ISO and GRC certification in Palau at a glance

Palau's own regulation gives ISO 27001 a place in public administration: the Ministry of Finance's Digital Residency Office Regulation MOF-DR-01.1, dated March 2023, sets cyber security policies for the Digital Residency Program in accordance with ISO 27001, and the President told the nation on 22 July 2026 that a new Bureau of Cybersecurity and a first National Cybersecurity Strategy are now in place. Elsewhere the rules are sector by sector. The Bureau of Public Health inspects food and medicine under the Food and Drug Safety Act of 2009, the Environmental Quality Protection Board regulates earthmoving, water, waste and impact statements, the Financial Institutions Commission licenses banks, and the Foreign Investment Board approves non-citizen ownership. Tourism, fisheries and aquaculture, construction and government supply carry most of the demand. Palau has no accreditation body listed by the Asia Pacific Accreditation Cooperation, so certificates usually come from bodies accredited in other economies, never from Sterling. Sterling's Sydney office serves Palau, drawing on 8,100+ client engagements in 60+ countries, 20+ years of practice, and Effivity and Sterling Academy included with every engagement.

Regulators and laws that drive certification in Palau (12)

Law or regulatorWhat it asks forStandards it cites
Bureau of Public Health, Ministry of Health and Human Services
Food, drink and medicines offered for public sale
Food and Drug Safety Act of 2009 (RPPL No. 8-13), which amends 34 PNC section 1004 and changes every reference to the Bureau of Health Services in Title 34 to the Bureau of Public Health. Food and medicine offered for public sale is subject to inspection by authorised representatives; food judged unsanitary because of contamination, spoilage, infestation, adulteration or age is destroyed as directed; and the Director may ban the import and sale of canned, bottled or packaged foods or medicines identified as dangerous by the U.S. Food and Drug Administration, the World Health Organization or other internationally recognised bodies. Goods not labelled in English or Palauan may be sold if a translation into either language is affixed or displayed beside them. The Act does not name HACCP or ISO 22000.
Environmental Quality Protection Board (EQPB), a semi-autonomous agency of the executive branch
Developers, resorts, quarries, dredging and waste, water and pesticide operators
Environmental Quality Protection Act, Title 24 of the Palau National Code Annotated, enacted in 1981 and creating the Board. The Board's own page says Title 24 authorises it to make and enforce regulations on earthmoving, marine and fresh water quality, toilet and wastewater facilities, solid waste, pesticides, public water supply, environmental impact statements, air pollution and ozone-depleting substances. The page lists permit applications (earthmoving, pollutant discharge, wastewater, solid waste, pesticide import, public water supply, ozone-depleting substance import) and environmental assessments and impact statements for resort, quarry, dredging, harbour and hotel projects. It does not name ISO 14001.ISO 14001
Financial Institutions Commission (FIC)
Banks, securities brokers and securities dealers
Financial Institutions Act, Chapter 10 of Title 26 of the Palau National Code Annotated. Section 1001 applies the chapter to banks, including the National Development Bank of Palau, securities brokers and securities dealers, and section 1003 bars anyone from the business of a bank, securities broker or securities dealer without a licence issued by the Commission. The Commission's page lists prudential regulations on capital, liquidity, loan limits, corporate governance and publication and disclosure. Its press release on the 2026 meeting of the Association of Financial Supervisors of Pacific Countries describes a technical workshop on financial technology, consumer protection, cyber resilience and operational risk, with a track on supervising information and communications technology risk; the release sets no requirement on supervised institutions.
Financial Intelligence Unit, established under Chapter 33 of Title 17 (Money Laundering Act), with the FIC Governing Board as its oversight body
Financial institutions, designated non-financial businesses and professions, virtual asset and money or value transfer providers
Money Laundering Act, 17 PNCA Chapter 33, with FIU Regulation 01 (financial transaction reporting for banks), Regulation 02 (reporting for designated non-financial businesses and professions), Regulation 03 (other financial institutions: virtual asset service providers and money or value transfer services) and Regulation 04 (reporting entity registry), all published on the Commission's laws page. The pages do not name an ISO standard.ISO 37301
Digital Residency Office, Ministry of Finance
Digital Residency Program, its service providers and payment handling
Digital Residency Act (RPPL 11-14), which the Office's regulation says amended Chapter 10 of Title 13 of the Palau National Code and authorised the Office. Digital Residency Office Regulation MOF-DR-01.1, Digital Residency Program Cyber Security (March 2023), says it sets cyber security policies and procedures in accordance with ISO 27001 and makes the Office director responsible for a level of security that complies with RPPL 11-14, ISO 27001 and the regulation. Its scope covers payments made to Palau, the contracted service provider and the storage of applications. Its requirements run from security roles, awareness training, access control and privileged access to privacy and personally identifiable information, logging, vulnerability management, backup and technical compliance review. The Office's page confirms one authorised service provider for the Program.ISO/IEC 27001, ISO/IEC 27701
Bureau of Cybersecurity and the Office of Applied Technology and Strategy, as the President's State of the Republic Address names them
Government systems and digital services
The President's State of the Republic Address of 22 July 2026 says Palau has established the Office of Applied Technology and Strategy, adopted its first National Cybersecurity Strategy and, with the Olbiil Era Kelulau, established a new Bureau of Cybersecurity. It says the President signed RPPL 12-8 into law on 21 July 2026, describing it as giving the authority to protect the information Palauans entrust to government, and that the legislature paired it with funding. The address also proposes an Electronic Transactions Act so that digital records and signatures carry the same legal weight as paper ones. The address does not name an ISO standard.ISO/IEC 27001
Foreign Investment Board (FIB)
Foreign-owned and foreign-invested businesses
Foreign Investment Act, Chapter 1 of Title 28 of the Palau National Code Annotated. Section 103 says a non-citizen may not own or part-own a business enterprise, or invest in an existing wholly citizen-owned enterprise, without first obtaining approval, that a grantee may not carry on activity other than the approved activity without Board approval, and lists exemptions such as work done only to fulfil a contract with the National Government or a public corporation. The Board's page publishes the Act, its Regulations, application, amendment and renewal forms and a quarterly report form.
Bureau of Tourism, Ministry of Human Resources, Culture, Tourism & Development
Hotels, resorts, dive and tour operators
The Ministry's page lists the Bureau of Tourism among its bureaus, and the Government's document library lists RPPL No. 10-30, the Responsible Tourism Education Act of 2018. The President's State of the Republic Address of 22 July 2026 says tourism is recovering, with tens of thousands of visitors from Taiwan, Japan, the USA, Europe, Australia and the region in 2025 and into 2026, and describes the economy as having been almost entirely dependent on tourism when COVID-19 struck. None of these pages names an ISO standard.
Ministry of Agriculture, Fisheries, and the Environment
Fisheries, aquaculture and farming
The Ministries page lists the Ministry as one of eight. The President's State of the Republic Address of 22 July 2026 describes the Palau National Marine Sanctuary as a no-take zone over most of the exclusive economic zone, a fisheries reform agenda, food security through agriculture and aquaculture led by the Ministry, restocking of sea cucumbers, giant clams, rabbitfish and milkfish, and an aim to reduce dependence on imported food. The address names no food safety standard.
Office of Labor Compliance, Ministry of Human Resources, Culture, Tourism & Development
Employers and workplaces in every sector
The Ministry's page lists the Office of Labor Compliance. The page names no occupational safety instrument or ISO 45001, so employers should ask the Office which workplace safety duties apply to their activity.
Palau Energy & Water Administration, listed as a bureau of the Ministry of Finance
Power, water and energy users
The Ministry of Finance page lists the Administration. The President's State of the Republic Address of 22 July 2026 says Australia financed and built Palau's first utility-scale solar and battery plant, supplying nearly a fifth of the country's power, and is investing further to upgrade the grid. The address does not name ISO 50001.
Ministry of Finance
Online gaming concession applicants
The Ministry's page publishes Form 1, the Application for Ministry of Finance Online Gaming Concession, a public notice extending the application deadline, a press release opening applications and an Online Gaming Concession Agreement and Operation document. The page does not name a security or payment standard.

