ISO and GRC certification in Ecuador at a glance
Export buyers and a young data protection regime shape most of the demand for ISO and GRC work in Ecuador. Aquaculture, banana, cocoa, flowers and processed food head the non-oil export sectors that PRO ECUADOR tracks, and their customers abroad ask for evidence of controlled processes. Agrocalidad regulates animal health, plant health and food safety, while ARCSA oversees processed food, medicines and cosmetics. The Superintendencia de Protección de Datos Personales supervises the Ley Orgánica de Protección de Datos Personales, and public bodies must follow the EGSI information-security scheme. The Servicio de Acreditación Ecuatoriano accredits conformity assessment bodies, and Global ACI shows it recognised for ISO 9001, ISO 22000, ISO 14001 and ISO 37001 certification. Suppliers to the State register with SERCOP, whose procurement regulation lists ISO 37001 and ISO 37301 certifications, or equivalents, in the integrity assessment of the supplier record. Sterling's New York office serves Ecuadorian clients, drawing on 8,100+ client engagements in 60+ countries and 20+ years of practice, with Effivity and Sterling Academy included in every engagement. Certificates come from accredited certification bodies, never from Sterling.

Regulators and laws that drive certification in Ecuador (7)
| Law or regulator | What it asks for | Standards it cites |
|---|---|---|
| Ley Orgánica de Protección de Datos Personales (LOPDP) — Organic Law on the Protection of Personal Data Superintendencia de Protección de Datos Personales (SPDP), which describes itself as the body that guides, regulates and supervises compliance with the LOPDP. The Law itself speaks of the Autoridad de Protección de Datos Personales, an independent public authority headed by the Superintendente de Protección de Datos. For breach notifications the Law and the Reglamento also name the Agencia de Regulación y Control de las Telecomunicaciones (ARCOTEL). | Applies to the processing of personal data by controllers and processors. Article 7 sets the lawful bases and article 8 requires consent to be free, specific, informed and unequivocal and revocable at any time. Article 10 lists the principles, including lawfulness, loyalty, transparency, purpose, accuracy, security and accountability. Articles 12 to 21 give rights of information, access, rectification, deletion, opposition, portability, suspension and protection against decisions based on automated assessment. Article 37 requires security measures based on risk, a continuous process to verify their effectiveness, and allows controllers to adopt international standards for risk management and information security systems; article 39 requires privacy by design and by default; article 42 requires an impact assessment for high-risk processing; article 43 requires notification of a security breach to the authority and ARCOTEL as soon as possible and within the term the Law fixes in days unless a risk to people is improbable, with a shorter term for processors to tell the controller; article 48 requires a data protection delegate in listed cases; article 51 creates the national register of data protection; articles 55 to 60 regulate international transfers by adequacy, adequate safeguards, binding corporate rules, authorisation of the authority or listed exceptions. Article 52 lets controllers adhere voluntarily to codes of conduct, certifications and seals without being released from compliance. The Law cites no ISO standard and creates no certificate of compliance. Fine amounts are set in the Law and are not restated here. | |
| Agencia de Regulación y Control Fito y Zoosanitario (Agrocalidad) Food, agricultural and animal-origin producers and exporters | Agrocalidad describes itself as the agency in charge of control and regulation for the protection and improvement of animal health, plant health and food safety. Its structure includes coordination units for animal health, plant health and food safety, with directorates for zoosanitary and phytosanitary certification, organic production and food-safety diagnosis, and a general coordination of laboratories with a quality management area. | |
| Agencia Nacional de Regulación, Control y Vigilancia Sanitaria (ARCSA) Processed food, medicines, cosmetics and establishments subject to sanitary control | ARCSA's own site describes the agency as regulating medicines, processed foods and cosmetics and carrying out sanitary surveillance in establishments subject to control. Its services page lists qualified establishments, pharmacovigilance and technovigilance systems, health alerts, a database of issued registrations and reference laboratories. | |
| Ministerio de Telecomunicaciones y de la Sociedad de la Información (MINTEL) Public sector bodies and concession holders (information security) | The government portal lists the Esquema Gubernamental de Seguridad de la Información (EGSI) as a ministerial agreement of MINTEL, signed on 8 February 2024 and published on 10 March 2024 in the Tercer Suplemento del Registro Oficial 509. It states that implementation is mandatory for public sector entities and bodies, and that third parties providing public services under concession or other recognised arrangements must apply it too. The portal page does not name ISO/IEC 27001 or 27002. | |
| Asamblea Nacional (legislature) Critical infrastructure and organisations dependent on essential digital services (cybersecurity) | The Assembly's press page of 31 March 2026 reports that the plenary resolved the partial objection to the Proyecto de Ley Orgánica para el Fortalecimiento de la Ciberseguridad and that the Assembly would send the law to the Registro Oficial for publication. It describes the law as establishing an architecture to strengthen national cybersecurity, protect critical infrastructure and guarantee the continuity of essential services, and as amending, among others, the Ley Orgánica de Protección de Datos Personales and the Ley Orgánica de Telecomunicaciones. The page does not mention ISO standards. | |
