ISO and GRC certification in Guatemala at a glance
Guatemalan demand for ISO and compliance work follows its export lines. In 2024 apparel made up 11.1% of goods exports, ahead of bananas at 6.6% and coffee at 6.3%, according to a Ministry of Economy trade report built on Banco de Guatemala data. Food and beverage makers answer to the Ministry of Health under the Código de Salud, pharmaceutical and related establishments to its regulation department, and employers to the labour ministry and the IGSS under the occupational safety regulation. The Ministry of Environment issues the environmental instruments that industrial projects need, and the Superintendencia de Bancos supervises banks and the firms that serve them. The Oficina Guatemalteca de Acreditación accredits laboratories and inspection bodies inside the national quality system. Certificates for management systems come from accredited certification bodies, never from Sterling. Sterling supports organisations in the country from its New York office, on-site where the work needs it and remotely otherwise, drawing on 20+ years and 8,100+ client engagements in 60+ countries; Effivity and Sterling Academy come with the engagement.

Regulators and laws that drive certification in Guatemala (11)
| Law or regulator | What it asks for | Standards it cites |
|---|---|---|
| Decreto 57-2008, Ley de Acceso a la Información Pública — personal data and the habeas data guarantee The law names no stand-alone data protection authority; it works through the obliged bodies' own information units and the courts. | Defines personal data (information about identified or identifiable natural persons) and sensitive data (physical or moral characteristics and intimate matters such as health, ethnic origin, political opinions, religious beliefs and sexual life), and defines habeas data as the guarantee to know what records hold about you, why, and to have it protected, corrected or updated. It applies to the "sujetos obligados": bodies of the State and any person or entity that manages public resources, State property or acts of public administration. Its commentary lists consent, prior information, lawfulness, data quality, confidentiality and security as recognised principles for personal data systems. It names no ISO standard and creates no certificate. Confirm with counsel which rules apply to your own processing. | |
| Ministerio de Salud Pública y Asistencia Social (food licences and sanitary registration); Ministerio de Agricultura, Ganadería y Alimentación for unprocessed foods Processed foods, beverages and food establishments | Decreto 90-97, Código de Salud: the Ministry of Health is responsible for prevention and control in the processing, distribution, transport and sale of processed foods, national or imported, including the sanitary licence for establishments, the sanitary registration of reference for branded food products and conformity assessment, while watching good manufacturing practice. The Ministry of Agriculture handles production, processing, storage, transport, import and export of unprocessed natural foods. | |
| Ministerio de Salud Pública y Asistencia Social — Departamento de Regulación y Control de Productos Farmacéuticos y Afines (DRCPFA) Pharmaceutical and related products and their establishments | The department lists as its functions the authorisation and control of pharmaceutical establishments, the sanitary registration and inscription of pharmaceutical and related products, import and export authorisations, monitoring of compliance with good manufacturing practice, post-registration sampling and pharmacovigilance. It runs inspection guides for good-practice inspections of manufacturers, distributors and quality-control laboratories. | |
| Ministerio de Ambiente y Recursos Naturales (MARN) Industry and any project, work or activity with environmental impact | MARN lists the Ley de Protección y Mejoramiento del Medio Ambiente (Decreto 68-86), the Reglamento de Evaluación, Control y Seguimiento Ambiental (Acuerdo Gubernativo 137-2016 and its reforms) and the taxative list of projects, works, industries and activities (Acuerdo Ministerial 204-2019 and its reforms) as the rules behind its environmental instruments, which it issues by category, for example B1 diagnostics and B2 initial assessments. Environmental instruments for categories B1 and B2 can be prepared by an individual or company environmental consultant. | |
| Ministerio de Trabajo y Previsión Social (MINTRAB) and the Instituto Guatemalteco de Seguridad Social (IGSS) Occupational safety and health (all employers) | Acuerdo Gubernativo 229-2014, Reglamento de Salud y Seguridad Ocupacional, reformed by Acuerdos Gubernativos 33-2016 and 57-2022. It sets minimum conditions to protect all workers in public and private workplaces, obliges employers to apply safety measures, train staff and allow inspection, requires a bipartite safety and health committee where ten or more workers are employed, and requires a monitor, a risk-prevention plan and a minutes book for smaller employers; MINTRAB or the IGSS register the committees and plans. | |
| Superintendencia de Bancos, under the general direction of the Junta Monetaria Banks, financial groups, insurers and the firms that serve them | Decreto 18-2002, Ley de Supervisión Financiera, makes the Superintendencia de Bancos the technical body that supervises the Banco de Guatemala, banks, finance companies, credit institutions, insurers, bonded warehouses, exchange houses and financial groups. Any firm that provides information technology, accounting, legal, custody or similar services to those entities must allow the persons the Superintendencia appoints to access its premises. | |
| Superintendencia de Bancos, through the Intendencia de Verificación Especial (IVE) Obliged persons — money-laundering prevention programmes | Decreto 15-2026 (Ley Integral para la Prevención y Represión del Lavado de Dinero u Otros Activos y del Financiamiento del Terrorismo), issued by Congress on 2 June 2026 and published by the Banco de Guatemala among the principal financial laws. It requires obliged persons to keep a prevention manual approved by their top governing body, to appoint a compliance officer with independence and resources, and to evaluate the programme each year through internal audit or specialist auditors; supervised entities also obtain an assurance report from their external auditors. The decree states that it enters into force a set period after its publication in the Diario Oficial, so confirm the current status with counsel. | |
