In short

ISO and GRC certification in Grenada at a glance

Grenada's demand for ISO and GRC work comes from a handful of statutes rather than one national scheme. Fish processors work under the Fisheries Act, Cap. 108, whose regulations tie export approval to a quality management programme based on HACCP or another approved standard, with the Minister of Health responsible for the controls. The Grenada Bureau of Standards prepares national standards under the Standards Act, Cap. 310, and the Minister can declare one compulsory by order. The Payment System and Services Act, 2025 places payment service providers under the Eastern Caribbean Central Bank, while the Grenada Authority for the Regulation of Financial Institutions supervises non-bank financial businesses. The Data Protection Act, 2023 sets up an Information Commission for personal data. The investment agency names agribusiness and manufacturing, tourism, ICT services, energy and health and wellness as priority sectors. Because IAAC's full-member list includes no Grenadian accreditation body, certificates usually carry accreditation granted in another economy. Sterling's New York office serves Grenadian organisations on site where the work needs it and remotely otherwise, drawing on 8,100+ client engagements in 60+ countries, with Effivity and Sterling Academy included. Certification is by an accredited certification body, never by Sterling.

Regulators and laws that drive certification in Grenada (9)

Law or regulatorWhat it asks forStandards it cites
Data Protection Act, 2023 (Act No. 1 of 2023)
The Information Commission, a body corporate established by section 24 of the Act, consisting of three members appointed by the Governor-General. The Minister named in the Act is the Minister with responsibility for National Security.
Applies to a person who processes, or controls or authorises the processing of, personal data in respect of commercial transactions in Grenada, to persons established in Grenada, and to persons outside Grenada that use equipment or network services in Grenada other than for transit (they must nominate a representative established in Grenada). Part II sets principles on consent and lawful purpose, notice, disclosure, security, retention, data integrity and access; Part III gives data subjects rights of access and rectification and sets conditions for sensitive personal data; Part V gives the Commission functions that include monitoring compliance, advising bodies, handling complaints and educational programmes; Part VI covers information notices, enforcement notices and assessments of processing.
Eastern Caribbean Central Bank (the Central Bank under the Act)
Payment service providers and the payment system
Payment System and Services Act, 2025 (Act No. 8 of 2025), assented to on 16th June, 2025. It provides for the licensing and regulation of payment service providers and oversight of the payment system. A licensee needs the Central Bank's prior written approval before outsourcing important operational functions (section 36); operators must have written rules covering operational and cyber risks and contingency arrangements (section 41); and the Central Bank may issue rules, directives and guidelines that include cyber security (section 68).
Grenada Authority for the Regulation of Financial Institutions (GARFIN)
Non-bank financial businesses, including insurance, credit unions, money services and virtual asset businesses
GARFIN's own site says its mission is to promote and maintain public confidence in the integrity of the financial system through the effective regulation and supervision of designated non-bank financial institutions, and lists the ten enactments it administers, among them the Insurance Act, the Money Services Businesses Act and the Virtual Asset Business Act, 2021. Under that Act an applicant for registration must supply written policies on data management and protection, security access control and cyber security safeguards (section 6), and a registrant must maintain policies that protect its operations and client personal information from cyber threats (section 11).
Minister of Health, with the Chief Public Health Inspector as Competent Authority
Fish and fishery products, including processing for export
Fisheries Act, Cap. 108: the Minister of Health is responsible for regulating the storage, processing, inspection, export, import and testing of fishery products (section 42) and the Competent Authority is the Chief Public Health Inspector (section 44); a fish processing establishment needs a licence (section 18). Under the Fish and Fishery Products Regulations, fish for export may be processed only in an establishment that holds a certificate from the Minister, and the establishment's quality management programme must be based on HACCP or another approved Quality Control Standard (regulations 41 and 44 and the Second Schedule).HACCP
Minister responsible for health
Food, drugs, cosmetics and medical devices
Food and Drugs Act, Cap. 110 (Act No. 14 of 1986): offences for selling harmful, unfit or insanitary food, for preparing food under insanitary conditions (section 8) and for failing to meet a prescribed standard for a food, drug, cosmetic or device; the Minister may appoint analysts and inspectors, who may enter premises and take samples (sections 21 and 22).
Licensing under the Exportation of Fresh Produce Act, Cap. 97 (Minister responsible for agriculture)
Exporters of fresh produce
Exportation of Fresh Produce Act, Cap. 97 (Act No. 28 of 1998, amended by Act No. 10 of 2003): no person may export fresh produce without a licence, produce for export must be packed at an approved packing house, and the Act does not apply to nutmegs, cocoa or bananas.
Labour Commissioner
Workplaces and employers
Accidents and Occupational Diseases (Notification) Act, Cap. 2: an employer must send written notice to the Labour Commissioner of a work accident that kills a worker or disables the worker beyond the Act's threshold, and notices of occupational diseases are also provided for. It is a notification law and does not require a management system.
Planning and Development Authority
Land development and the environment
Physical Planning and Development Control Act, Cap. 241A, section 25: the Authority may require an Environmental Impact Assessment for an application that could significantly affect the environment, must require one for the kinds of development in the Second Schedule unless it determines otherwise for good cause, and must take the report into account before granting permission.
National Disaster Management Agency
Disaster management and business continuity
Disaster Management Act, 2023 (Act No. 2 of 2023): the Agency may give the private sector advice on business continuity to the extent resources permit, and every ministry, department, statutory body and critical facility agency must prepare a disaster management plan, submit it to the Agency and update it annually (section 46). The Minister may designate a public or private entity as a critical facility agency by Regulations (section 57).

