ISO and GRC certification in Jamaica at a glance
Hotels, call centres, agro-processors, bauxite and limestone operators and port and ship-repair businesses give Jamaica its mix of certification demand, alongside banks that answer to the Bank of Jamaica, whose cyber risk standard for deposit-taking institutions asks for incident reporting and a yearly attestation. The Data Protection Act, 2020 gives the Office of the Information Commissioner a register of data controllers that opened on 1 December 2023. Government buyers tender under the Public Procurement Act, 2015 through the GOJEP platform, and the Ministry of Industry, Investment and Commerce supports ISO 9001 implementation through its ISO Quality Systems Division. The Jamaica Special Economic Zone Authority promotes zones for logistics, ICT and BPO, food manufacturing and medical devices. JANAAC accredits laboratories, inspection bodies and certification bodies, while certification bodies, not Sterling, issue management system certificates. Sterling's New York office serves clients across Jamaica, drawing on 8,100+ client engagements in 60+ countries, 20+ years of practice, and Effivity and Sterling Academy included with every engagement.

|---|---|---|
| Data Protection Act, 2020 The Information Commissioner, an office established by section 4 as a body corporate that acts independently, supported by the Office of the Information Commissioner (OIC). The Commissioner is overseen by the Data Protection Oversight Committee under Part II of the First Schedule. | Section 3 applies the Act to a data controller established in Jamaica, and also to a controller outside Jamaica that uses equipment in Jamaica or processes data of people in Jamaica in connection with offering goods or services or monitoring behaviour there; such a controller appoints a representative established in Jamaica. Sections 22 to 31 set eight data protection standards: fair and lawful processing, specified purposes, adequate and limited data, accuracy, no longer than necessary with disposal under regulations, data subject rights, appropriate technical and organisational measures, and transfers abroad only to places with an adequate level of protection. Section 21(3) requires a report of a security breach to the Commissioner within seventy-two hours of becoming aware, and section 20 requires a data protection officer for public authorities, controllers of sensitive personal data or criminal-conviction data, and large-scale processors. The Act does not cite any ISO standard; section 30(6) lists measures such as encryption, resilience, restoration and regular testing of security measures. | |
| Bank of Jamaica (BOJ) Deposit-taking institutions: cyber risk | Standard of Sound Practice on the Management of Cyber Risks for licensees under the Banking Services Act, 2014, issued under section 132(1)(a) of that Act according to the document; the copy BOJ publishes is marked Final Draft, last updated 29 November 2023. It asks deposit-taking institutions to report cyber incidents and data breaches to BOJ within seventy-two hours, to assess third-party providers (it gives Service Organization Control 2 Type 2 reports as an example of testing a provider's controls) and to give BOJ a yearly attestation that alternates between a self-attestation and an independent attestation. Its appendix lists ISO 27001, ISO 27002, NIST frameworks, CIS Controls and PCI DSS among common industry standards without making any of them mandatory. | ISO/IEC 27001, SOC 2, PCI DSS |
| Bank of Jamaica (BOJ) Deposit-taking institutions: outsourcing and third-party risk | BOJ's 2026 Consultation Paper on the Standards of Sound Practice on Outsourcing Arrangements and Third-Party Risk Management for licensees under the Banking Services Act. As a consultation paper it proposes standards; it covers due diligence, outsourcing agreements, data security, and business resilience, continuity, disaster recovery and exit plans, and says supervisors may ask for independent assurance reports or certifications where material risks are identified. It does not name ISO standards. | |
| Ministry of Industry, Investment and Commerce (MIIC) and its agencies Standards, marketplace compliance, food storage and accreditation | MIIC's Quality and Standards page lists the Bureau of Standards Jamaica (BSJ), which develops, promulgates and promotes standards; the National Compliance and Regulatory Authority (NCRA), which ensures standards are adhered to in the marketplace; the Food Storage and Prevention of Infestation Division (FSPID), which regulates the storage, handling and distribution of food products; and the Jamaica National Agency for Accreditation (JANAAC). MIIC's Meet Industry Standards page says NCRA oversees mandatory standards and technical regulations for goods sold in Jamaica, including labelling and packaging. | |
| Occupational Safety and Health Department, Ministry of Labour and Social Security Factories, docks and building operations: workplace safety | The Department states that it monitors and enforces the Factories Act and its Regulations through inspection of factories, docks and cargo vessels, building operations and engineering construction, registers factories and investigates industrial accidents. Its page refers to Jamaica's Occupational Safety and Health Bill and to a Voluntary Compliance Programme that lets organisations prepare for the requirements of that regime. The page does not cite ISO 45001. | |
| Office of Disaster Preparedness and Emergency Management (ODPEM) Disaster risk management | ODPEM describes itself as the National Disaster Organization responsible for disaster management in Jamaica, charged with reducing the impact of disasters and emergencies on the population and the economy. Its legislation page lists the Disaster Risk Management Act, 2015 and related enforcement measures. The pages do not cite ISO 22301. | |
| Integrity Commission Anti-corruption and protected disclosures | The Commission states that it receives and investigates complaints of corruption, prosecutes corruption offences, monitors and investigates the award, implementation and termination of government contracts, and acts as the Designated Authority for the Protected Disclosures Act, 2011. Its pages do not cite ISO 37001 or ISO 37301. | |
| Ministry of Science, Energy, Telecommunications and Transport (MSET) Energy efficiency in public facilities | MSET publishes an Energy Efficiency and Conservation Policy and Guidelines for Public Facilities, specifically schools and hospitals, developed with the Caribbean Centre for Renewable Energy and Energy Efficiency and support from the Inter-American Development Bank. The document centres on energy efficiency codes, audits and measurement and verification, and says the International Performance Measurement and Verification Protocol has adopted ISO 50001. It does not make ISO 50001 certification a requirement. |
Accreditation and recognition
- Jamaica National Agency for Accreditation (JANAAC): National accreditation agency, established under the Companies Act as a public sector company limited by guarantee and an agency of the Ministry of Industry, Investment and Commerce; it accredits medical laboratories (ISO 15189), testing and calibration laboratories (ISO/IEC 17025), inspection bodies (ISO/IEC 17020) and management system certification bodies (ISO/IEC 17021-1).
