ISO and GRC certification in Paraguay at a glance
Export markets and a fresh privacy statute shape demand for certification in Paraguay. Meat plants deal with SENACSA, which authorises establishments handling animal-origin products and publishes plant lists by destination country, while plant-product exporters request phytosanitary certificates from SENAVE. Processed-food makers answer to INAN and health-product firms to DINAVISA. Maquila producers of auto parts, garments and aluminium goods work for foreign parent companies under Law 7547 and CNIME. Data handlers face Law 7593 and the new Agencia Nacional de Protección de Datos Personales, and MITIC with CERT-PY steers cybersecurity. The Organismo Nacional de Acreditación, part of CONACYT, accredits conformity assessment bodies, and INTN holds the standards role. Clients across Paraguay are served from Sterling's New York office, which draws on 8,100+ client engagements in 60+ countries and 20+ years of practice, with Effivity and Sterling Academy included in every engagement. Certificates come from accredited certification bodies, never from Sterling.

|---|---|---|
| Ley N° 7593 DE PROTECCIÓN DE DATOS PERSONALES EN LA REPÚBLICA DEL PARAGUAY (Law 7593 on personal data protection) Agencia Nacional de Protección de Datos Personales, created by article 34 as a de-concentrated unit within the organic structure of the Ministerio de Tecnologías de la Información y Comunicación (MITIC), with the rank of a National Directorate, functional autonomy and independence, and powers of regulation, supervision, control and sanction. | Applies to processing of personal data of natural persons, wholly or partly automated or forming part of a file, by controllers or processors established in Paraguay, and by those outside it that process data of people located in Paraguay or offer them goods or services (article 2). Article 4 sets the principles of accuracy, lawfulness, purpose, fairness and transparency, due diligence, security and confidentiality. Consent must be prior, free, informed and unambiguous (article 6), with a separate regime for children and adolescents and a legitimate-interest basis (articles 7 and 8). Controllers must apply technical and organisational measures that they can demonstrate (article 9), contract their processors in writing (article 11), carry out an impact assessment before high-risk processing (article 14), apply security measures (article 16), notify the Agency and, where relevant, the individual of a security incident within 72 hours of becoming aware of it (article 17) and appoint a data protection officer in cases to be set by regulation (article 18). Transfers abroad need an adequate level of protection or appropriate safeguards (article 19). People have rights of information, access, rectification, objection, erasure and portability, and rights regarding automated decisions (articles 26 to 33), and can complain to the Agency (article 41). Fines and other sanctions are set in the Law and are not restated here. The Law cites no ISO standard and creates no certificate of compliance, although article 13 lets the Agency promote binding self-regulation mechanisms that can include codes of conduct, trust seals and certifications. | |
| Ley N° 6534/2020 DE PROTECCIÓN DE DATOS PERSONALES CREDITICIOS (Law 6534/2020 on personal credit data) Secretaría de Defensa del Consumidor y el Usuario, as the reference that Law 7593 article 58 transfers to the Agencia Nacional de Protección de Datos Personales on entry into force. | Relevant to organisations that handle credit-related personal data. Accreditation and recognition
- Organismo Nacional de Acreditación (ONA), part of the Consejo Nacional de Ciencia y Tecnología (CONACYT): National accreditation body: ONA's quality manual says it is a public institution incorporated into CONACYT by Law 2279 of 7 November 2003, which amended the General Science and Technology Law 1028/97; articles 15 and 16 of that Law make it responsible for running the national accreditation system and for accrediting conformity assessment bodies, namely testing and calibration laboratories, proficiency testing providers, product, management system and personnel certification bodies, and inspection bodies.
- Instituto Nacional de Tecnología, Normalización y Metrología (INTN): National standards body: INTN's site describes a public, autarchic and decentralised entity created by Law 862/63 and reorganised by Law 2575/05, related to the Executive through the Ministerio de Industria y Comercio; its Organismo Nacional de Normalización develops, promotes and disseminates standards, with active participation of the sectors involved and in line with international criteria.
Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.
Tenders and procurement
- Registro de Proveedores del Estado and public purchasing under Law 7021/2022 (Dirección Nacional de Contrataciones Públicas (DNCP)): The DNCP portal presents Law 7021/2022 on supply and public procurement and a Registro de Proveedores del Estado, whose organisation and operation DNCP Resolution 2939/2024 regulates; DNCP describes it as an evolution of the earlier provider information system that allows digital registration and updating of company documents. The registry is the route into State sales, and any ISO certificate requirement comes from the individual tender documents.
Economic zones
- Maquila regime (Law 7547 of 8 September 2025) and the Consejo Nacional de la Industria Maquiladora de Exportación (CNIME): auto parts, garments, beverages and alcoholic liquids, aluminium manufactures, chemical and pharmaceutical products, plastics, food products, intangible services
- Investment and export promotion through REDIEX: foreign direct investment, exporters

Questions Paraguay clients ask
Does Paraguay have a data protection law?
Yes. Law 7593 on personal data protection was promulgated and published on 27 November 2025 and creates the Agencia Nacional de Protección de Datos Personales inside MITIC as supervisory authority. The text delays entry into force until a transition period counted from official publication has passed and calls for implementing regulation, so check the current position with the Agency or your counsel. Credit data has its own Law 6534/2020.
Which body accredits certification bodies and laboratories in Paraguay?
The Organismo Nacional de Acreditación, known as ONA, does. It is a public body incorporated into CONACYT by Law 2279 of 2003 and covers laboratories, proficiency testing providers, product, personnel and management system certification bodies and inspection bodies. Its quality manual lists IAAC and ILAC recognitions for testing, calibration, product certification and inspection, but none for management system certification. Ask any certification body for its accreditation certificate and scope.
Who controls meat exports from Paraguay?
SENACSA, the Servicio Nacional de Calidad y Salud Animal created by Law 2426 of 2004, does. Its site describes authorising establishments that handle animal-origin products after checking hygiene and sanitary requirements, and it publishes lists of open markets and of plants by destination country, plus technical documents covering HACCP, SOPs and GMP. Confirm the requirements for your product and destination with SENACSA.
Do Paraguayan public tenders require ISO certificates?
Not as a general rule. Public purchasing runs under Law 7021 of 2022, and suppliers enter through the Registro de Proveedores del Estado that DNCP Resolution 2939/2024 regulates. Whether a certificate is needed depends on each tender's own documents, so read the quality and technical conditions before investing in certification, and check them again when a tender is amended.
What is the maquila regime and does it matter for management system audits?
It is a production system in which goods or services are made for a foreign parent company under an international contract, with everything produced exported. Law 7547 of 8 September 2025 now regulates it, replacing Law 1064/97, and CNIME promotes its policies. Auto parts and garment plants in the regime often meet foreign customers' quality requirements, which is where ISO audits come in.
Who handles cybersecurity in Paraguay?
MITIC does, through its cybersecurity and information protection area and CERT-PY. MITIC was created by Law 6207/2018, and Decree 3900/2025 approved the National Cybersecurity Strategy 2025-2028. CERT-PY's legal framework page also lists MITIC resolutions on mandatory reporting of cyber incidents and on critical controls. Ask MITIC whether those resolutions bind your organisation.
