ISO and GRC certification in Belize at a glance

Belize's food processors, fishing and aquaculture operators, resorts, outsourcing centres and payment firms drive most demand for management system certification and compliance work, going by the investment sectors BELTRAIDE lists. The Belize Agricultural Health Authority is the competent authority for food safety and audits registered processors annually for HACCP compliance, the Department of the Environment screens projects and clears existing hotels, and the Belize Tourism Board licenses hotels under the Hotels and Tourist Accommodation Act. The Central Bank of Belize licenses payment providers under the National Payment System Act, and the Financial Services Commission supervises non-bank financial services. The Belize Bureau of Standards develops national standards and acts as the accreditation focal point, while management system certificates usually carry accreditation from another economy. Belizean clients work with Sterling's New York office, on site where the job requires it and remotely for the rest, backed by 8,100+ client engagements in 60+ countries, 20+ years of practice, and Effivity and Sterling Academy included with the engagement. Certificates come from accredited certification bodies, not Sterling.

Regulators and laws that drive certification in Belize (7)

Law or regulatorWhat it asks forStandards it cites
Central Bank of Belize
Payment service providers and payment system operators
National Payment System Act, Chapter 266:01 (Revised Edition 2020), with the National Payment System Regulations, 2024. The Central Bank's page says the Act was enacted on 3 February 2017 and lets the Bank license payment service providers and operators, set rules for the system and issue regulations and guidelines. The Regulations let the Bank require a payment service provider to submit a system security audit report by a reputable independent auditor on its payment service (regulation 18), and Part VII sets principles for the rules of a system, including a high degree of security and operational reliability and a written business continuity plan with an alternate site. Section 23 of the Act requires the Bank's prior authorisation before an operator or provider outsources an aspect of its system or service. The Act and Regulations do not name ISO/IEC 27001, ISO 22301 or PCI DSS.
Financial Services Commission (FSC)
Non-bank financial services, digital asset services and compliance officers
The FSC describes itself as the statutory authority that regulates and supervises non-bank financial services licensed or registered under the Financial Services Commission Act, No. 8 of 2023 and the Securities Industry Act, 2021. The Financial Services Commission (Digital Asset Services Licensing) Regulations, 2025 (S.I. No. 162 of 2025) require a licensee to maintain systems, controls and safeguards for the integrity, security and operational resilience of its technology infrastructure and to notify the Commission promptly of any material operational, cyber or security incident. The Financial Services Commission (Compliance Function) Regulations, 2024 (S.I. No. 106 of 2024, gazetted 10 August 2024) set rules on the Compliance Procedures Manual, the compliance officer's duties and an annual Compliance Officer Report. Neither instrument names an ISO standard.
Belize Agricultural Health Authority (BAHA)
Food safety, meat, fish and fishery-product export, and agricultural health
The Belize Agricultural Health Authority Act, Chapter 211 (Revised Edition 2020), with the BAHA (Food Safety) Regulations, S.I. No. 25 of 2001. BAHA says it is the competent authority for food safety in Belize; its Food Safety Services oversee the National Food Control System, approve and inspect food-processing establishments, issue import permits and export certificates, and require food safety registration of exporting food enterprises. BAHA says it audits registered food-processing enterprises annually for HACCP compliance, oversees sanitary audits of HACCP programmes on Belize-flagged high seas fishing vessels for market access including the European Union, and runs microbiology and chemical-residue laboratories.HACCP
Department of the Environment (DOE), Ministry of Sustainable Development, Climate Change and Disaster Risk Management
Environmental clearance for projects and operations
Environmental Protection Act, with the Environmental Impact Assessment Regulations. The DOE says it functions with full autonomy to enforce the Act, which grants broad authority over pollution control and the conservation and management of natural resources. Its tourism checklist page says an environmental impact assessment must be prepared for project proposals with potential adverse impacts, and that the checklist helps the Department decide whether one is required. The DOE publishes checklists for petroleum, agriculture, aquaculture, light industrial, mining and mineral processing, tourism and urbanisation projects, and existing hotels complete a BTB Clearance checklist that the DOE describes as a requisite for renewal of the hotel licence. The DOE's pages do not mention ISO 14001.
Belize Tourism Board (BTB)
Hotels, resorts and tourist accommodation
Hotels and Tourist Accommodation Act, Chapter 285, with the Hotels and Tourist Accommodation (Minimum Registration, Licensing and Operating Requirements) (Amendment) Regulations 2019. The BTB describes itself as the legislated body that governs, enhances and promotes the tourism product; hotels need a Hotel Registration and Accommodation Licence, and the BTB's hotel forms include an Emergency Action Plan template. The Board's hotel licensing pages do not mention ISO 22301, ISO 45001 or ISO 14001.
Social Security Board
Employer registration and employment injury insurance
The Board registers employers and pays employment injury benefits to insured persons hurt, or made ill by a prescribed disease, in the course of insurable employment; an injury benefit claim carries an employer's section and an optional witness report. This is social insurance rather than a workplace safety inspectorate, and the Board's pages do not mention ISO 45001, but accurate incident records feed directly into the claims.
Ministry of Health and Wellness, Drug Inspectorate Unit
Medicines safety
A Government of Belize press release dated 27 July 2026 reports that Belize achieved full membership of the World Health Organization's Programme for International Drug Monitoring, after the Drug Inspectorate Unit and the Maternal and Child Health Unit connected national reporting systems to the WHO global database. The release does not describe a medical-device quality system requirement and does not name ISO 13485.

