ISO 27001 Cost for US Start-ups: What You Pay and What Drives It
For most US start-ups and SMEs, a first ISO 27001 certification can cost under US$10,000, all-inclusive: Sterling's consulting plus the certification audit by an accredited certification body. Scope, headcount, sites and existing controls move the figure. Surveillance and recertification audits fall in later years and are billed then.

100% success, on time: the Sterling Promise
We stay with you until your agreed outcome is achieved, through consulting, audit preparation and the resolution of audit findings. The engagement defines the standard, scope, outcome and responsibilities; your organization puts the agreed controls into use; an accredited certification body issues the certificate, and that decision stays independent.
Done for you, end to end
We write the policies, set up the controls and evidence, run the internal audit and coordinate the independent audit. You deal with one team from first call to final report.
Simple and quick
A free gap assessment, then one plan with dates from day one. Effivity, our GRC automation platform, is included to keep the evidence moving.
8,100+ client engagements
In 60+ countries over 20+ years, with experts who bring 30+ years of experience.
Under US$10,000, all-inclusive
For most start-ups and SMEs: SOC 2, ISO 27001, ISO 42001, HIPAA or ISO 9001, including the independent audit. A fixed quote follows a free gap assessment.
Included in every engagement
Every Sterling consulting engagement comes with the following, so you are not buying extras to get to the finish line:
- Effivity, Sterling's GRC automation platform, with a full-year subscription, to run your controls, evidence, tasks and audits in one place.
- Sterling Academy: preferential course access, with complimentary awareness training for your people.
- Internal auditor training for your audit team, as applicable to your standard.
- For information-security engagements, a vulnerability assessment.
These are part of the engagement, not a separate purchase. The details depend on the standard you are working toward, which we confirm during the free gap assessment.
Consulting and auditing are always separated: the people who consult never audit you. That keeps your internal audit objective and protects the independence of the CPA firm, Qualified Security Assessor or certification body that performs the final step.
Behind this are 8,100+ client engagements in 60+ countries over 20+ years, led by experts with 30+ years of experience.
All-inclusive pricing for start-ups and SMEs
Did you know SOC 2 or ISO 27001 can cost less than US$10,000, all-inclusive? If you've been quoted more, talk to us before you sign.
Sterling's all-inclusive fee for SOC 2, ISO 27001, ISO 42001, HIPAA or ISO 9001 is under US$10,000 for most start-ups and SMEs. It covers our done-for-you consulting and the independent audit: the SOC 2 report from a US-licensed CPA firm, as AICPA standards require, or the certification audit by an accredited certification body. For HIPAA, it covers HIPAA compliance consulting and an independent HIPAA assessment. Effivity, training and a vulnerability assessment are included. That's less than a month's cost of an in-house security hire: the US Bureau of Labor Statistics puts the national median annual wage for information security analysts at $129,180 (May 2025), about $10,765 a month in pay alone[1].
A fixed quote follows a free gap assessment.
What the fee covers, and what it doesn't:
- It is the fee for your first SOC 2 report or your first certification only.
- Annual work is always additional and billed the following year: later SOC 2 report periods, and ISO surveillance and recertification audits.
- It assumes a typical start-up or SME scope: one product or service and one main location.
- Larger or multi-site scopes get a fixed quote after the gap assessment.
- PCI DSS is quoted separately: a fixed quote follows a free gap assessment.

What a US start-up gets for an all-inclusive ISO 27001 fee
No surprise invoices. One fixed figure covers the work and the independent audit for your first certificate, so your CFO budgets once.
When US founders ask what ISO 27001 costs, the real worries are a mid-project invoice, a figure that grows as the auditor requests more, and paying again next year. This guide answers all three: what you pay for, when, and what moves it.
A first-time budget has three layers: the preparation work, the certification audit, and your own people's time. Most budget surprises come from pricing only one of them. An accredited certification body audits and certifies; Sterling never certifies, and the consultants who prepare you never audit you.
What moves ISO 27001 cost for US companies
Every scope differs, but the same factors decide where a US project lands.
| Cost driver | Why it matters | What keeps it in range |
|---|---|---|
| Scope boundary | Every product, system and location inside it needs risks assessed and controls evidenced | One product or service and one production environment |
| Headcount in scope | More training, access reviews, joiner and leaver records, and audit sampling | Include only teams that touch the in-scope system |
| Sites | Each location can add audit time and physical-security evidence | Remote-first teams on cloud hosting with one main address |
| Control maturity | Single sign-on, MFA, device management and logging already running shorten the build | Close obvious gaps before the audit window |
| US contract clauses | An MSA that names specific controls adds work beyond the standard | Collect those clauses at the gap assessment |
| Deadline pressure | A compressed plan leaves little room to close findings | Start before a deal date exists |
| Other frameworks | SOC 2, HIPAA or PCI DSS overlap but each adds its own independent step | One control set, mapped to each |
US rules that may already require part of the work
Work you can count twice. If you sell to or operate as a US financial institution, part of the ISO 27001 effort may already be owed under federal rules.
The FTC Safeguards Rule requires the financial institutions it covers to base their information security program on a written risk assessment, with criteria for evaluating risks and for how they will be mitigated or accepted[2]. An ISO 27001 risk assessment and treatment plan can be built to serve that requirement as well. The rule does not name ISO 27001, and certification does not by itself show compliance with it; we map the overlap during the gap assessment so you pay for the work once.
Year one versus later years: two lines in your US budget
A predictable annual rhythm. The first certificate starts a cycle; it does not end the spending.
As the scheme is commonly described, the certification body returns for surveillance audits in the years after the first audit and for a recertification audit before the cycle ends. Those audits are billed in the years they fall, not folded into the first-year fee.
Put two lines in the plan: 1. First certification. One fixed, all-inclusive project. 2. Annual cycle. Surveillance and recertification audits, plus keeping the system alive: internal audit, management review, risk updates and corrective actions. Consulting support for that rhythm is optional and scoped separately.
How US buyers of consulting compare ISO 27001 quotes
Like for like. Two proposals can differ widely because they describe different jobs. Check each against these points, in writing:
1. Is the certification audit by an accredited body included, or only preparation? 2. Are both audit stages included? 3. Who writes the policies, procedures and risk assessment? 4. Is the internal audit included, and done by someone independent of the build? 5. Is software included, and for how long? 6. Is follow-up on audit findings included? 7. What do years two and three look like? 8. What scope is assumed, and what change would trigger a new quote?
A quote that is silent on a line has not yet decided it.
When a US scope falls outside the typical range
These situations call for a fixed quote after the gap assessment rather than the typical-scope figure:
- Several products, environments or legal entities in one scope.
- Multiple offices or data centers needing on-site audit time.
- A large headcount in scope.
- Regulated data that adds contractual or legal controls, such as health or payment data.
- A scope that changes midway because a customer, investor or acquisition changes what must be covered.
Payment-card scope is the clearest case: PCI DSS is a separate assessment and is quoted separately; a fixed quote follows a free gap assessment.
Doing it in-house versus done-for-you for a US start-up
The standard does not require a consultant, and some technical founders build the system themselves. The trade is time:
- In-house. Low cash cost, high time cost, usually on one overloaded person, and a higher risk of a delayed or failed audit if the system is thin.
- Done for you. A visible, fixed cost and a short, predictable path.
- Hybrid. Outside help for the heavy lifting while you keep day-to-day ownership; many start-ups choose this.

