Authority

Questions Saint Lucia clients ask
Does Saint Lucia have a data protection law?
Yes. The Data Protection Act (Act 11 of 2011, amended by Act 2 of 2015) is enacted, and the Revised Laws record Statutory Instrument 4/2023 bringing in Part 1, sections 32 to 43, Part 6 and the first seven principles of Schedule 2 from 31 January 2023. Other Parts, such as registration and access rights, are not listed as in force, so confirm the current position with the Commissioner's office.
Who regulates personal data in Saint Lucia?
The Act provides for a Data Protection Commissioner, appointed in writing by the Governor General, with functions that include a register of data controllers and investigating complaints. Part 2, which creates the office, is not among the provisions the Revised Laws list as in force, so check with the Ministry responsible for information before treating the Commissioner as operational.
Does Saint Lucia have a national accreditation body for certification bodies?
No Saint Lucian accreditation body appears in the IAAC full or associate member lists. Management system certificates therefore usually carry accreditation from another economy within the international arrangements. The Saint Lucia Bureau of Standards has a standards and metrology role, and its Metrology Laboratory was accredited by Jamaica's JANAAC. Always ask a certification body for its accreditation certificate and scope.
Which body sets national standards in Saint Lucia?
The Saint Lucia Bureau of Standards, a statutory body under the Standards Act, develops and publishes Saint Lucia Standards and may adopt international ones. The Minister can make a standard compulsory on its recommendation, for example to protect consumers or secure quality in export goods. ISO management system standards are voluntary unless a contract or buyer requires them.
How is fish processing controlled for sale and export in Saint Lucia?
Section 17 of the Fisheries Act lets the Minister license fish processing establishments, which covers canning, drying, icing, freezing and other processing for wholesale sale in or outside Saint Lucia. Licence conditions require sanitary operation and records of quantity, species and quality. Overseas buyers often add HACCP or ISO 22000 expectations, so confirm requirements with the Chief Fisheries Officer and your customer.
Which public holidays affect audit scheduling in Saint Lucia?
The Bank Holidays Act schedule includes Independence Day on 22 February, Labour Day on 1 May, Emancipation Day on 1 August, Saint Lucia Day on 13 December, Thanksgiving Day, Christmas and the movable Easter and Whit days. The Governor General can proclaim additional days or substitute others, so confirm the year's list before booking auditors.