Accreditation and recognition

  • Belize Bureau of Standards (BBS): National standards body and National Accreditation Focal Point (NAFP). BBS says it was established on 16 May 1992 under the Standards Act, Chapter 295, and also enforces the National Metrology Act, Chapter 294. It describes itself as a Level One NAFP, meaning an administrative contact point that receives accreditation requests, provides information, informs the partner accreditation body and takes part in the accreditation ceremony.
  • CARICOM Regional Organization for Standards and Quality (CROSQ): Regional organisation for standards and quality, which BBS lists among its affiliations and names in the Caribbean Cooperation for Accreditation Scheme alongside national accreditation bodies and focal points.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Public procurement under the Finance and Audit Reform Act (FARA), the Stores Orders and their regulations (Ministry of Finance, with the Contractor General and the Auditor General): A Government of Belize press release dated 8 July 2026 says a special Cabinet meeting discussed the key provisions of the Finance and Audit Reform Act (FARA), the Stores Orders and their accompanying regulations, with presentations from the Financial Secretary, the Contractor General and the Auditor General. The release does not mention ISO certificates, so each tender document sets its own evidence; the Press Office publishes tender notices and requests for expressions of interest.

Economic zones

  • Commercial Free Zones (Free Zones Act of 2005): manufacturing, processing and packaging, warehousing and distribution, financial and professional services
  • Designated Processing Areas: international trade and value addition, export processing, global digital services

Questions Belize clients ask

Is there a Belizean accreditation body for ISO certification bodies?

No accreditation body is listed for Belize by ILAC. The Belize Bureau of Standards acts as National Accreditation Focal Point, an administrative link to partner accreditation bodies such as JANAAC and TTLABS under the CCA Scheme. A management system certificate for a Belizean company usually carries accreditation from another economy, so ask your buyer which accreditation it accepts.

Which authority regulates food safety and fish exports in Belize?

The Belize Agricultural Health Authority, which calls itself the competent authority for food safety. It inspects and approves processing establishments, issues import permits and export certificates, and audits registered processors annually for HACCP compliance. It also oversees sanitary audits of HACCP programmes on Belize-flagged high seas fishing vessels, which supports access to markets such as the European Union.

Who grants environmental clearance for a project in Belize?

The Department of the Environment, which enforces the Environmental Protection Act. Applicants complete a sector checklist online, covering petroleum, agriculture, aquaculture, light industry, mining, tourism or urban projects, and the Department uses it to decide whether a full impact assessment is needed. Existing hotels file a BTB Clearance checklist. ISO 14001 supports compliance but never replaces clearance.

Are certification audits in Belize conducted in English?

Usually yes. Legislation, regulator guidance and forms are in English, so controlled documents and records normally are too. BELTRAIDE describes a bilingual workforce, so some shop-floor or shift interviews may run in Spanish. Settle the audit language with the certification body at application and ask for an interpreter or bilingual auditor early where it matters.

Which regulators oversee payment and financial-services firms in Belize?

The Central Bank of Belize licenses payment service providers and operators under the National Payment System Act, while the Financial Services Commission supervises non-bank financial services, including digital asset services. Both set expectations on security, resilience and compliance functions without naming ISO standards. A management system helps you evidence those expectations to the regulator.

What licence do hotels need from the Belize Tourism Board?

A Hotel Registration and Accommodation Licence under the Hotels and Tourist Accommodation Act, Chapter 285, and its regulations, which the licence holder displays at reception. The Board's hotel forms include an Emergency Action Plan template. ISO 22301 or ISO 45001 can support that plan but neither is named in the Act, so confirm current requirements with the Board.
