In short

ISO and GRC certification in Bolivia at a glance

Export food safety, mining oversight and financial supervision give Bolivian organisations their clearest reasons to formalise management systems. SENASAG runs the sanitary registry and certifies agricultural health and food safety for imports and exports, while encouraging processors to adopt food-safety assurance systems step by step. ASFI keeps amending its information-security regulation for supervised financial entities, adding cloud-computing provisions in 2026, and AGETIC sets information-security duties for public bodies. AJAM administers mining rights and licences, and the Ministerio de Trabajo keeps a national register of occupational hygiene and safety professionals and guidance for joint safety committees. The Dirección Técnica de Acreditación of IBMETRO is the national accreditation body, and IBMETRO states that its mutual recognition agreement covers testing and calibration laboratories and inspection bodies. Suppliers to the State register in the RUPE through SICOES, and exporters can apply to the customs authority's Authorised Economic Operator programme. Sterling's New York office serves Bolivian clients, drawing on 8,100+ client engagements in 60+ countries and 20+ years of practice, with Effivity and Sterling Academy included in every engagement. Certificates come from accredited certification bodies, never from Sterling.

Regulators and laws that drive certification in Bolivia (9)

Law or regulatorWhat it asks forStandards it cites
Personal-data provisions in ASFI's information-security rules for supervised financial entities
Autoridad de Supervisión del Sistema Financiero (ASFI)
Applies to entities supervised by ASFI and, from the Resolución ASFI/679/2025 of 8 August 2025, to financial-technology companies according to the characteristics and risks of their services. The bulletins describe the amendments only; the regulation itself is the binding text. They name no ISO standard.
Servicio Nacional de Sanidad Agropecuaria e Inocuidad Alimentaria (SENASAG)
Food and agricultural producers, processors and exporters
SENASAG's published attributions include implementing and administering the sanitary registry for animal and plant health and food safety, approving technical standards and regulations in that field, controlling food safety in the production and processing stages, and certifying agricultural health and food safety for imports and exports. Its inspection area describes sanitary inspection of food and beverage establishments and aims to encourage companies to adopt food-safety assurance systems progressively as self-control mechanisms, aligned with Codex Alimentarius guidance; it also supervises the implementation of such systems in slaughterhouses. The Ley 830 of 2016, Ley de Sanidad Agropecuaria e Inocuidad Alimentaria, is published on SENASAG's site.
Autoridad de Supervisión del Sistema Financiero (ASFI)
Banks, cooperatives, financial-technology companies and other supervised financial entities
ASFI's mission is to regulate, supervise and control the financial system for its stability, solvency, efficiency and transparency, and its bulletins record that it issues rules under the Ley N° 393 de Servicios Financieros. Its Reglamento para la Gestión de Seguridad de la Información sits in the Recopilación de Normas para Servicios Financieros and was amended in 2025 and in February and June 2026, with cloud-computing provisions, a personal-data policy duty for cloud use and a written no-objection step before contracting cloud services. The summaries do not name ISO/IEC 27001 or any other ISO standard.
Agencia de Gobierno Electrónico y Tecnologías de Información y Comunicación (AGETIC)
Public sector bodies (information security and e-government)
Decreto Supremo N° 2514 of 9 September 2015 created AGETIC. Decreto Supremo N° 5519, issued on 13 January 2026, modifies it so that AGETIC controls and monitors the application of e-government, free-software and information-security policies by public entities, requires public entities to designate an information-security officer, requires those officers to report computer incidents to the Centro de Gestión de Incidentes Informáticos (CGII) within the period the decree sets, and requires each entity to develop and implement an Institutional Information Security Plan under CGII guidelines. The decree names no ISO standard.
Agencia Estatal de Medicamentos y Tecnologías en Salud (AGEMED)
Medicines and health-technology businesses
AGEMED's own website carries the national pharmaceutical regulation (laws, decrees and resolutions on medicines) and its institutional pages. The home page does not state which standards, if any, a manufacturer or importer must meet, so the applicable requirements are a matter for AGEMED.
Autoridad Jurisdiccional Administrativa Minera (AJAM)
Mining operators and contractors
AJAM states objectives that include managing the granting, adaptation, extinction and legal protection of mining rights, overseeing and controlling mining activity under the legal framework, acting against illegal exploitation and running the prior-consultation process. Its website offers applications for an operating licence and a marketing licence. The pages do not cite ISO standards.
Ministerio de Trabajo (MTEPS)
Employers: occupational hygiene and safety
The Ministry's occupational-safety section publishes a national register of professionals and technicians in occupational hygiene and safety, forms and guidance for joint safety committees and coordinators, and a list of technical occupational safety and health norms made up of ministerial resolutions and regulations, with items dated 2025 and 2026. The pages do not cite ISO 45001.
Aduana Nacional
Exporters, importers, freight forwarders and logistics operators
The customs authority runs the Operador Económico Autorizado (OEA) programme under Decreto Supremo N.º 1443 of 19 December 2013, with prerequisite and security requirements and benefits for export, import, customs agents, road carriers, consolidators and courier firms. Its list of current regulations also includes the regulation for the Zona Franca Comercial e Industrial de Cobija, the temporary-admission regime for active improvement (RITEX), a regulation for the control of material for aeronautical use and the Ventanilla Única de Comercio Exterior.
Banco Central de Bolivia (BCB)
Card issuers, acquirers and payment-service providers
The BCB's payment-system section lists, among its regulations, the Requerimientos Operativos Mínimos de Seguridad para Instrumentos Electrónicos de Pago (minimum operating security requirements for electronic payment instruments) and a regulation on immediate QR payments. The regulation's own text sets its controls, and the payment brands' rules apply separately to card data.