What we recommend for most US start-ups (Sterling's recommendation)
This is Sterling's recommendation, not a requirement of ISO or of any certification body.
1. Start with the free gap assessment, and take the fixed quote in writing with the scope assumptions on its face. 2. Draw the smallest credible boundary: the product and environment your US customers rely on. 3. Budget two lines: the first certification and the annual cycle. 4. Settle contract-driven controls before the audit window opens. 5. If a US buyer also requests a SOC 2 report, note that the AICPA describes SOC as a suite of services CPAs provide[1]; it is a separate examination, so scope both at the same gap assessment. Read SOC 2 vs ISO 27001 and put the ISO 27001 timeline next to this budget.
Get a proposal with a fixed figure for your scope, and know your full first-year cost before you commit.
How Sterling delivers ISO certification
ISO management system standards such as ISO/IEC 27001, ISO/IEC 42001 and ISO 9001 are certified by an accredited certification body, not by a consultant[1]. Sterling never certifies. The certificate carries the name of the body that issued it, and that independence is what makes it credible to your buyers.
What Sterling does is prepare your company so that the certification body's audit goes smoothly. We coordinate:
- a gap assessment against the standard;
- the management system itself: scope, risk assessment, policies, procedures and records, sized for your company;
- training for your people and an internal audit before the certification audit;
- management review and corrective actions;
- the certification audit process, from choosing an accredited body to closing any findings.
Consulting and auditing are always separated. The people who consult never audit you, so the internal audit is a genuine test and the certification body's audit is independent.
Sterling has completed 8,100+ client engagements in 60+ countries over 20+ years, and our experts bring 30+ years of experience.

Requirements depend on your scope, your customers' contracts, your industry and the regulations that apply to you. Two companies asking for the same standard can have very different obligations. We confirm yours during a gap assessment, and we update our content as standards change, but you should check the current text of any standard or rule that matters to you.
Sterling consults and prepares. It does not decide whether you meet a standard. That decision belongs to the independent party that performs the final step: the US-licensed CPA firm for a SOC 2 report, the Qualified Security Assessor or acquirer for PCI DSS, and the accredited certification body for ISO certificates. Timelines and outcomes depend on your readiness and on those parties.

FAQs
Frequently asked questions
Is the certification audit fee separate from consulting?
Not in a Sterling engagement. For a typical start-up or SME scope, the audit by an accredited certification body is inside the all-inclusive fee for the first certification, and Sterling coordinates it for you. The certification body, not Sterling, decides whether to certify. Surveillance and recertification audits in later years are billed when they fall due.
Why might a quote for our company exceed US$10,000?
Usually because of scope. Several products, multiple sites, a large headcount or regulated data each add audit effort and build work. When a scope is larger than typical, a fixed quote follows a free gap assessment, so the figure reflects what you actually need rather than an estimate made before anyone has looked.
What do surveillance and recertification audits cost?
They are billed in the years after your first certification and are not part of the first-year fee. The amount depends on your scope and the certification body's schedule. During the gap assessment we set out the annual cycle so your finance team can plan for it from the start instead of meeting it as a surprise.
Do we have to buy software to get certified?
No standard requires a particular tool. In a Sterling engagement, Effivity is included with a full-year subscription, so you can run controls, evidence, tasks and audits in one place without a separate purchase. The certification body examines your management system and its records, not the software you keep them in.
Can we lower the cost by scoping tightly?
A tight scope reduces effort and is a legitimate approach, provided it covers what your customers depend on. A certificate whose scope excludes the product a US buyer is purchasing gives little value in procurement and invites follow-up questions. We help you draw a boundary that is efficient and credible to reviewers.
Do HIPAA or PCI DSS add to the ISO 27001 cost?
They can, because each has its own requirements. HIPAA compliance consulting and an independent HIPAA assessment fall under the same all-inclusive position for typical scopes, while PCI DSS is quoted separately. A fixed quote follows a free gap assessment, and it shows which controls and evidence can be reused across them.
