ISO and GRC certification in Nicaragua at a glance
Nicaragua's certification demand follows its export lines and its regulators. The Banco Central de Nicaragua's export statistics list coffee, beef, sugar, shrimp, lobster and gold among principal products, while the Comisión Nacional de Zonas Francas names textiles and apparel, outsourced services, agro-industry, automotive harnesses and tobacco as the main free-zone sectors. Food and fishery processors deal with IPSA, whose food-safety directorate inspects them and handles HACCP certification inside its inspection system, and with MINSA's Autoridad Nacional de Regulación Sanitaria for foods, medicines and medical devices. Employers answer to Ley 618 on hygiene and safety, projects to MARENA's environmental permits under Ley 217, banks to SIBOIF, and personal data to the Dirección de Protección de Datos Personales under Ley 787. The Oficina Nacional de Acreditación accredits laboratories and inspection bodies, and management system certificates usually come from bodies accredited elsewhere. Certificates are issued by accredited certification bodies, never by Sterling. Sterling supports organisations in Nicaragua from its New York office, with audits and consulting delivered remotely, or on site where it is practical and safe to do so, backed by 20+ years, 8,100+ client engagements in 60+ countries, and Effivity and Sterling Academy included.

Regulators and laws that drive certification in Nicaragua (10)
| Law or regulator | What it asks for | Standards it cites |
|---|---|---|
| Ley N°. 787, Ley de Protección de Datos Personales Dirección de Protección de Datos Personales (DIPRODAP), created by article 28 as a directorate attached to the Ministerio de Hacienda y Crédito Público, with the object of controlling, supervising and protecting the processing of personal data in public and private data files. | The law protects natural and legal persons against the processing, automated or not, of their personal data in public and private files. It asks controllers to inform people beforehand, obtain consent that can be revoked, keep data adequate and necessary, apply technical and organisational security measures, keep confidentiality, answer access and correction requests, control transfers and register their data files with DIPRODAP. Article 54 excludes information handled by CONAMI, SIBOIF and the entities they supervise, without prejudice to the general principles, data-subject rights and limits in the law. It names no ISO standard and creates no certificate. Confirm with counsel which provisions reach your organisation. | |
| Reglamento N°. 36-2012 to Ley 787 DIPRODAP, which the Reglamento defines as the directorate referred to in Ley 787. | The Reglamento sets the form of consent (tacit, express, verbal or written), requires an information notice that is simple, clear and provable, and obliges controllers to develop technical and organisational security measures proportionate to their operations, risks and file size, subject to DIPRODAP approval. It also regulates how people exercise access, rectification, cancellation and opposition rights and the administrative procedure before DIPRODAP. It names no ISO standard. | |
| Constitución Política, articles 26 and 190 — private life, information held about a person and habeas data The articles name no administrative authority. | Article 26 guarantees each person the right to private and family life and to know what information about them is recorded in private and public entities and for what purpose. Article 190 establishes the habeas data recourse to protect personal data held in public or private files, registers and data banks. They name no ISO standard. | |
| Autoridad Nacional de Regulación Sanitaria, Ministerio de Salud (MINSA) Foods, medicines, medical devices, cosmetics and health establishments | MINSA says this authority has five directorates and functions that include evaluating, registering and controlling medicines, cosmetics and hygiene products, foods and beverages, and medical devices, administering the sanitary registration of foods and beverages, supervising good manufacturing practice in the food industry and supervising the quality and safety of food for human consumption. It cites Ley N°. 292 (medicines and pharmacies), Ley N°. 423 (general health law) and Ley N°. 774 (natural medicine) among its mandates. Its published functions name no ISO standard. | |
| Instituto de Protección y Sanidad Agropecuaria (IPSA) Agri-food, fishery and aquaculture establishments and exports | IPSA's page says Ley N°. 862, published in La Gaceta N°. 91 of 20 May 2014, created it as a decentralised body with the task of regulating plant, animal, aquaculture and fishery health and its relevant functions include certifying the health and safety of agricultural, aquaculture and fishery production for domestic consumption and export and inspecting and authorising processing plants. Its Dirección de Inocuidad Agroalimentaria says it carries out official hygiene inspection of foods of agricultural, aquaculture and fishery origin and certifies HACCP systems in establishments under its inspection system, and that its own inspection management system follows ISO/IEC 17020. | HACCP |
| Ministerio del Trabajo (MITRAB) Occupational hygiene and safety (all workplaces) | Ley N°. 618, Ley General de Higiene y Seguridad del Trabajo, applies to all natural and legal persons, national and foreign, who carry out industrial, agricultural, commercial, construction, public and private service or other work in Nicaragua, and says MITRAB sets the requirements workplaces must meet. Employer duties include preventive measures, an initial risk diagnosis with a prevention plan, an opening licence for hygiene and safety, a technical-organisational regulation and a joint hygiene and safety commission with equal employer and worker representation. The law names no ISO standard. | |
| Ministerio del Ambiente y los Recursos Naturales (MARENA) Projects, industries and activities that may harm the environment | Ley N°. 217, Ley General del Medio Ambiente y los Recursos Naturales (consolidated text published in La Gaceta N°. 217 of 29 November 2023): MARENA administers the environmental assessment system, and projects, works, industries and other activities that may deteriorate the environment must obtain an Environmental Permit or Environmental Authorisation before execution, with environmental impact studies for listed categories. The permit carries the owner's obligations and follow-up. The law names no ISO standard. | |