Accreditation and recognition

  • Dirección Técnica de Acreditación (DTA) of the Instituto Boliviano de Metrología (IBMETRO): National accreditation body; IBMETRO describes the DTA as the sole body, nationally competent and recognised by the State, to accredit conformity assessment bodies.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Sistema de Contrataciones Estatales (SICOES) and the Registro Único de Proveedores del Estado (RUPE) (Bolivian State procurement portal SICOES, which lists the Normas Básicas del Sistema de Administración de Bienes y Servicios, D.S. N° 0181, and the RUPE provider registration): Suppliers register in the RUPE to take part in State procurement, and the portal publishes calls for goods, works, general services and consultancy, a provider guide, a list of defaulting suppliers and a 'Compro Hecho en Bolivia' catalogue. The portal pages do not state a general ISO certificate condition, so each call's own terms decide whether a certificate is required or scored.

Economic zones

  • Zona Franca Comercial e Industrial de Cobija: commercial and industrial free-zone activity

Questions Bolivia clients ask

Which body accredits laboratories and certification bodies in Bolivia?

The Dirección Técnica de Acreditación of IBMETRO, which describes itself as the sole body, nationally competent and recognised by the State, to accredit conformity assessment bodies. Its schemes cover laboratories, inspection bodies, certification bodies for persons, management systems and products, and proficiency-testing providers. Ask any certification body for its accreditation certificate and scope before you contract it.

Does Bolivia's mutual recognition agreement cover ISO 9001 certificates?

IBMETRO says the agreement signed on 1 September 2023 followed a recommendation covering testing laboratories, calibration laboratories and inspection bodies, and it does not state a recognition for management-system certification. A certificate for ISO 9001 or ISO 14001 may therefore rest on accreditation granted elsewhere, so ask each certification body which accreditation backs it.

Who regulates food safety for exports in Bolivia?

SENASAG, the national agricultural health and food safety service, administers the sanitary registry and, in its published attributions, certifies agricultural health and food safety for imports and exports. Its inspectors check food and beverage establishments and slaughterhouses, and it encourages firms to adopt food-safety assurance systems step by step. Confirm what your product and destination need directly with SENASAG.

What information-security rules apply to Bolivian banks and fintechs?

ASFI's Reglamento para la Gestión de Seguridad de la Información applies to supervised entities, and from August 2025 to financial-technology companies in proportion to their risks. Amendments in February and June 2026 added cloud-computing rules, including a written no-objection step and personal-data policies for cloud use. ASFI's summaries name no ISO standard, so read the regulation itself.

Must Bolivian public bodies report cyber incidents?

Yes. Decreto Supremo N° 5519 of 13 January 2026 requires the information-security officers of public entities to report computer incidents to the CGII within the period it sets, and requires each entity to develop an Institutional Information Security Plan under CGII guidelines. Private suppliers to these bodies meet such expectations through their contracts, so check each contract's terms.

How does a company supply the Bolivian State?

It registers in the RUPE and then answers calls published on SICOES, which covers goods, works, general services and consultancy under the basic norms in D.S. N° 0181. The portal pages do not state a general ISO certificate condition, so each call's own documents decide whether a certificate is needed or scored. Put questions to the contracting entity.