- Bureau of Standards Jamaica (BSJ): National standards body; MIIC says it develops and promotes national standards.
Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.
Tenders and procurement
- Public Procurement Act, 2015 (as amended), its 2018 and 2019 Regulations and the GOJEP electronic procurement platform (Office of Public Procurement Policy, Ministry of Finance and the Public Service): The Ministry says the first legislative framework on public procurement entered into force on 1 April 2019. It comprises the Act, the Public Procurement Regulations 2018 and the Public Procurement (Reconsideration and Review) Regulations 2018, and the Public Procurement (Registration and Classification of Suppliers) Regulations 2019 entered into force later. Each tender sets its own qualification evidence, so read the requirements before assuming that a certificate is needed.
- ISO 9001 implementation support for public sector and medium-sized private entities (ISO Quality Systems Division (ISO QSD), Ministry of Industry, Investment and Commerce): MIIC says the Division leads the implementation of the ISO 9001 quality management system standard towards certification in public sector entities and medium-sized private entities, and offers monitoring and technical advice. Interested organisations complete a Letter of Intent form and an Organisational Readiness Checklist and submit them to the Division.
Economic zones
- Special economic zones regulated by the Jamaica Special Economic Zone Authority (JSEZA): logistics and supply chain, ICT and business process outsourcing, food manufacturing, pharmaceuticals, medical devices, automotive, electronics
- Jamaica Logistics Hub Initiative: logistics, value-added distribution, ship repair

Questions Jamaica clients ask
Does Jamaica have a data protection law?
Yes. The Data Protection Act, 2020 sets eight data protection standards for data controllers and created the Office of the Information Commissioner. The Office says registration of data controllers began on 1 December 2023, and processing personal data without registration is an offence under section 18(1). Ask counsel or the Office how the Act applies to your organisation.
Who regulates personal data in Jamaica?
The Information Commissioner, who heads the Office of the Information Commissioner, is the regulator. Section 4 makes the office a body corporate that acts independently, and the Data Protection Oversight Committee oversees the Commissioner. The Office keeps the public register of data controllers and takes breach reports and complaints. Check current procedures with the Office before filing anything.
Which Jamaican body accredits certification bodies?
The Jamaica National Agency for Accreditation, JANAAC, states that it accredits management system certification bodies to ISO/IEC 17021-1, as well as laboratories and inspection bodies. IAAC and Global ACI both list it as a signatory to their arrangements. Ask JANAAC, or the certification body, for the scope of any accreditation before relying on it.
Are certification audits in Jamaica conducted in English?
Typically yes. Jamaica's statutes, Bank of Jamaica standards and ministry guidance are written in English, which makes English the working language for records, procedures and staff interviews. Settle the language of audit reports and controlled documents with the certification body when you apply, and flag early any crews or contractors who will need an interpreter.
What cyber standard applies to Jamaican deposit-taking institutions?
The Bank of Jamaica's Standard of Sound Practice on the Management of Cyber Risks applies to licensees under the Banking Services Act, 2014. It asks for incident reporting to BOJ within seventy-two hours and a yearly attestation, and its appendix lists ISO 27001 among common industry standards without requiring it. The copy BOJ publishes is marked Final Draft, so confirm its status with BOJ.
How do suppliers qualify for Jamaican government contracts?
Public bodies tender under the Public Procurement Act, 2015 (as amended), with Regulations on supplier registration and classification, and the Ministry of Finance and the Public Service runs the GOJEP electronic platform. Each tender sets its own qualification evidence, so a certificate matters only where the tender asks for one. Read each notice and check the Office of Public Procurement Policy for current rules.