| Superintendencia de Bancos y de Otras Instituciones Financieras (SIBOIF) Banks, finance companies, insurers, securities firms and warehouses | SIBOIF's site organises supervision through intendencies for banks, securities, insurance and warehouses and lists supervised financial institutions and card issuers. Its legal framework page lists Ley N°. 561, Ley General de Bancos, Instituciones Financieras No Bancarias y Grupos Financieros, with reform laws including Ley N°. 1237 (La Gaceta N°. 37 of 25 February 2025). The pages consulted name no ISO standard. | |
| Comisión Nacional de Zonas Francas (CNZF) Free-zone operators, users and zofas (export manufacturing and services) | CNZF says it was created by the Ley de Zonas Francas de Exportación N°. 917 as regulator of the free-zone regime, with functions that include studying new free zones and granting operating permits to operators, users and zofas. Its board includes the ministers of finance, industry and commerce, and labour, plus two representatives of regime companies. The page names no ISO standard. | |
| Ministerio de Fomento, Industria y Comercio (MIFIC) — Sistema Nacional de la Calidad Technical standards, metrology and accreditation (all sectors) | MIFIC's pages say standardisation and technical regulation form the Sistema Nacional de Normalización, managed by the Comisión Nacional de Normalización Técnica y Calidad (CNNC) as the national standardisation body, which prepares Normas Técnicas Nicaragüenses and takes part in Codex Alimentarius work. Ley N°. 219, Ley de Normalización Técnica y Calidad (La Gaceta N°. 123 of 2 July 1996), is the legal base. The CNNC is named here only as a standards body. |
Accreditation and recognition
- Oficina Nacional de Acreditación (ONA): National accreditation body — part of the Ministerio de Fomento, Industria y Comercio; MIFIC's page says Ley N°. 219 and its Reglamento (Decreto N°. 71-97) created it to organise the accreditation system for conformity assessment bodies, and that it accredits testing, calibration and clinical laboratories and inspection bodies against NTN ISO/IEC 17011, the national equivalent of ISO/IEC 17011.
Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.
Tenders and procurement
- Registro de Proveedores del Estado and the SISCAE electronic purchasing system under Ley N°. 1238 (Dirección General de Contrataciones del Estado, Ministerio de Hacienda y Crédito Público): Ley N°. 1238, Ley de Contrataciones Administrativas del Estado (approved 18 February 2025, published in La Gaceta N°. 35 of 21 February 2025), says anyone who wants to contract with State entities must be entered in the Registro de Proveedores, an essential requirement except in simplified contracting. The ministry's directorate describes itself as rector of the system and operates the electronic purchasing system published on the Nicaragua Compra portal. The law's principles tie contracts to quality, cost and current technology; tender documents set their own technical conditions, and the pages name no ISO certificate requirement.
Economic zones
- Free-zone regime under Ley N°. 917 — operators, users and zofas: textiles and apparel, agro-industry, tobacco, export manufacturing
- Outsourced services under the free-zone regime: business-process outsourcing, contact centres, outsourced services
- Automotive harness makers in the free-zone regime: automotive wiring harnesses, export manufacturing

Questions Nicaragua clients ask
Which body accredits laboratories and inspection bodies in Nicaragua?
The Oficina Nacional de Acreditación (ONA), part of the Ministerio de Fomento, Industria y Comercio. It accredits testing, calibration and clinical laboratories and inspection bodies against ISO/IEC 17011 as its national equivalent. Global ACI lists ONA as a Full Member and Global ACI MRA signatory with dated entries for testing, inspection and calibration. Ask for the accreditation scope before relying on a result.
Do ISO 9001 and ISO 14001 certificates in Nicaragua carry ONA accreditation?
Rarely. Nicaragua's accreditation office works with laboratories and inspection bodies, and the Global ACI member page lists no management systems entry for it. Those certificates generally rest on accreditation granted elsewhere under the international mutual recognition arrangements. Look at the scope shown on the accreditation certificate, then ask your customer or lender whether it accepts that accreditation.
Who supervises personal data in Nicaragua?
The Dirección de Protección de Datos Personales, known as DIPRODAP, attached to the Ministerio de Hacienda y Crédito Público under Ley 787. It controls and supervises processing in public and private data files and keeps the register of those files. The law excludes information handled by SIBOIF and CONAMI and the entities they supervise, subject to its general principles. Confirm your position with counsel.
Which agency inspects food and fishery processors for export?
IPSA, created by Ley 862, whose food-safety directorate says it carries out official hygiene inspection of foods of agricultural, aquaculture and fishery origin and certifies HACCP systems in establishments under its inspection system. MINSA's Autoridad Nacional de Regulación Sanitaria handles sanitary registration of foods and beverages. Ask each agency which procedure applies to your product.
What does the hygiene and safety law require of an employer?
Ley 618 applies to every workplace and asks employers for preventive measures, an initial risk diagnosis with a prevention plan, an opening licence for hygiene and safety, a technical-organisational regulation and a joint commission with equal employer and worker members. MITRAB sets the detailed requirements. Check current MITRAB rules, since regulations and instructions develop the law.
Are certification audits in Nicaragua conducted in English?
Partly. Many free-zone plants and outsourced-service teams run meetings in English, but Spanish is the language of the statutes, regulators and public tenders, and most shop-floor interviews. Decide with the certification body when you apply which language will be used for interviews, records and the report, and whether an interpreter is needed. The body staffs the audit team accordingly.
