In short

ISO 45001 certification in Australia at a glance

Work Health & Safety management guidelines for construction procurement (Edition 6, December 2019) requires ISO 45001 for the organisations it covers. Most Australian buyers ask for it anyway.

Principal contractors chasing NSW Government construction work need more than a safety plan. The state's Work Health & Safety management guidelines for construction procurement are aligned to AS/NZS ISO 45001:2018 and require a certified WHS management system, evidenced by current JAS-ANZ certification, on contracts above the guidelines' value threshold. At Commonwealth level, head contractors on Australian Government-funded building work need accreditation under the Federal Safety Commissioner's WHS Accreditation Scheme; that scheme is separate from ISO 45001 and its page does not cite the standard, but a working management system supplies much of the evidence it looks for. Mining, energy and facilities clients apply similar tests in contractor prequalification. ISO 45001 certificates are issued by accredited certification bodies after a two-stage audit, never by a consultant. Sterling brings 20+ years of practice to the hazard registers, consultation records and contractor controls that auditors test, working from its Sydney office.

The need

Who needs ISO 45001 in Australia, and what happens without it

For some organisations in Australia it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

  • Principal contractors on NSW Government construction contractsThe WHS management guidelines require a certified WHSMS aligned with AS/NZS ISO 45001 above the threshold, with JAS-ANZ certification.
  • Head contractors on Australian Government-funded building workAccreditation under the Federal Safety Commissioner's WHS Accreditation Scheme is required; a structured WHS system supports it.
  • Mining, energy and facilities service contractorsPrincipal clients commonly prequalify contractors on a certified safety management system.
  • Manufacturers and logistics operatorsA certified system gives structure to WHS duties and contractor oversight.

ISO 45001 requirements in Australia

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Australia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in Australia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Australia these are the factors that set the timeline.

  • Number of active project sites and states
  • Maturity of existing WHS procedures, risk registers and consultation records
  • Tender or accreditation dates
  • Certification body scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Australia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Australia these factors move both.

  • Number of sites and workers, including subcontractor interfaces
  • Risk profile of the work
  • Certification body audit fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Australia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Australia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Australia (3)

InstrumentHow it treats the standard
Work Health & Safety management guidelines for construction procurement (Edition 6, December 2019)Requires
Principal contractors on contracts above the threshold must have a certified WHSMS aligned with AS/NZS ISO 45001 (or AS4801) and evidence of current JAS-ANZ certification.
Work Health and Safety Accreditation Scheme (Office of the Federal Safety Commissioner)Expected in practice
Accreditation required for head contractors on Australian Government-funded building work; the page does not cite ISO 45001.
JASANZ — accreditation of certification bodiesAccreditation
Accredits certification bodies for management-system standards; confirm the ISO 45001 scope of the chosen certification body.

"Expected in practice" means the instrument asks for the outcomes ISO 45001 covers without naming a standard, and ISO 45001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Australia

Use a certification body accredited for this standard by JASANZ or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 45001 hub →

Audit language

Audits are conducted in English; agree the audit and document language with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 45001 in Australia: questions clients ask

Do NSW construction tenders require ISO 45001?

Above the value threshold in the NSW guidelines, yes. Principal contractors must have a certified work health and safety management system aligned with AS/NZS ISO 45001 (or AS4801) and provide evidence of current JAS-ANZ certification. Check your contract value against the threshold in the guidelines and read the agency's exact wording.

Does ISO 45001 give Federal Safety Commissioner accreditation?

No. The Work Health and Safety Accreditation Scheme run by the Office of the Federal Safety Commissioner is a separate accreditation for head contractors on Australian Government-funded building work, and its page does not cite ISO 45001. A certified ISO 45001 system can supply much of the evidence, but it does not grant that accreditation.

Is AS/NZS 4801 still accepted?

The NSW guidelines note that AS/NZS ISO 45001:2018 replaced AS/NZS 4801:2001, although the procurement guideline text still names AS4801 as an alternative alongside it. Check the tender's wording and the current edition of the guidelines before you decide which to build to.

Who issues ISO 45001 certificates in Australia?

ISO 45001 certificates are issued by certification bodies accredited for the standard, and JASANZ is the Australian accreditation body for them. For NSW construction work the guidelines ask for evidence of current JAS-ANZ certification, so check that a body's accreditation scope covers ISO 45001 and your sector before engaging it.
