In short

ISO and GRC certification in Antigua and Barbuda at a glance

Demand for certification in Antigua and Barbuda tracks regulators, public buyers and the visitor economy more than any single national scheme. The Antigua and Barbuda Investment Authority lists tourism, business process outsourcing, yachting and marine services, maritime transport and ports, agriculture and fisheries and renewable energy among its growth sectors. The Eastern Caribbean Central Bank licenses payment service providers under the Payment Systems and Services Act, 2025, and the Financial Services Regulatory Commission supervises financial services business. Under the Environmental Protection and Management Act, 2019 the Department of Environment must promote ISO 14000; the Fisheries Act, 2006 licenses fish processors; and the Data Protection Act, 2013 is overseen by an Information Commissioner. No Antiguan or Barbudan accreditation body appears in the IAAC or ILAC lists, so certificates usually carry accreditation from another economy. Sterling's New York office serves clients on site where the work needs it and remotely otherwise, drawing on 8,100+ client engagements in 60+ countries and 20+ years, with Effivity and Sterling Academy included. Certification is by an accredited certification body, never by Sterling.

Accreditation and recognition

  • Antigua and Barbuda Bureau of Standards (ABBS): National standards body: continued under section 3 of the Standards Act, 2017 (No. 24 of 2017), which makes it the national standards body; its site describes it as the local authority for adopting, developing and distributing national standards and providing metrology services.
  • CARICOM Regional Organization for Standards and Quality (CROSQ): Regional standards organisation whose Agreement is set out in the CARICOM Regional Organization for Standards and Quality Act, 2012 (No. 12 of 2012); Article 4 gives it the objective of harmonising standards and encouraging mutual recognition of accreditation and certification systems; IAAC lists it as an associate member.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Government and statutory-body procurement by the Tenders Board (Tenders Board Act (Cap. 424A) and the Tenders Board (Amendment) Act 2002): When the Board considers offers it takes into account the quality of the articles, the financial, technical and administrative competence of those making the offer for works or services, and the reasonableness of the prices, and it accepts the lowest offer unless it has good reason to accept a higher one. Section 34 prohibits offering gifts to Board members or staff to gain an advantage. The Act names no ISO standard, so each tender sets its own evidence.

Questions Antigua and Barbuda clients ask

Who regulates personal data in Antigua and Barbuda?

The Information Commissioner, appointed under section 35 of the Freedom of Information Act 2004, enforces the Data Protection Act, 2013 (No. 10 of 2013) by virtue of section 21 of that Act. The Act is enacted; commencement not yet confirmed from an official source. It names no register of controllers. Confirm current practice and any regulations with the Commissioner or your counsel.

Does Antigua and Barbuda have a national accreditation body for certification bodies?

None appears. The IAAC full and associate member pages and ILAC's category list show no accreditation body for Antigua and Barbuda, whose Bureau of Standards works on standards and metrology. A certificate for a local site therefore tends to rest on accreditation granted abroad. Request the accreditation certificate and its scope from every certification body you consider.

Does Government procurement in Antigua and Barbuda require ISO certification?

Not by statute. The Tenders Board Act says the Board weighs the quality of articles, the financial, technical and administrative competence of bidders for works or services and the reasonableness of prices, and it names no ISO standard. Each tender states its own evidence. A certificate can support the competence case, so read the tender documents and ask the procuring body.

Which law makes fish processors in Antigua and Barbuda follow quality and safety rules?

The Fisheries Act, 2006. Under it the Minister may license fish processing establishments, ice plants and laboratories, and authorised officers can enter premises, take samples, ask for records and suspend a licence where shortcomings are significant. They can also help a plant develop its quality control programme. HACCP records are the usual evidence on a visit; confirm requirements with the Fisheries Division.

Does the Government of Antigua and Barbuda promote ISO 14000?

Yes, in the Environmental Protection and Management Act, 2019. Its section 47 gives the Department of Environment a duty to promote the ISO 14000 family and to run a programme getting Government bodies certified. For private operators the more direct duty is section 48, on site plans. Which parts are in force is for the Minister's Notice; check with the Department.

Are ISO audits in Antigua and Barbuda carried out in English?

Almost always. The country's Acts, Gazette and Government tender documents are in English, which makes it the practical language of audits, interviews and controlled documents. If some personnel prefer another language, settle interpreter arrangements with the certification body when you apply. Sterling's New York office prepares your organisation; the certification body conducts the audit.
