ISO and GRC certification in Fiji at a glance

Visitors reached 986,367 in 2025, according to the Fiji Bureau of Statistics, and the Tourism Act 2026 now gives hotels and tour operators a national framework of Fiji Tourism Standards, a register of approved certification schemes and a legal compliance declaration. Food exporters work under the Food Safety Act 2003 and the Food Safety Regulations 2009, which require a documented HACCP system for food sent to countries that ask for one, while the Biosecurity Authority of Fiji approves export pack-houses and the fisheries Competent Authority certifies vessels and plants for tuna exports. The Fiji Medicines Regulatory Authority registers medicinal products under the Medicinal Products Act 2011, and the Reserve Bank of Fiji's Policy Statement No. 2 sets cybersecurity rules for banks, insurers and other supervised entities. Public tenders state their own certificate conditions under the Fiji Procurement Guidelines. Certificates come from certification bodies accredited in other economies, never from Sterling. Sterling's Sydney office serves Fiji, drawing on 8,100+ client engagements in 60+ countries, 20+ years of practice, and Effivity and Sterling Academy included with every engagement.

Central Board of Health, which section 28 of the Food Safety Act 2003 makes responsible for administering and enforcing the Act
Food businesses and food exporters
Food Safety Act 2003 (Act No. 10 of 2003) and the Food Safety Regulations 2009 (Legal Notice No. 20). No person may operate a food establishment unless it is licensed under the Act, and before approving a licence the Board must be satisfied that the establishment meets the health and safety standards of the Health and Safety at Work Act 1996. The Regulations define HACCP by reference to the Codex Alimentarius, set general hygiene practices for all food business operators in the Fourth Schedule, add schedules for fish, milk, meat and egg products, and require a business that handles food for export to a country that requires HACCP to have a documented HACCP system in place.HACCP
Biosecurity Authority of Fiji (BAF), a commercial statutory authority whose pages describe import and export inspection and certification
Agricultural exporters and export pack-houses
Biosecurity Act 2008. BAF's export pack-house page says pack-houses must be Biosecurity Approved Premises, renewed annually, and that a fruit exporter also needs a licence under the Fruit Export and Marketing Act. The same page says BAF recommends, but does not require, that exporters without HACCP certification operate under a HACCP system, and that processed commodities must meet the import standards of the destination country.HACCP
the fisheries Competent Authority, as Investment Fiji's export guide calls it (the guide does not name the ministry)
Fish and tuna exporters
Investment Fiji's export guide says the Competent Authority certifies fisheries products and that an export permit is needed for each consignment. For tuna to the EU, vessels, crew, processing plants and storage facilities must be certified by the Competent Authority and shipments need catch certificates. For tuna to major markets the guide lists HACCP, standard sanitation operating procedures and a good manufacturing practices plan as buyer expectations.HACCP, ISO 22000
Fiji Medicines Regulatory Authority (Fiji MRA), part of the Fiji Pharmaceutical and Biomedical Services Centre in the Ministry of Health and Medical Services
Medicines, medical devices and pharmacies
Medicinal Products Act 2011. The Fiji MRA page says the Act requires every medicinal product for importation, manufacture, export, sale or distribution in Fiji to be registered, and describes the Authority's work as registration of medicinal products such as medicines and medical devices, import permits, inspection of premises where medicines are manufactured, stored, distributed and sold, licensing of importers and wholesalers, pharmacovigilance and drug testing. The page does not name ISO 13485.
Reserve Bank of Fiji (RBF)
Banks, insurers, securities firms, the national provident fund and foreign exchange dealers
Prudential Supervision Policy Statement No. 2, Minimum Requirements for the Management of Cybersecurity Risk by Supervised Entities, dated 3 March 2023 and effective from 31 March 2023. It applies to licensed commercial banks, credit institutions, insurance companies and brokers, the securities exchange, managers of managed investment schemes, stock brokers, the Fiji National Provident Fund, the Fiji Development Bank and restricted foreign exchange dealers. It requires a board-approved, documented cybersecurity risk management framework, incident management, security audit and testing, a third-party relationship policy with periodic expert reports on third parties, and cybersecurity continuity within business continuity management. Its introduction says ISO, among other bodies, was referred to in drafting; it does not require an ISO certificate.
Reserve Bank of Fiji
Payment service providers and payment systems
National Payment System Act 2021 (Act No. 4 of 2021) and the National Payment System Regulations 2022. The RBF's payment system page says the Act and Regulations are in effect, that the Act came into effect on 30 September 2022, and that licensing is under the Act. The page does not name PCI DSS.
Ministry responsible for communications, which made the ministerial statement of 30 September 2025 to Parliament
Technology and online services
Cybercrime Act 2021 (Act No. 3 of 2021), whose offences include unauthorised access to computer systems, unauthorised interception, unauthorised acts in relation to computer data, computer-related forgery and fraud, and identity theft, and Online Safety Act 2018 (Act No. 8 of 2018). The Cybercrime Act comes into force on a date or dates appointed by the Minister by notice in the Gazette. In a ministerial statement on 30 September 2025 the responsible Minister told Parliament that a Computer Emergency Response Team for Fiji is operational and that a 24x7 security operations centre has been established.
Ministry responsible for tourism, through its Department of Standards, with Tourism Fiji as the marketing body
Tourism enterprises, hotels and tour operators
Tourism Act 2026 (Act No. 7 of 2026), which repeals the Hotels and Guest Houses Act 1973 and comes into force on a date or dates appointed by the Minister by notice in the Gazette. It establishes the Fiji Tourism Standards (a Tourism Destination Standard and Tourism Industry Standards), a Tourism Classification System, a Register of Approved Tourism Industry Certifications of schemes approved by the Permanent Secretary, a Tourism Enterprise Register, a requirement to register, a legal compliance declaration signed by a proprietor, director or authorised officer, and acceptable verifiers. An enterprise holding a valid certification scheme listed on the Register may apply for recognition at the highest tier without completing the self-assessment.
the Ministry responsible for the Act, whose Health and Safety Inspectorate is led by the Chief Health and Safety Inspector
Employers and workplaces in every sector
Health and Safety at Work Act, 1996 (Act No. 4 of 1996). Section 9 requires every employer to ensure the health and safety at work of all workers, including a health and safety policy developed in consultation with workers; an employer with twenty or more workers at a workplace must establish a health and safety committee, and smaller workplaces may appoint a health and safety representative.ISO 45001