Accreditation and recognition

  • Asia Pacific Accreditation Cooperation (APAC): Regional cooperation of accreditation bodies whose published member list shows no accreditation body for Palau.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Invitations for bid and requests for proposals of the Republic of Palau (Property and Supply Division, Bureau of National Treasury, Ministry of Finance (invitations for bid for goods and equipment); ministries and bureaus through the ROP Procurement page (requests for proposals)): The Government's invitation-for-bid page lists each notice with its number, bidding period and opening date, and points readers to the public notice for the terms. The requests-for-proposals page lists services and works by ministry, such as a learning management system for the Bureau of Public Health, construction and road works from the Bureau of Public Works, and a partner for a membership programme under the Digital Residency Office. The pages name no general ISO certificate requirement, so read the conditions of each notice.

Questions Palau clients ask

Who inspects food sold in Palau?

Inspectors of the Bureau of Public Health, working under the Food and Drug Safety Act of 2009. Anything food-like offered for sale can be examined, spoiled or adulterated stock is destroyed, and the Director can stop dangerous imports. HACCP is not named in the Act, so ask the Bureau which evidence suits your product.

Does Palau have its own accreditation body?

No national accreditation body appears in the regional cooperation's membership list, which names none for Palau. A Palau company's ISO certificate is therefore normally backed by an accreditor based elsewhere. When you compare certification bodies, read the accreditation certificate for the standard and sector you need, then confirm with your customer that it is acceptable.

What does the Digital Residency cyber security regulation require?

Regulation MOF-DR-01.1, dated March 2023, sets cyber security policies for the Digital Residency Office in accordance with ISO 27001. It covers security roles, awareness training, access control, privacy and personally identifiable information, logging, vulnerability management, backup and technical compliance review. It binds the Office and its service provider, not every Palau business, so ask the Ministry of Finance how it applies to you.

Do foreign-owned businesses need approval to operate in Palau?

Generally yes. Under section 103 of the Foreign Investment Act, approval must come before a non-citizen owns or part-owns a business enterprise, and new activities need the Foreign Investment Board's consent. Exemptions exist, for example work done only to fulfil a contract with the National Government. Check your own situation with the Board.

Who licenses banks in Palau?

The Financial Institutions Commission. Section 1003 of the Financial Institutions Act bars anyone from the business of a bank, securities broker or securities dealer without a licence from the Commission, and the Act covers the National Development Bank of Palau. The Commission publishes prudential regulations on capital, liquidity, corporate governance and disclosure, none of which names an ISO standard.

Are certification audits in Palau conducted in English?

Most likely, because Palau publishes its statutes, tender notices and forms in English and business paperwork follows. Staff may still prefer Palauan during interviews, which an interpreter or bilingual auditor can handle. Settle the working language, interpreter arrangements and the language of controlled documents with your certification body when you apply.