| The criminal courts, under the Código Penal as amended by Decreto 31-2012 Corporate criminal liability and anti-bribery | Decreto 31-2012, Ley contra la Corrupción, amends the Código Penal so that legal persons answer where a decision-making body acts or where an offence follows a failure of control or supervision and benefits the company, and it defines active and passive transnational bribery. Confirm later reforms with counsel. | |
| Comisión Nacional de Energía Eléctrica (CNEE) Electricity generators, distributors and large energy users | CNEE states that the Ley General de Electricidad was approved in 1996 and the commission created in 1997, and that its board issues resolutions under that law and its regulation. Mineco's 2026 investment brochure also lists the renewable-energy incentive law (Decreto 52-2003) for projects using renewable resources. | |
| Ministerio de Economía — Dirección de Servicios al Comercio y la Inversión (DISERCOMI) Exporters, maquila operators and free-zone users | DISERCOMI administers Decreto 29-89 (export and maquila activity) and Decreto 65-89 (free zones) and publishes the requirements to qualify users and to modify or close them. Customs and tax treatment sits in those laws; export buyers, not the regimes, usually set certificate requirements. | |
| Ministerio de Economía — Sistema Nacional de la Calidad (COGUANOR, OGA, CENAME and the technical regulation commission) Standardisation, accreditation and metrology (all sectors) | Decreto 78-2005, Ley del Sistema Nacional de la Calidad, calls standardisation and accreditation voluntary activities and groups COGUANOR (national standards), OGA (accreditation), the national metrology centre and the technical regulation commission. The Diario de Centro América describes the system as a technical arm of the Ministry of Economy working under the Política Nacional de Calidad 2019-2032. |
Accreditation and recognition
- Oficina Guatemalteca de Acreditación (OGA): National accreditation body — part of the Sistema Nacional de la Calidad created by Decreto 78-2005 (printed in the Diario de Centro América on 8 December 2005), within the Ministry of Economy. A Mineco communiqué reproduced by the government news agency on 11 June 2025 says OGA applies and administers the accreditation system and formally recognises the technical competence of conformity assessment bodies against national and international standards; during 2025 it had registered 55 accreditations: 38 testing laboratories, 5 calibration laboratories, 8 clinical laboratories and 4 inspection bodies.
Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.
Tenders and procurement
- Registro General de Adquisiciones del Estado (RGAE) and the Guatecompras portal (Ministerio de Finanzas Públicas): The Ministry states that suppliers obtain their habilitation as state suppliers from the RGAE, that registration requests are fully electronic, that the RGAE constancia enables direct-purchase participation and technical or professional services, and that purchasing events are published on Guatecompras. The source describes registration, not ISO certificates; each purchasing entity sets the technical conditions of its own tender.
Economic zones
- Free-zone regime under Decreto 65-89, Ley de Zonas Francas: production and trade of goods for export or re-export, services linked to international trade
- Export and maquila regime under Decreto 29-89: export manufacturing, maquila
- Public special economic development zone under Decreto 22-73:

Questions Guatemala clients ask
Does Guatemala require ISO certificates for exporters?
No general rule does. The quality-system law calls standardisation and accreditation voluntary, and the free-zone and maquila laws deal with customs and tax treatment, not ISO certificates. Export buyers set their own requirements, so ask each customer which standards and schemes it expects. Ask counsel or the relevant ministry about any product-specific rule.
Which body accredits laboratories and inspection bodies in Guatemala?
The Oficina Guatemalteca de Acreditación, part of the Ministry of Economy's national quality system. A June 2025 communiqué counted 55 accreditations in 2025 across testing, calibration and clinical laboratories and inspection bodies. ILAC states that its mutual recognition signatory status was re-instated effective 30 May 2023. Ask any body for its accreditation scope.
Are certification audits in Guatemala conducted in English?
Often, at contact centres, exporters and multinational suppliers, although statutes, regulator forms and public tenders are in Spanish. Agree the audit language, any interpreter and the language of controlled records when you apply, and say early if operator interviews will be held in Spanish or in another national language.
Which ministry controls processed food in Guatemala?
The Ministry of Health, under the Código de Salud. It grants the sanitary licence for food establishments, the sanitary registration of reference for branded processed foods and watches good manufacturing practice, whereas the Ministry of Agriculture covers unprocessed natural foods. The Code names no ISO standard, so confirm product-specific rules with the ministry.
Which Guatemalan exports drive demand for management system standards?
According to a Ministry of Economy report using Banco de Guatemala data, apparel was 11.1% of goods exports in 2024, ahead of bananas at 6.6% and coffee at 6.3%; sugar, edible fats and oils, plastics, cardamom, pharmaceuticals, fruit and beverages completed the top ten. Buyers in these chains tend to ask for quality, safety and food-safety evidence.
How does a company sell to Guatemalan state bodies?
It registers with the Registro General de Adquisiciones del Estado, which the Ministry of Public Finance says is fully electronic, and follows purchasing events on Guatecompras. The source describes registration rather than ISO certificates, so read the conditions of each tender before you bid.
