In short

HACCP certification in Fukuoka at a glance

Fukuoka Prefecture sets an annual food sanitation monitoring and guidance plan, and the one for the 2026 fiscal year was formulated on 9 March 2026 after a public consultation that drew no comments. That gives food businesses a clear picture of how inspection is organised, and the city has its own public health centre. HACCP goes one step further: it asks you to find the hazards in your own process, choose critical control points, set limits, monitor, correct and keep records. Restaurants, caterers, bakeries and processors across the city use it daily. Served from Sterling's Tokyo office, Sterling builds the plan with your team and keeps the monitoring sheets in Effivity.

Requirements

What HACCP requires

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

HACCP in Fukuoka: questions clients ask

What does Fukuoka's annual food sanitation plan mean for a small kitchen?

It sets out how the prefecture organises inspection and guidance, so a kitchen can expect its hygiene practices to be reviewed against it. A HACCP plan is a practical way to show control. Ask the relevant health office what applies to your premises.

Is a HACCP certificate needed by Fukuoka food exporters?

Not by default. Some overseas buyers and large retailers ask for it as proof of hazard control, and the requirement depends on the market and the product. Read the buyer's terms, then decide whether the certificate or an internal plan is enough.