Accreditation and recognition

  • Grenada Bureau of Standards (GDBS): National standards body established by the Standards Act, Cap. 310 (Act No. 6 of 1989), whose functions include preparing and promoting standards, declaring standards and keeping them under review, testing and calibration, and advising manufacturers on quality control systems; the Minister may declare a standard compulsory by order. It is a member of CROSQ and an enquiry point for the WTO Technical Barriers to Trade Agreement.
  • Jamaica National Agency for Accreditation (JANAAC): Jamaica's accreditation body. The GDBS Annual Report 2024 records that the GDBS Analytical Chemistry Laboratory maintains accreditation to ISO/IEC 17025 for a defined scope of testing services and that JANAAC granted a continuance of that accreditation in 2024. IAAC lists JANAAC among its full members.
  • CARICOM Regional Organisation for Standards and Quality (CROSQ): Regional standards and quality-infrastructure organisation of which the GDBS is a member; its site lists the Grenada Bureau of Standards among its member standards bodies and describes accreditation of laboratories and other conformity assessment bodies in general terms.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Public procurement of goods, works and services (Public Procurement and Contract Administration Act, Cap. 267A (Act No. 25 of 2007); the Office of Public Procurement is described on the Government of Grenada site as the central facility where contracting authorities advertise opportunities and award notices): Open competitive bidding may include a prequalification stage or a post-qualification procedure before award (section 31). For international competitive bidding, technical specifications are to be based, as far as compatible with national requirements, on international standards or standards widely used in international trade (section 33). The Act names no ISO management system standard, so each tender sets its own evidence.

Questions Grenada clients ask

Who regulates personal data in Grenada?

The Data Protection Act, 2023 (Act No. 1 of 2023) establishes the Information Commission, a body of three members appointed by the Governor-General, to monitor compliance, advise organisations, investigate complaints and run educational programmes. The Act says it comes into operation on a day the Minister appoints by Order in the Gazette, so ask the Commission or the Ministry which provisions are operating before you plan.

Does Grenada have a national accreditation body for certification bodies?

No Grenadian accreditation body appears in IAAC's full-member list, so management system certificates usually carry accreditation from another economy within the international arrangements. The Grenada Bureau of Standards has a standards, testing and metrology role, and its analytical laboratory has used Jamaica's accreditation body for ISO/IEC 17025. Ask any certification body for its accreditation certificate and scope.

How is fish safety controlled for export from Grenada?

Under the Fisheries Act the Minister of Health regulates the processing, inspection and export of fishery products, with the Chief Public Health Inspector as Competent Authority. Fish for export must be processed in an establishment the Minister has certified, and its quality management programme must rest on HACCP or another approved standard. Confirm current requirements with the Ministry of Health.

Do public tenders in Grenada require ISO certificates?

Not by law. The Public Procurement and Contract Administration Act allows prequalification or post-qualification and says international tenders should base technical specifications on international standards, but it names no ISO management system standard. Each tender document sets its own evidence, so read the bidding documents and ask the contracting authority what proof it will accept.

Are ISO audits in Grenada carried out in English?

In practice yes. Grenadian Acts, regulations, gazettes and bidding documents are published in English, so records, interviews and controlled documents are normally in that language. If some staff are more comfortable in another language, agree interpreters with the certification body when you apply. Sterling prepares you from its New York office; the certification body conducts the audit.