| Instituto Ecuatoriano de Seguridad Social (IESS), Seguro General de Riesgos del Trabajo, and the ministry responsible for labour Employers: occupational safety and health | IESS says its work-risk insurance protects insured workers and employers through prevention programmes in occupational safety and health and compensation for work accidents and occupational diseases, and offers an online notice system for work accidents and occupational diseases. Resolución C.D. 513, the Reglamento del Seguro General de Riesgos del Trabajo, recalls Decision 584 of the Andean Community and Resolution 957 of its General Secretariat on workplace safety and states that the ministry responsible for labour holds the lead role in workplace safety and the prevention of occupational risks. | |
| Autoridad Ambiental Nacional under the Código Orgánico del Ambiente Industry and projects with environmental impact | The Código Orgánico del Ambiente, published in the Suplemento del Registro Oficial No. 983 on 12 April 2017, designates the Autoridad Ambiental Nacional as the lead authority for planning, regulation, control and coordination of environmental management. Its article 172 says environmental regularisation authorises public, private and mixed projects, works and activities according to the magnitude of their impacts or risks, and article 173 obliges the operator to prevent, avoid, reduce and where possible eliminate environmental impacts and to promote cleaner technologies and alternative energy. |
Accreditation and recognition
- Servicio de Acreditación Ecuatoriano (SAE): National accreditation body, listed by Global ACI as a full member and Global ACI MRA signatory for Ecuador.
Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.
Tenders and procurement
- Registro Único de Proveedores (RUP) and public procurement integrity assessment (Servicio Nacional de Contratación Pública (SERCOP), which describes itself as the governing body of the national public procurement system): Suppliers to the State register and are enabled in the RUP. The Reglamento de la Ley Orgánica del Sistema Nacional de Contratación Pública (Decreto Ejecutivo 193), as hosted on SERCOP's portal, says the information held in the RUP includes an integrity and due-diligence assessment covering, among other items, contract-performance records, tax, labour and social-security compliance and obtaining ISO 37001:2016 and ISO 37301:2021 certifications or equivalents; the entity in charge of public integrity policy sets, with SERCOP, the guidelines to apply that assessment. The same text appears in the Reglamento General de la Ley Orgánica de Integridad Pública (Decreto No. 57, Tercer Suplemento del Registro Oficial No. 87 of 23 July 2025). SERCOP's institutional page also lists an integrated quality and anti-bribery policy. No general ISO 9001 condition appears in these texts, so read the requirements of each tender.
Economic zones
- Zonas Francas (free zones) under the Ley Orgánica de Eficiencia Económica y Generación de Empleo: export-oriented manufacturing, logistics and port-linked services, value-added products and services

Questions Ecuador clients ask
Does Ecuador have a personal data protection law?
Yes. The Ley Orgánica de Protección de Datos Personales was published in the Registro Oficial on 26 May 2021, and its general regulation followed on 13 November 2023. The Superintendencia de Protección de Datos Personales supervises it and reports having issued its first penalty decisions for serious infringements. Confirm how the Law applies to your own processing with counsel or the Superintendencia.
Which body accredits certification bodies in Ecuador?
The Servicio de Acreditación Ecuatoriano is the national accreditation body. Global ACI lists it as a full member and signatory, with recognition entries for ISO 9001, ISO 22000, ISO 14001 and ISO 37001 certification, plus laboratory, inspection and product certification scopes. Ask any certification body for its accreditation certificate and scope before you contract it.
Who regulates food and animal or plant exports in Ecuador?
Agrocalidad controls and regulates animal health, plant health and food safety, with directorates for zoosanitary and phytosanitary certification and for organic production. ARCSA regulates processed foods, medicines and cosmetics and carries out sanitary surveillance of establishments under its control. Which agency applies depends on your product and destination, so ask both what your shipment needs.
Do Ecuadorian public tenders ask for ISO certificates?
Not as a general rule for quality systems, but integrity is moving into the supplier record. The procurement regulation says the RUP integrity and due-diligence assessment covers, among other items, ISO 37001 and ISO 37301 certifications or equivalents. Each tender still sets its own requirements, so read the documents and ask SERCOP how the assessment applies to you.
Is information security mandatory in Ecuador?
Partly. State bodies and concession holders are bound by the EGSI, according to the government portal. Private firms meet the security principle of the personal data law, which expects measures chosen by risk and permits international standards. The Assembly also announced a finished cybersecurity law in March 2026. Counsel should read the published text for duties that reach your sector.
What do free zones mean for audits in Ecuador?
A free zone brings a special customs and tax regime under the Ley Orgánica de Eficiencia Económica y Generación de Empleo, and the Ministry of Production names zones at Posorja and Pascuales. ISO requirements stay the same inside a zone. Practical matters differ: entry procedures, shared port infrastructure and vessel timetables. Mention a zone location when you apply for certification.