Investors and exporters
Investment Fiji Act 2022 (Act No. 25 of 2022) and Investment Act 2021 (Act No. 5 of 2021). The statement does not mention artificial intelligence management standards.

Accreditation and recognition

  • Department of National Trade Measurement and Standards (DNTMS): National standards body: Fiji Government remarks of 13 October 2023 describe the Department as observing World Standards Day with other national standards bodies and launching a standards e-learning portal with modules on international standards and quality promotion.
  • Asia Pacific Accreditation Cooperation (APAC): Regional cooperation of accreditation bodies whose published member list shows no accreditation body for Fiji.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Fiji Procurement Guidelines, first edition (Fiji Procurement Office, Ministry of Finance): The first edition is stated as published in August 2026, with the in-force date shown as to be confirmed. Each tender notice must state any conditions for participating, including certificates or standards the supplier must meet, and the evaluation criteria with their weighting. The due diligence checklist for the highest-ranked supplier covers legal status, financial standing, past performance, capacity, conflicts of interest and compliance with relevant laws, regulations and industry standards. The Guidelines name no general ISO certificate requirement, so read the conditions of each tender.

Questions Fiji clients ask

Who regulates medicines and medical devices in Fiji?

The Fiji Medicines Regulatory Authority, part of the Fiji Pharmaceutical and Biomedical Services Centre in the Ministry of Health and Medical Services, regulates medicinal products under the Medicinal Products Act 2011. Every medicinal product for import, manufacture, export, sale or distribution must be registered, and the Authority inspects premises and licenses importers. Ask the Authority which requirements apply to your product.

Is HACCP required for Fiji food exporters?

It depends on the destination. The Food Safety Regulations 2009 require a business handling food for export to a country that requires HACCP to hold a documented HACCP system, while the Biosecurity Authority of Fiji recommends HACCP for exporters without being mandatory on its pack-house page. Check the importing country's rules and your buyer's contract before choosing a certificate.

Must Fiji banks and insurers follow cybersecurity rules?

Yes. Prudential Supervision Policy Statement No. 2 of the Reserve Bank of Fiji, dated 3 March 2023, applies to licensed banks, insurers, brokers, the securities exchange, the national provident fund and other supervised entities. It asks for a board-approved cybersecurity risk framework, incident management and control of third parties. It does not require an ISO certificate, so ask the Reserve Bank how it expects evidence.

What does the Tourism Act 2026 change for hotels and operators?

The Act sets up the Fiji Tourism Standards, a classification system, a register of approved certification schemes and a legal compliance declaration for each enterprise. An operator holding a certification listed on the register may apply for recognition at the highest tier. The Act comes into force on a date the Minister appoints by Gazette notice, so confirm the date with the Ministry.

Does Fiji have its own accreditation body?

The Asia Pacific Accreditation Cooperation publishes a member list that shows no accreditation body for Fiji. Certificates for Fiji organisations therefore usually carry accreditation from another economy within the international mutual recognition arrangements. Ask any certification body you shortlist for its accreditation certificate and scope, and check with your buyer which accreditation it accepts.

Are certification audits in Fiji conducted in English?

Usually, yes. English is the language of Fiji's legislation and business records, and the Constitution says the English version prevails over its iTaukei and Hindi translations. Interviews with staff can run in iTaukei or Fiji Hindi where people prefer. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
