ISO and GRC certification in Haiti at a glance
Haitian factories, exporters, banks and service providers meet ISO and GRC questions from their buyers more often than from statute. The Bureau Haïtien de Normalisation coordinates national standards under the Ministry of Commerce and Industry, whose directorates inspect industrial firms and check product conformity, while the Banque de la République d'Haïti supervises banks and payment providers through circulars on internal control, card operations, electronic payment services and consumer protection. Free zones and industrial parks, including the Caracol Industrial Park and the CODEVI campus at Ouanaminthe, host the apparel and light-manufacturing exporters that most often meet buyer audits, alongside agribusiness, tourism and BPO operators. No Haitian accreditation body for management-system certification was identified, so certificates usually carry accreditation from another economy within the international arrangements, and the certification body, not Sterling, issues them. Sterling serves Haitian organisations from its New York office, with 8,100+ client engagements in 60+ countries, 20+ years of practice, and Effivity and Sterling Academy included with the engagement. Audits and consulting are delivered remotely, or on site where it is practical and safe to do so.

Regulators and laws that drive certification in Haiti (3)
| Law or regulator | What it asks for | Standards it cites |
|---|---|---|
| Banque de la République d'Haïti (BRH) Banks, payment providers and microfinance | BRH describes itself as the regulation and supervision authority of the financial system. Its prudential norms page lists circulars on minimum internal-control norms (89-3) and on card payment operations (101-4, issued under the law of 14 May 2012 on banks and other financial institutions). Circular No. 121 (7 December 2021) sets rules for electronic payment service providers on authorisation, governance, risk management, transaction security and supervision, and Circular No. 131 (2026) sets consumer-protection principles for financial products and services. | |
| Ministry of Commerce and Industry (MCI): Directorate for Industrial Control and Regulation (DCRI) and Directorate for Quality Control and Consumer Protection (DCQPC) Industry: inspection of firms and quality control | The Ministry's site says the DCRI inspects industrial firms, including in industrial zones, and sees to the application of production and industrial safety standards. It says the DCQPC checks the conformity of products and of traders' activities with laws and regulations, and runs legal metrology on petrol pumps, trade scales and LPG dispensers. | |
| Ministry of Public Health and Population (MSPP) Medicines and health products | The MSPP portal publishes an official list of medicines authorised for sale and local use and an online service to verify practice permits. |
Accreditation and recognition
- Bureau Haïtien de Normalisation (BHN): National standards body, under the supervision of the Ministry of Commerce and Industry; runs the National Metrology Laboratory (LNM), inaugurated in December 2012.
Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.
Tenders and procurement
- National public procurement portal and procurement rules (Commission Nationale des Marchés Publics (CNMP)): The CNMP portal gives free access to national tenders and publishes the procurement laws and regulations, including an order of 23 February 2026 that sets the procurement thresholds and the thresholds at which the Commission intervenes. The portal does not present an ISO certificate as a general requirement, so each tender's own criteria decide.
- Export procedures and advice (Direction du Commerce Extérieur (DCE), Ministry of Commerce and Industry): The Directorate advises companies on export strategy, publishes export procedures and helps exporters follow market developments; it does not describe ISO certificates as an export requirement.
Economic zones
- Free zones overseen by the Direction des Zones Franches (DZF) and industrial parks managed by SONAPI: apparel and light manufacturing, assembly, services
- CODEVI industrial campus, Ouanaminthe: textiles, consumer goods

Questions Haiti clients ask
Who sets national standards in Haiti?
The Bureau Haïtien de Normalisation (BHN) is the national standards body. Its site says it coordinates national standardisation and promotes quality, and that it works under the supervision of the Ministry of Commerce and Industry. BHN also runs the National Metrology Laboratory, inaugurated in December 2012. ISO management-system certificates are a separate matter: accredited certification bodies issue them.
Does Haiti have its own accreditation body for ISO certificates?
No Haitian accreditation body for management-system certification was identified. BHN's own site says accreditation is not a service it offers and that, in the Caribbean, specialised bodies within the international accreditation network provide it. Certificates for Haitian organisations therefore usually carry accreditation from another economy within the international arrangements. Ask the certification body to show its accreditation scope for your standard and sector.
Which authority supervises banks and payment providers in Haiti?
The Banque de la République d'Haïti (BRH) regulates and supervises the financial system. Its circulars include rules for electronic payment service providers covering authorisation, governance, risk management and transaction security, and principles for consumer protection in financial services. Card payment operations are the subject of a separate circular issued under the law of 14 May 2012 on banks and other financial institutions.
Can an ISO audit in Haiti be held in English?
Yes, when the client and the certification body agree, although Haitian public documents appear in French. BHN offers its website in French, English and Kreyòl, and BRH circulars are in French. Export-facing factories, call centres and hotels often use English as well. Shop-floor interviews may be easier in Haitian Creole, so settle the audit language and any interpreter when you apply.
Which bodies look after free zones and industrial parks in Haiti?
The Ministry of Commerce and Industry lists the Direction des Zones Franches, SONAPI and the investment facilitation centre CFI among its autonomous bodies. CFI describes the Caracol Industrial Park as managed by SONAPI and operating since 2012. CODEVI operates its own campus at Ouanaminthe for textile and consumer-goods plants. Tenants that supply export buyers often meet buyer audits first.
How does Sterling serve organisations in Haiti?
Haitian organisations are served from Sterling's New York office, which brings 8,100+ client engagements in 60+ countries and 20+ years of practice, plus Effivity and Sterling Academy included with the engagement. Preparation work is largely remote, and certificates come from accredited certification bodies, never from Sterling.
